Hanoi proposes to support voluntary health insurance and social insurance payments for some groups of people from January 1, 2026.

Hanoi Social Insurance is coordinating with relevant agencies to propose supporting health insurance and voluntary social insurance premiums for a number of target groups from January 1, 2026.

It is expected that if the policy is approved, more than 614,000 people will benefit, with a total cost of nearly 709 billion VND.

According to the proposal of Hanoi Social Insurance, the support policy will be for specific groups of people, including poor, near-poor, escaping poverty and escaping near-poverty households: These households will be supported to pay for health insurance and voluntary social insurance.

Elderly people from 60 to under 75 years old: These subjects are not subject to compulsory health insurance and do not have a health insurance card.

People with mild disabilities: These people do not have a health insurance card (excluding disabled children under 16 years old).

Ethnic minorities: These people do not have health insurance cards. Students in difficult circumstances: Those who are studying at educational institutions in Hanoi and do not have health insurance cards.

People from households working in agriculture, forestry, and fishery with average living standards: These subjects are residing permanently in Hanoi.

The support policy will include specific support levels for health insurance and voluntary social insurance as follows: 100% support for health insurance premiums: Household members who have escaped poverty or near poverty (from the time of recognition).

Elderly people from 60 to under 70 years old are not subject to compulsory participation and do not have health insurance cards. People with mild disabilities do not have health insurance cards (except children under 16 years old). Ethnic minorities are subject to compulsory health insurance (do not have cards).

Additional support of 70% of health insurance premium: Students in difficult circumstances from farming - forestry - fishery households with an average living standard according to Hanoi standards but do not have a health insurance card.

Additional 30% support for health insurance premiums: People in agricultural - forestry - fishery households with an average living standard according to city standards.

Voluntary social insurance support: Additional support of 70% of voluntary social insurance contributions for people in poor households.

Additional support of 75% of voluntary social insurance contributions for near-poor households. Additional support of 20% of voluntary social insurance contributions for other subjects.

The policy is expected to take effect from January 1, 2026 and will help support more than 614,000 people, including more than 173,500 voluntary social insurance participants and more than 440,000 health insurance participants.

The implementation of this policy not only contributes to reducing costs for people participating in health insurance and voluntary social insurance, but also demonstrates the concern of the Party Committee and the City Government for social security work. This is also consistent with the characteristics of the Capital and the ability to balance the budget.

This policy will help increase the coverage rate of health insurance and voluntary social insurance in Hanoi, while ensuring social security for disadvantaged groups, creating favorable conditions for all people to access health services and social security in a fair and effective manner.
