Hue University proposes to remove obstacles to develop into a national university

At the conference Hue University - 30 years of re-establishment and development into a national university (1994 - 2024), Hue University proposed that the Central Government soon remove obstacles to develop into a national university.

On November 1, on the occasion of the 30th anniversary of its re-establishment (1994 - 2024), Hue University organized a meeting with generations of leaders through the periods and a workshop on the process of building and developing into a national university.

Speaking at the workshop, Associate Professor, Dr. Le Anh Phuong, Director of Hue University, said that Hue University, formerly known as Hue University Institute, was established in March 1957 and reorganized in 1994 according to Decree No. 30/CP dated April 4, 1994 of the Government. It is one of the three regional universities in the country, a multidisciplinary and multi-field university, "carrying out national strategic tasks and regional development tasks of the country".

In 2024, when QS Quacquarelli Symonds announced the results of the world's leading university rankings in 2025 (QS WUR 2025), Hue University was listed for the first time in the 1,201-1,400 position. This is a new milestone for Hue University in its efforts to be listed in prestigious global university rankings.

The US News & World Report (USA) has also announced the 2024-2025 Best Global Universities Rankings, and for the first time, Hue University appeared in this ranking along with 8 other Vietnamese universities. Specifically, Hue University continues to maintain its position of 1,501+ in the world, and is one of the 6 best universities in Vietnam.

Propose to the Central Committee to remove obstacles

According to Associate Professor, Dr. Le Anh Phuong, the orientation to develop Hue University into a national university was affirmed in Conclusion 48-KL/TW dated May 25, 2009 of the Politburo. Then, Resolution 54-NQ/TW dated December 10, 2019 of the Politburo continued to affirm: "Building a multidisciplinary, multi-field, high-quality education and training center on the basis of developing Hue University into a national university, striving to be in the top 300 universities in Asia".

Resolution No. 26-NQ/TW dated November 3, 2022 of the Politburo; Resolution No. 83/NQ-CP dated May 27, 2020 of the Government both affirmed the policy of building Hue University into a national university. These are solid political and legal foundations for developing Hue University into a national university.

In addition, the tradition, position, role, scale and quality of Hue University also have the stature of a national educational institution. However, the process of building Hue University into a national university is facing many difficulties. In particular, the system of legal documents regulating the autonomy mechanism is not consistent; there is a lack of legal corridor to implement the State's ordering mechanism for autonomous units; public investment has decreased sharply due to budget deficit, learning and research facilities are lacking and not advanced, while the demand of society is new, modern technology, high-quality training...

Therefore, Hue University recommends that the National Assembly soon promulgate laws amending and supplementing the Law on Budget, the Law on Public Investment, the Law on Public Assets, the Law on Cadres, Civil Servants, and Public Employees, and the Law on Teachers to create a consistent legal basis for implementing the university autonomy mechanism.

At the same time, it is recommended that the Government soon issue a Plan for the network of higher education institutions and teacher training institutions for the 2021-2030 period, with a vision to 2050, to help Hue University have sufficient legal basis to submit to competent authorities for consideration and approval of the Project to develop Hue University into a national university.

At the workshop, Associate Professor Dr. Phan Thanh Binh, former Director of Ho Chi Minh City National University, former Chairman of the National Assembly's Committee on Culture, Education, Youth, Adolescents and Children, said that Hue University has enough potential, advantages and foundation to develop into a national university. However, this process must have support from the Government and the international community.

According to Mr. Binh, Hue University can rise to become a leading educational center, not only in the Central region but also nationwide and internationally.

"Hue University, with its advantageous location in the capital city of Hue, its long tradition, human resources, resources, and operations, has basic advantages and prerequisites to become a national university. However, interaction and coordination in the region to build a national university and a university system is a possible option to consider," Associate Professor, Dr. Phan Thanh Binh suggested.

In the 30 years since its re-establishment, Hue University has achieved many outstanding achievements, becoming one of the important human resource training places, serving many industries and fields of the whole country. Specifically, training and granting degrees to about 320,265 doctors, pharmacists, engineers, bachelors, nearly 24,230 masters and nearly 700 doctors.

Hue University currently has 3,647 staff and employees, including 214 professors, associate professors, 807 PhDs, 1,526 masters, and 38 foreign honorary professors; an increase of more than 9 times compared to 1994.

In 2024, Hue University will have 153 undergraduate training majors, 108 master's training majors, 58 doctoral training majors, 63 training majors for level I and II specialists, and 12 training majors for resident doctors.
