On the afternoon of February 18, answering the press, General Luong Tam Quang, Minister of Public Security, said that when the district-level police are not organized, tens of thousands of officers and soldiers will have to be rearranged in the direction of transferring them to the provincial and commune-level police. Priority will be given to increasing officers for the commune-level police, especially in large areas, densely populated areas, and areas with complicated security and order.
According to the Minister, the Politburo's policy is to maintain and "ensure the armed forces' staffing" during the process of restructuring the apparatus, in order to meet the requirements and tasks in the new period. The facilities, headquarters, and vehicles of the district-level police will continue to be strictly managed, in accordance with regulations, and there will be a plan for regulation to ensure compliance with the new organizational model.
The Ministry of Public Security also coordinated with the Supreme People's Procuracy and the Supreme People's Court to research and develop a Joint Circular regulating coordination between agencies in criminal proceedings, investigation, detention, temporary detention, and execution of criminal sentences.
The Ministry of Public Security reviews the system of relevant legal documents to propose appropriate amendments and supplements. This ensures legal consistency and does not create legal gaps that disrupt normal operations when the new apparatus is put into operation.
Minister Luong Tam Quang said that the arrangement and consolidation of the local police apparatus aims to change the operating mechanism, reduce levels and intermediate levels to be streamlined, strong, operate effectively, and improve the quality of work.
Not only will the district-level police be abolished, in the near future, the police sector will receive 5 groups of state management tasks from ministries and branches, including: ensuring aviation security; network information security; testing and issuing road motor vehicle driving licenses; criminal records and providing public services to issue criminal records; drug addiction treatment and post-treatment.
In addition, the Ministry of Public Security receives corporations to build a modern, dual-use security industry.
Therefore, the Ministry of Public Security does not encourage officers and soldiers to retire before their service age. In addition, the Ministry is still actively streamlining the payroll in cases of poor qualities and abilities.
In Conclusion No. 121 dated January 24, the Party Central Committee agreed to the policy of reorganizing the local police apparatus in the direction of "comprehensive province, strong commune, close to the grassroots", without organizing district-level police. In particular, island districts will arrange police stations because there are no commune-level administrative units.
Currently, many police officers of provinces and cities have applied for early retirement from March 1 to serve the streamlining of the apparatus.
Previously, speaking at a meeting of the National Assembly, General Secretary To Lam said that currently, 80% of countries have 3-level governments, while in Vietnam there are 4 levels, so the police sector should conduct a pilot study first, by eliminating district-level police.
According to the General Secretary, this is a "welcome" policy. "From household registration, car and motorbike registration to incident and theft investigation, the commune police can handle everything, why wait for the district or province. So what can the district police do?", the General Secretary said.
Since 2018, through two restructurings of the organization, the Ministry of Public Security has reduced 6 General Departments, one unit equivalent to the General Department level, 55 Department-level units, 7 People's Police schools, 20 provincial-level Fire Prevention and Fighting Police, nearly 1,200 department-level units, and over 3,500 team-level units.
Over the past two years, police at all levels have continued to arrange to reduce 280 more department-level units and more than 1,200 team-level units of police at various units and localities.
