Nearly 3km long, the Hang Son dike road connecting Uong Bi City and Dong Trieu City has long been degraded, posing a potential risk to traffic safety. However, due to lack of funds, it is not known when the investment in repairs will be implemented.
Road surface degraded, many long cracks
Hang Son dike is a level IV dike, connecting National Highway 10 in Phuong Nam Ward, Uong Bi City with National Highway 18 in Hong Thai Dong Commune, Dong Trieu City, Quang Ninh Province. This is a vital traffic route connecting Dong Trieu City and Uong Bi City, so there are many means of transport, especially during the agricultural harvest season.
However, the road has been degraded for a long time, not only causing traffic accidents but also threatening the safety of hundreds of hectares of crops in Phuong Nam ward and Hong Thai Dong commune.
The road passing through the historical site of Hang Son Temple and Pagoda in Hong Thai Dong Commune, Dong Trieu City is spacious but is constrained by the Hang Son dike. The dike road surface has many broken spots, creating many deep holes, making it very difficult for cyclists and motorbikes to ride.
While leading her bicycle up the dike, Ms. Le Thi Yen, in Cam Hong area, Phuong Nam ward, pointed to the deep holes in the concrete road and said: "For more than ten years, the dike road has been hardened with concrete. Initially, the concrete road was very beautiful, and vehicles could travel very conveniently. However, over a long period of time, due to heavy trucks taking shortcuts from National Highway 18 and National Highway 10, the dike road surface has been crushed."
Mr. Nguyen Van Dao, a local resident, reflected: "The dike road surface is not only broken as it is now, but also has many large cracks running lengthwise and crosswise. If it is not handled promptly, when an incident occurs, we do not know what will happen.
At night, the road is dark because there are no lights, motorbikes and motor vehicles are not afraid, but it is very difficult for cyclists to move around.
Can't invest or upgrade right away
Speaking to reporters, Mr. Vu Van Dung, Chairman of Phuong Nam Ward People's Committee, said that the Hang Son dike, which was built a long time ago, has now seriously degraded.
"The ward leaders and specialized staff have just arrived from other places, so they do not know clearly when this dike was invested in and what its structure is like. The government and people have proposed upgrading it many times, but so far there is still no specific plan," said Mr. Dung.
In response to the petition of voters and people of Phuong Nam ward, on September 23, 2024, the Department of Agriculture and Rural Development of Quang Ninh province submitted a report on the approval of the plan for maintenance and repair of level IV dykes in 2024 in the province. Among the dykes to be maintained, repaired and repaired is the Hang Son dyke.
On October 23, 2024, the People's Committee of Quang Ninh province issued an official dispatch assigning the Department of Agriculture and Rural Development to preside over and coordinate with relevant agencies and units to review and finalize the plan and report to the Provincial People's Committee in November 2024.
Speaking to reporters over the phone, Mr. Pham Tuan Dat, Chairman of the People's Committee of Uong Bi City, said that voters' petitions about the degraded Hang Son dike have been recorded by the competent authority. However, the city's budget revenue has been very limited recently, so it cannot be invested immediately.
"The city has noted the proposal and will study and arrange to include it in the medium-term public investment project in the coming period," the Chairman of the Uong Bi City People's Committee affirmed.
