The 50th Conference of the Thai Nguyen Provincial Party Executive Committee, term 2020 - 2025, reached a high consensus on the draft Plan for arranging administrative units.

Dai Tu district is one of the localities in the province that pioneered the merger of commune-level administrative units, when Hung Son town was established on the basis of merging Dai Tu town and Hung Son commune since 2014. This is the first experimental step, highly appreciated for its approach, open-mindedness, and especially the consensus of the people. The merger has opened up a new urban development space for Dai Tu district, creating favorable conditions for planning, investment in socio -economic development and improving people's lives.

Next, in 2023, Dai Tu district continued to reorganize Quan Chu commune and Quan Chu town with many unique features. In particular, by bringing Quan Chu to a model suitable for management practices, the locality has saved budget and at the same time effectively rearranged the team of commune-level cadres and civil servants.

Implementing Resolution No. 1240 of the Standing Committee of the National Assembly on the arrangement of commune-level administrative units in Thai Nguyen province for the period 2023 - 2025, the province has arranged commune-level administrative units in 4 districts: Dai Tu, Phu Luong, Dong Hy and Dinh Hoa. After the arrangement, the number of commune-level administrative units in Thai Nguyen province decreased from 178 to 172, including 121 communes, 41 wards and 10 towns.

Although initially there were many difficulties in terms of residential areas, customs and practices, and the unsynchronized infrastructure system, with the consensus of the people, the localities soon began to operate stably and effectively - this is clear evidence for the effectiveness of "taking the people as the root". The people agreed, the grassroots political system operated stably, welfare projects were distributed harmoniously, and there were no hot spots. These "experiments" on the model of arranging administrative units, although of different scales, have helped Thai Nguyen accumulate valuable experiences in the method of arrangement, the way of organizing and implementing as well as close-knit, reasonable mass mobilization work.

Great political determination, specific roadmap

Implementing the policy of merging some provinces, not organizing district level, merging commune-level units and the 2-level locality model to meet the requirements in the new era; on the basis of concretizing the viewpoints, goals, major orientations, in line with the context and development trends of the whole country in general, Thai Nguyen province in particular, the Provincial People's Committee has developed a draft Project to arrange and reorganize commune-level administrative units of Thai Nguyen province in 2025 with the expected reduction from 172 to 55 communes and wards, ensuring the spirit of the Central's direction to reduce from 60 to 70% of commune-level administrative units. The draft Project has been discussed and highly agreed upon by the Standing Committee of the Provincial Party Committee and the Provincial Party Committee and will be organized to collect public opinions from April 18 to April 20, 2025.

During the reorganization process, the province will implement a model of merging 2 units into 1, for localities with population and area below standard; 3 units into 1, or even 4 or more into 1 for special areas when it is necessary to expand the space for urban and new rural development. Each model is carefully considered, ensuring it is suitable for reality, not mechanical or stereotyped.

The immutable principle, which is also the guiding principle for the province's administrative unit arrangement activities, is that "The government must be close to the people and for the people; the people must have conveniences and benefits". After the arrangement, the management and use of public assets must be carried out effectively, giving priority to the fields of education, health, culture, national defense - security, etc., to better serve the people. In particular, there will be more cultural - social institutions serving the community.

Throughout the implementation process of the arrangement, the thinking of "unanimity from top to bottom, and transparency from top to bottom" was placed at the top by the Party Committee and authorities at all levels of Thai Nguyen province. The implementation process was carried out very urgently, methodically, scientifically, impartially, objectively and always listened to the opinions of the people to create consensus...

On the journey to implement the policy of streamlining the apparatus and improving the effectiveness of State management, Thai Nguyen province has taken careful, methodical steps with profound practical value. In particular, in the current period, the process of arranging communal-level administrative units is being implemented with high political determination, synchronous participation and responsibility of the entire political system from the province to the grassroots. We believe that, with the support of the people, the companionship of the entire political system and the correct guidance from the Central Government, Thai Nguyen will become a bright spot in the process of arranging administrative units, at the same time realizing the aspiration of a government serving - for the people - close to the people - by the people.
