According to the Department of Natural Resources and Environment of Soc Trang province, implementing Decision No. 1746/QD-TTg dated December 4, 2019 of the Prime Minister promulgating the National Action Plan on ocean plastic waste management to 2030; Directive No. 33/CT-TTg dated August 20, 2020 of the Prime Minister on strengthening the management, reuse, recycling, treatment and reduction of plastic waste; Soc Trang Provincial People's Committee has issued Directives, Decisions, and Plans on strengthening the implementation of measures to reduce plastic waste; managing, reusing, recycling, treating and reducing plastic waste in the province; managing ocean plastic waste and launching the emulation movement "Protecting the environment, saying no to plastic waste" in Soc Trang province for the period 2021 - 2025.
Recently, Soc Trang province held a preliminary summary of the emulation movement "Protecting the environment, saying no to plastic waste" for the period 2021 - 2025. Accordingly, in 3 years (2021 - 2023), the Department of Natural Resources and Environment, departments, branches, socio-political organizations, unions, People's Committees of districts, towns, cities, Soc Trang province have carried out thousands of works and tasks, contributing to environmental protection and combating plastic waste in the province.
In particular, the Department of Natural Resources and Environment of Soc Trang province has installed 17 billboards and electronic boards to propagate the "Anti-plastic waste" movement on main roads in the centers of districts, towns and cities; coordinated the organization of 11 training courses to deploy the content of "Anti-plastic waste"; drafted and printed documents and leaflets to guide people to classify plastic waste at households and limit the use of plastic waste; developed a thematic report on the current status of plastic waste generation, conducted a survey on the current status of plastic waste generation; classified and assessed the composition of waste at landfills in the province.
In addition, the Department of Natural Resources and Environment of Soc Trang province also coordinates with relevant units and localities to organize propaganda and dissemination of the Party's guidelines and policies, the State's policies and laws on environmental protection and anti-plastic waste, thereby creating a change in awareness and changing habits in the use of disposable plastic products and nylon bags; organizing programs to exchange plastic waste for gifts to encourage organizations and individuals to increase the use of environmentally friendly products.
At the same time, socio-political organizations, unions, People's Committees of districts, towns and cities have also organized many activities to contribute to environmental protection and reduce plastic waste. For example: Soc Trang Provincial Youth Union, after 3 years of implementing the emulation movement "protecting the environment, saying no to plastic waste", has organized more than 720 propaganda sessions on the purpose, meaning, content, and necessity of building a civilized urban lifestyle, protecting the environment, and combating plastic waste for over 43,100 youth and people through competitions and performances. The Provincial Farmers' Association has organized more than 100 propaganda sessions for 3,000 members on their rights and obligations in environmental protection and combating plastic waste...
Replicating good models
To contribute to environmental protection and the fight against plastic waste, socio-political organizations and unions have mobilized hundreds of thousands of members to plant coastal protection forests; collect waste, clean roads, dredge canals, and coastal areas; provide free shopping bags; and at the same time, expand models, initiatives, and innovations on environmental protection, saying no to plastic waste.
Typically, the model "Scrap House" or "Plastic Waste Collection House" has been deployed in secondary and primary schools in Soc Trang province; the model "Women's Group turning waste into money", "Women's Club saying no to single-use plastic products" has been deployed by the Women's Union of Soc Trang province in most districts, towns and cities. Thereby, not only contributing to environmental protection but also creating a fund to help members in difficult circumstances.
According to the assessment of the Department of Natural Resources and Environment of Soc Trang province, after 3 years of launching the emulation movement "Protecting the environment, saying no to plastic waste" in Soc Trang province for the period of 2021 - 2025, environmental protection and plastic waste reduction work in the locality has had positive changes through the departments, branches, socio-political organizations, unions, People's Committees of districts, towns and cities limiting the use of bottled water, plastic straws, plastic boxes, disposable plastic products in meetings, conferences and seminars; increasing the use of environmentally friendly alternative products such as water filters.
In the coming time, the Department of Natural Resources and Environment will advise the People's Committee of Soc Trang province to issue documents regulating the roadmap to guide households and individuals to implement waste classification at source; regulate prices for collection, transportation and treatment of solid waste from households and individuals according to the provisions of the Law on Environmental Protection 2020, contributing to building Soc Trang province to be increasingly bright - green - clean - beautiful - sustainable.
At the same time, mobilize civil servants, public employees, workers, union members and union members to actively participate in environmental protection movements, say no to plastic waste, clean the environment, collect and collect garbage on rivers, canals, coastal estuaries on the occasion of events such as World Environment Day, Make the World Cleaner Campaign... every year. Through these activities, recently, many organizations and individuals have been awarded by Soc Trang province for their practical contributions to the environmental protection movement and reduction of plastic waste in the province.
In order for the movement of "Environmental protection, anti-plastic waste" in Soc Trang province to become more in-depth, practical and effective in the coming time, the Department of Natural Resources and Environment of Soc Trang province requests relevant departments, branches, organizations and localities to be proactive and pioneer in reducing the use of plastic products, especially single-use plastic products; minimize the use of stationery items made from plastic materials; do not use banners, slogans, bottles, cups, straws, bowls, and disposable plastic chopsticks in offices and in conferences, seminars, meetings, holidays, and anniversaries; prioritize the use of recycled and environmentally friendly products.
Along with that, departments, branches, socio-political organizations, unions, and localities continue to strengthen propaganda, provide timely information to people about the Party's guidelines and policies, the State's laws and policies on environmental protection and combating plastic waste; focus on propagating to people in coastal areas, densely populated areas, and urban areas about the harmful effects and risks of pollution from plastic waste on the living environment; deploy and replicate effective activities, models, works, and tasks, contributing to environmental protection and combating plastic waste, in order to create a widespread effect in the community.
The Department of Natural Resources and Environment of Soc Trang province also requested supermarkets, shopping malls, convenience stores, bookstores, traditional and traditional markets, production, business and service establishments to limit the use of hard-to-decompose plastic bags in production, business and service activities; gradually replace them with environmentally friendly products or not provide free plastic bags to customers.
