Mr. Tran Nam Hung, Vice Chairman of the People's Committee of Quang Nam province, on behalf of the People's Committee of the province, has just requested the Department of Finance, Department of Planning and Investment, Department of Natural Resources and Environment, Department of Construction, Department of Industry and Trade, Department of Science and Technology, Department of Information and Communications, Management Board of Economic Zones and Industrial Parks of the province, Department of Market Management of the province, People's Committees of districts, towns, cities and related agencies and units according to their functions and tasks to study the proposed content of the Provincial Tax Department on solutions to strive to complete the task of collecting the state budget in 2025, including proposals to remove difficulties for real estate projects in the area.
Mr. Nguyen Van Tiep, Director of the Quang Nam Provincial Tax Department, said that for real estate projects, relevant departments, branches and localities need to promptly remove difficulties in land allocation, site clearance, especially granting land use right certificates so that enterprises can borrow capital from banks to continue investing and pay land use fees to the state budget in a timely manner; regularly review and report to propose competent authorities to consider and reclaim land for projects facing difficulties and obstacles that have been resolved but are slow in fulfilling their obligations to pay land use fees and land rent to the state budget and have been forced by the tax authority to fulfill their financial obligations in accordance with the law.
Regarding land prices, Mr. Tiep said that they should be adjusted at an appropriate level to ensure compliance with legal regulations and to suit local realities.
“Currently, some areas such as Dien Ban, Hoi An and some cases such as golf courses have land prices issued too high, leading to large land rental and land use fees for enterprises. Many enterprises cannot afford to pay, so they owe the budget and cannot attract new investment due to high land prices,” said Mr. Tiep.
The Director of the Quang Nam Provincial Tax Department also proposed that the Provincial People's Committee direct departments, branches, People's Committees of districts, towns and cities to promptly supplement the Resource Tax Price List for the missing types of resources; regularly review and grasp the situation of fluctuations in the purchase and sale prices of resources to propose adjustments to the annual resource tax price to apply to the following year (according to the provisions of Article 2, Circular No. 41/2024/TT-BTC dated May 20, 2024 of the Ministry of Finance) in accordance with reality to avoid loss of revenue to the state budget.
Along with that, the Director of the Quang Nam Provincial Tax Department proposed that the Provincial People's Committee direct relevant agencies to advise on documents proposing and recommending the National Assembly and the Government to continue policies to remove difficulties for people and businesses, as well as to stimulate consumption such as extending the deadline for tax and land rent payment in 2025; reducing 30% of land rent in 2025 for annual land rent payment; exempting and reducing taxes for business households and individuals; continuing to implement the policy of extending the deadline for paying special consumption tax and reducing the registration fee for domestically produced and assembled cars; the Government should promptly consider removing obstacles in the process of implementing the conclusions and recommendations of the State Audit and the Government Inspectorate that are beyond the province's authority so that they can be implemented thoroughly.
The Provincial People's Committee needs to direct departments, branches, People's Committees of districts, towns, cities, and the Director of the Quang Nam Provincial Tax Department to propose the Provincial People's Committee to continue reviewing investment projects of enterprises and public investment projects to transfer information to tax authorities to promptly manage taxes of enterprises outside the province, avoiding loss of revenue to the budget; review enterprises that have temporarily suspended operations due to difficulties to advise the Provincial Party Committee and the Provincial People's Committee to continue to support and resolve.
"In case the project cannot be resolved or exceeds the authority or the enterprise cannot continue to implement it, there should be measures to recover it or transfer it to another investor with stronger financial potential to implement it," Mr. Tiep proposed.
