Deputy Prime Minister Le Thanh Long has just signed Decision No. 1169/QD-TTg approving the Project on Communication to prevent and combat the harmful effects of alcohol and beer until 2030.

The goal of the Project is that by 2030, 95% of adults will be informed about the harmful effects of alcohol and beer and measures to prevent and combat the harmful effects of alcohol and beer.

100% of vehicle drivers are informed and disseminated about legal regulations on not drinking alcohol while driving, and 100% of educational institutions carry out communication on preventing the harmful effects of alcohol suitable for the age of students.
Strive for 95% of alcohol and beer businesses and 90% of households and individuals producing craft alcohol to be informed and guided on legal regulations on preventing and combating the harmful effects of alcohol and beer and other relevant legal regulations.
By 2030, 90% of printed and electronic newspapers of ministries and branches; 90% of central and local radio and television stations and commune-level radio stations will publish and broadcast monthly news articles on preventing and combating the harmful effects of alcohol; 90% of reporters and people participating in grassroots information activities will be trained and provided with information on preventing and combating the harmful effects of alcohol.
To achieve the above goals, the Project sets out key tasks and solutions: Strengthening the leadership and direction of Party committees and authorities at all levels on communication work to prevent and combat the harmful effects of alcohol and beer.

Regularly organize training to improve capacity and communication skills for those participating in communication work to prevent the harmful effects of alcohol and beer from central to local levels.

WHO approves monkeypox vaccine for adolescents
The World Health Organization (WHO) has approved the use of Jynneos - Bavarian Nordic's monkeypox vaccine (mpox) for adolescents aged 12 to 17 years.
This group is considered particularly vulnerable to the outbreak of the disease that is causing global concern.
Previously, in September, WHO also approved the use of this vaccine for adults in an effort to contain the spread of the disease in African countries.
In August 2024, WHO declared mpox a global public health emergency for the second time in two years after a new variant of the virus that causes the disease spread from the Democratic Republic of Congo to neighboring countries.
Children, adolescents, and people with weakened immune systems are particularly vulnerable to mpox, a viral infection that causes flu-like symptoms and pus-filled skin lesions.
Bavarian Nordic, a Danish biotechnology company, is also preparing to conduct a clinical trial to evaluate the safety of the vaccine in children aged 2 to 12, aiming to expand the target group for vaccination. The trial is expected to begin this October.
The US Food and Drug Administration (FDA) has also approved Bavarian's mpox vaccine specifically for adults 18 years and older, although it has already granted emergency use authorization for the vaccine for adolescents during the 2022 mpox outbreak.
Currently, Japanese pharmaceutical company KM Biologics has developed an mpox vaccine called LC16. This vaccine can be injected into children according to Japanese regulatory regulations, but the injection technique requires a special needle.
Suspend the circulation of Roseders Cream product due to failure to meet quality standards
The Drug Administration of Vietnam, Ministry of Health has just issued an official dispatch announcing the suspension of circulation and nationwide recall of the product batch Roseders Cream (brand name: GAMMA) - Box of 1 tube of 30g due to not meeting quality standards.
The dispatch clearly states: Pursuant to Article 70 of Decree No. 117/2020/ND-CP dated September 28, 2020 of the Government regulating administrative sanctions for violations in the health sector.
The above cosmetic sample was taken by the Center for Drug, Cosmetic and Food Testing, Department of Food Safety of Ho Chi Minh City at GAMMA Pharmaceutical - Cosmetic Production Company Limited (Address: 18 Nguyen Hau, Tan Thanh Ward, Tan Phu District, Ho Chi Minh City) for quality testing.
The sample did not meet quality standards because the sample contained 2-phenoxyethanol - Not included in the formula ingredients declared on the Cosmetic Product Declaration Form.
According to the Declaration Form: 001452/23/CBMP-HCM issued by the Ho Chi Minh City Department of Health for the product Roseders Cream (brand name: GAMMA), the product formula is declared to contain the ingredient "Permethrin".
On the product label of Roseders Cream (brand: GAMMA) it says: “Permethrin” with a picture of a parasite, “Uses: cleans all kinds of parasites from the skin”, “How to use: apply the cream to affected skin areas from head to toe”.
Permethrin, CAS registration number No: 52645-53-1 (Chemical name: (±)-3-phenoxybenzyl 3- (2,2-dichlorovinyl)-2,2-dimethylcyclopropanecarboxylate) is used as an insecticide, belonging to the Pyrethroid family of drugs on the list of essential medicines of the World Health Organization (WHO), classified as an insecticide (ATC code: P03AC04).
Pursuant to the regulations on classification of cosmetic products in Circular No. 06/2011/TTBYT dated January 25, 2011 of the Ministry of Health regulating the management of cosmetics and the ASEAN Cosmetic Harmonization Agreement, the above Roseders Cream product is not classified as a cosmetic product.
The Drug Administration of Vietnam requests: Suspend circulation and recall nationwide the product Roseders Cream (brand name: GAMMA), Receipt of Declaration Form: 001452/23/CBMP-HCM; Manufactured and responsible for bringing the product to the market: GAMMA Pharmaceutical - Cosmetic Production Company Limited (Office address: No. 18, Nguyen Hau Street, Tan Thanh Ward, Tan Phu District, Ho Chi Minh City; Factory address: 201/21 Nguyen Thi Ne, Phu Hiep Hamlet, Phu Hoa Dong Commune, Cu Chi District, Ho Chi Minh City).
Reason for recall: The tested sample did not meet quality standards due to containing 2-phenoxyethanol - Not included in the formula ingredients declared on the Cosmetic Product Declaration Form; The product is not classified as a cosmetic product.
The Drug Administration of Vietnam (Ministry of Health) requests the Department of Health of provinces and centrally-run cities to notify cosmetic businesses and users in the area to immediately stop selling and using the above-mentioned Roseders Cream product (brand name: GAMMA) and return it to the product supplier.
Proceed to recall and destroy the above-mentioned violating products; inspect and supervise units implementing this notice; handle violating units according to current regulations.
For GAMMA Pharmaceutical - Cosmetic Production Company Limited, the Branch of GAMMA Pharmaceutical - Cosmetic Production Company Limited must send a recall notice to the places distributing and using the above-mentioned Roseders Cream product (brand name: GAMMA); Receive returned products from business establishments and proceed to recall and destroy all products that do not meet regulations.
Send a recall and destruction report for the above Roseders Cream product (brand name: GAMMA) to the Department of Drug Administration before November 8, 2024.
In addition, the Drug Administration of Vietnam (Ministry of Health) requested the Ho Chi Minh City Department of Health to withdraw the Cosmetic Product Declaration Receipt Number 001452/23/CBMP-HCM according to the provisions at Point d, Point m, Article 46 of Circular No. 06/2011/TT-BYT.
Inspect GAMMA Pharmaceutical - Cosmetic Production Company Limited, Branch of GAMMA Pharmaceutical - Cosmetic Production Company Limited in compliance with legal regulations on cosmetics management in cosmetics production and trading activities; Handle and punish violations according to current regulations.
Supervise and inspect GAMMA Pharmaceutical and Cosmetic Production Company Limited and GAMMA Pharmaceutical and Cosmetic Production Company Limited's Branch in recalling and destroying Roseders Cream products (brand name: GAMMA) that do not meet regulations.
At the same time, the results of inspection and supervision must be reported to the Department of Drug Administration before November 22.
