On February 19, the 9th extraordinary session of the 15th National Assembly closed and passed many resolutions.
Accordingly, the National Assembly held a plenary session in the hall, expected to vote to pass: Resolution of the National Assembly on investment policy for the Lao Cai-Hanoi-Hai Phong railway construction project; Resolution on piloting a number of specific and special mechanisms and policies to develop the urban railway network system in Hanoi and Ho Chi Minh City; Resolution on specific mechanisms and policies for investment in the construction of the Ninh Thuan nuclear power project.
In addition, the National Assembly also passed the Law on Promulgation of Legal Documents (amended); the Law on Organization of Local Government (amended); and a Resolution regulating the handling of a number of issues related to the reorganization of the state apparatus.
The National Assembly will hold a separate meeting to vote on the Resolution on the plan to invest in additional charter capital for the 2024-2026 period of the parent company - Vietnam Expressway Corporation (VEC) and a number of urgent mechanisms and solutions necessary to implement the project to renovate, repair, upgrade and build a new office of the President's office at 2 Le Thach, Hoan Kiem, Hanoi.
During the closing session, the National Assembly will vote to pass two resolutions, including: a resolution supplementing the 2025 socio-economic development plan with a growth target of 8% or more; a resolution piloting a number of policies to remove obstacles in science, technology and innovation activities.
Previously, on February 18, the National Assembly spent most of its time on personnel work. The National Assembly elected Mr. Le Minh Hoan and Mr. Vu Hong Thanh as Vice Chairmen of the 15th National Assembly. It elected Mr. Phan Van Mai as a member of the Standing Committee of the 15th National Assembly; elected the Chairmen of the Committees of the 15th National Assembly, including: Mr. Hoang Thanh Tung as Chairman of the Committee on Law and Justice, Mr. Phan Van Mai as Chairman of the Committee on Economy and Finance, Mr. Le Tan Toi as Chairman of the Committee on National Defense, Security and Foreign Affairs, Mr. Nguyen Dac Vinh as Chairman of the Committee on Culture and Society, Ms. Nguyen Thanh Hai as Chairman of the Committee on Delegation Affairs, and Mr. Duong Thanh Binh as Chairman of the Committee on People's Aspirations and Supervision.
The National Assembly also approved the Prime Minister's proposal to appoint Mr. Mai Van Chinh and Mr. Nguyen Chi Dung as Deputy Prime Ministers and Ministers for the 2021-2026 term, including: Minister of Construction for Mr. Tran Hong Minh, Minister of Science and Technology for Mr. Nguyen Manh Hung, Minister of Agriculture and Environment for Mr. Do Duc Duy, Minister of Ethnic Minorities and Religions for Mr. Dao Ngoc Dung. After that, the National Assembly voted to approve the list to elect Vice Chairman of the National Assembly, member of the National Assembly Standing Committee, Chairman of a number of Committees of the 15th National Assembly.
All resolutions on personnel were passed with a very high approval rate. Specifically, for the resolution on electing the Vice Chairman of the 15th National Assembly: 461 delegates participated in the vote (equal to 96.44% of the total number of National Assembly deputies); 461 delegates approved (equal to 96.44% of the total number of National Assembly deputies).
Regarding the Resolution on electing members of the Standing Committee of the 15th National Assembly: 446 delegates participated in the vote (equal to 93.31% of the total number of National Assembly delegates); 446 delegates approved (equal to 93.31% of the total number of National Assembly delegates).
Regarding the Resolution on electing Chairmen of a number of Committees of the 15th National Assembly: 447 delegates participated in the vote (equal to 93.51% of the total number of National Assembly delegates); 447 delegates approved (equal to 93.51% of the total number of National Assembly delegates).
Regarding the Resolution approving the Prime Minister's proposal on the appointment of Deputy Prime Ministers for the 2021-2026 term: 448 delegates participated in the vote (equal to 93.72% of the total number of National Assembly deputies); 448 delegates approved (equal to 93.72% of the total number of National Assembly deputies).
- Regarding the Resolution approving the Prime Minister's proposal on the appointment of Ministers for the 2021 - 2026 term: 457 delegates participated in the vote (equal to 95.61% of the total number of National Assembly deputies); 456 delegates approved (equal to 95.40% of the total number of National Assembly deputies); 01 delegate did not approve (equal to 0.21% of the total number of National Assembly deputies).
