Currently, biotechnology development is not commensurate with its potential, biotechnology capacity has not met socio-economic requirements in the context of strong development of Science and Technology.
At the workshop "Promoting research and application of science and technology in the fields of medicine, pharmacy and biotechnology" recently organized by the Office of State-level Key Programs, Ministry of Science and Technology, Mr. Luu Quang Minh, Deputy Director of the Department of Science and Technology of Economic and Technical Sectors, Ministry of Science and Technology said that Resolution 36 of the Politburo issued in early 2023 aims to make Vietnam a developed biotechnology industry in the world, a center of smart production and services in biotechnology among the top in Asia.
The biotechnology industry is focused on building it into an important economic sector, contributing to the national GDP. On this basis, the Ministry of Science and Technology advised the Government to issue 14 national science and technology programs and 20 programs signed and issued by the Minister of Science and Technology.
According to Mr. Minh, the proposed tasks selected for implementation are not high because they do not meet practical application requirements and requirements for industry and regional linkages. He hopes to receive the support of scientists and businesses to successfully implement the goals of the biotechnology industry.
Mr. Minh also said that after more than 15 years of implementing Directive No. 50 of the Secretariat on promoting the development and application of biotechnology to serve the cause of industrialization and modernization of the country, we have achieved many successes, creating opportunities and breakthroughs in the fields of agriculture, processing industry, medicine, environment, defense and security. However, the development of biotechnology has not been commensurate with its potential, and the capacity of biotechnology has not met the socio-economic requirements in the context of strong development of science and technology.
Also at the workshop, sharing the current status of biotechnology research applied in agriculture, Dr. Nguyen Thi Thanh Thuy, Director of the Department of Science, Technology and Environment, Ministry of Agriculture and Rural Development, said that in the period 2005-2020, the agricultural sector carried out 279 tasks. Ms. Thuy said that the participation of enterprises in research topics, serving commercialization activities is lacking and in the coming time, there needs to be a specific mechanism to attract enterprises to invest in research.
According to Prof. Dr. Le Huy Ham, Head of the National Science and Technology Program for the period up to 2030 "Research on application and development of biotechnology" (KC.12/21-30), in order to conduct larger and more in-depth research, scientists need to cooperate closely with businesses in implementing research topics. Currently, the participation of businesses in implementing S&T tasks is still lacking. Therefore, the KC.12/21-30 program framework sets a target of 50% of tasks having businesses participate, over 20% of tasks being led by businesses to promote the connection between scientists and businesses.
