Promote housing support for poor and near-poor households

(HBĐT) - On the morning of October 6, the Ministry of Construction held an online conference to promote the implementation of Project 5: Housing support for poor and near-poor households in poor districts under the National Target Program (NTP) for sustainable poverty reduction. Deputy Minister of Construction Nguyen Van Sinh chaired the conference.

According to Decision No. 90/QD-TTg of the Prime Minister, the total support capital from the central budget to implement Project 5 from 2022 to 2025 is 4,000 billion VND. Of which, in the period of 2022 - 2023, the total central budget capital allocated to the provinces is 1,620 billion VND. According to the assessment of the Ministry of Construction, in 2022, housing support for poor and near-poor households did not achieve the set targets. In 2023, by the end of the third quarter, the support was slow, reaching only 39.7% of households and 27.25% of the capital allocated from the central budget. 26 provinces have established projects with a total of 91,453 households in need of support, corresponding to the support capital from the central budget of about 3,015 billion VND.

At the conference, leaders of 15 provinces participating in Project 5 reported on the results, difficulties and obstacles in the implementation of the project, such as: the level of support from the State is still low, materials and prices are high, leading to difficulties in building houses that meet requirements and ensure quality. During the implementation process, some households requested to adjust from new construction to repair or vice versa. Many households are in such difficult circumstances that they do not have the counterpart funds to build or repair houses.

For Hoa Binh province, on March 27, 2023, the Provincial People's Committee issued Decision No. 541/QD-UBND approving the Housing Support Project for poor and near-poor households in poor districts (Da Bac district) of Hoa Binh province, under the National Target Program on Sustainable Poverty Reduction, period 2021 - 2025. Accordingly, the goal is to support housing for about 2,157 poor and near-poor households in the district who do not have houses or whose houses are not durable, at risk of collapse, and do not ensure safety and stability. The estimated cost of implementing the support is more than 27 billion VND.

Concluding the conference, Deputy Minister of Construction Nguyen Van Sinh acknowledged the difficulties of localities in the implementation of Project 5 to report to the Government for consideration and amendment of some related contents. He suggested that from now until the end of 2023, the provinces focus on reviewing the approved Project to ensure the correct subjects and housing conditions so that the support is in accordance with regulations. In the long term, localities will arrange local budget funds according to specific conditions; have solutions to promote the disbursement of capital from the central budget; request the Department of Construction to design at least 3 typical housing models suitable to the customs and practices of each locality; propagate and disseminate housing support policies for poor and near-poor households to the people in appropriate forms.
