Nearly 3.3 billion cubic meters of water have been discharged to serve the winter-spring crop.

The Department of Irrigation, Ministry of Agriculture and Rural Development said that after two water intake periods for the 2024-2025 Winter-Spring crop in the Northern Midlands and Delta regions, the area was 473,941 hectares, reaching 97% of the planned planting area.

Provinces that have not completed 100% of the area include: Bac Ninh (98%), Vinh Phuc (93%), Hai Duong (93%), Hanoi (90%). Areas without water will continue to be supplied by localities with field pumping stations or proactive water sources.

During the second water intake period, the Northern region experienced light rain and drizzle. The total accumulated rainfall from February 1 to February 14 in the Northern region was generally 5 - 10mm (many places had higher rainfall, from 15 - 35mm). Although the rainfall was not large, it supported more effective water intake.

Due to the fast progress of water intake, in order to save water discharged from hydroelectric reservoirs, the Ministry of Agriculture and Rural Development has directed to adjust the amount of water discharged from hydroelectric reservoirs from 0:00 on February 12 (the 5th day of the 2nd water intake phase) to ensure the continuous maintenance of the water level in Son Tay at 1.3 m (Telegram No. 03/CD-TL-VHTT dated February 10, 2025 of the Department of Irrigation).

In the second phase, the average water level at the Hanoi Hydrological Station from February 8 to February 11 (first 4 days) reached 1.58 m, the highest was 2.3 m on February 10; the average water level at the Son Tay Hydrological Station from February 12 to February 14, 2025 (last 3 days) was 1.49 m. The total discharge volume of hydroelectric reservoirs in the second phase was 1.906 billion m3 of water. The total discharge volume of the first and second phases was 3.269 billion m3.

With the additional flow from hydroelectric reservoirs, irrigation works have been renovated, repaired, and upgraded to meet the conditions for water intake. Coastal localities have taken advantage of high tides to operate water intake when salinity conditions permit.

To ensure the requirements for production and people's lives, while ensuring water savings for power generation in conditions of increasingly difficult water resources, the Department of Irrigation recommends that the Department of Agriculture and Rural Development of provinces and cities organize an assessment and summary of water collection work for the 2024-2025 Winter-Spring crop, drawing lessons to implement more economical and effective water collection in the coming years.

The Department of Agriculture and Rural Development of Vinh Phuc province reported to the People's Committee of Vinh Phuc province to invest in upgrading and supplementing the capacity of Dai Dinh, Bach Hac and Lieu Tri pumping stations, ensuring proactive operation without depending on additional flow from hydroelectric reservoirs, responding to the gradual reduction/no additional flow regulation from hydroelectric reservoirs.
