We hope there will be adjustments to facilitate workers in health care.
There are some workers who have traffic accidents on their way home from work, which are considered work-related accidents and are entitled to occupational accident and disease insurance according to regulations. However, to be paid, they must have a certificate from the local police agency. This also makes it difficult for workers to resolve related benefits.
Meanwhile, Mr. Nguyen Chien Thang - Dong Tam Central Joint Stock Company is worried about pension: "The current way of calculating the average pension for the entire working period means that the pension received is very low.
The draft Law on Social Insurance (amended) also reduces the number of years of social insurance contributions to 15 years, so the combined two conditions will result in an even lower pension. In addition, many companies have a large number of employees, but do not have a full-time union official, which affects the organization of activities for employees.

Mr. Hoang Xuan Hai - Uni-President Company said that many employees withdraw their social insurance at one time because of low salary, difficult circumstances, and lack of trust in the benefits of social insurance.
In addition, the situation of enterprises owing social insurance also greatly affects workers. Currently, there are people who have paid social insurance for longer than the regulation, but are not yet old enough to retire, but for objective reasons they do not continue working, waiting too long, so they have to withdraw social insurance at once to take care of the immediate future... Therefore, there needs to be a solution from the central government to reassure workers.
Many workers have made additional recommendations on issues such as social housing for workers; facilities for workers in industrial zones are also very lacking, even non-existent, so the cultural and spiritual life of workers has not received attention.
Don't let businesses procrastinate
Further clarifying some of the contents of the workers' petition, National Assembly Delegate Phan Thai Binh - Chairman of the Provincial Party Committee's Inspection Committee said that the regulation that medical examination and treatment on days off are not covered by health insurance affects the rights of workers, and the Social Insurance sector needs to consider and adjust it.

Regarding the issue of housing for workers, the Provincial Delegation of National Assembly Deputies will include in the document a recommendation for the Provincial People's Committee to study during the planning process, review places with a high concentration of workers, and have land fund planning and implement according to the Law on Social Housing.
Regarding the issue of businesses being late in paying social insurance, health insurance, and trade union funds, delegate Phan Thai Binh acknowledged that these are big and painful problems not only in Quang Nam but also in many other localities during the COVID-19 pandemic, when most businesses are facing many difficulties.
However, since the pandemic, paying social insurance and owing union fees is not entirely due to business difficulties, there are still some businesses that are slow to pay.

“Currently, the amount of money that enterprises owe to social insurance is over 260 billion VND, and the debt to the union fund alone as of June 31, 2023 is about 100 billion VND. In the near future, the province will assign departments, branches, functional agencies and local authorities at all levels to urgently coordinate to inspect and examine enterprises. Enterprises that are not eligible for exemption or reduction of difficulties and conditions but still persist in their submission will be handled,” said Mr. Phan Thai Binh.
At the same time, he affirmed that the Provincial National Assembly Delegation will absorb the opinions reflected at the general voter meeting, as a basis for contributing opinions in the upcoming National Assembly session.
