After 4 years, the national digital transformation index increased by nearly 51%

The "Report on Digital Transformation Assessment Index of ministries, ministerial-level agencies, government agencies and centrally run provinces and cities - DTI at ministerial and provincial levels in 2023" has just been released by the Ministry of Information and Communications.

This is the fourth consecutive time that the Ministry of Information and Communications, the standing agency of the National Committee on Digital Transformation, has assessed and publicly announced the level of digital transformation of ministries, branches and localities nationwide.

In addition to the reporting data of ministries, branches and localities sent online via the dti.gov.vn system, another data source used by the Ministry of Information and Communications to assess the level of digital transformation of ministries and provinces in 2023 is data from digital platforms, information systems of the Ministry and a number of other agencies and organizations.

Regarding the highlights of the 2023 DTI assessment results, the Ministry of Information and Communications said that compared to previous years, the national DTI value in 2023 has slowed down due to the high values ​​of the component indicators. Specifically, the national DTI value in 2023 is 0.7326, an increase of 3% compared to 2022 and an increase of 50.8% compared to 2020.

In each group of subjects evaluated, the average DTI 2023 value is 0.6355 for ministries providing public services; 0.4347 for ministries not providing public services; and 0.6783 for localities.

Thus, compared to 2022, the DTI value of all three groups of subjects has increased, in which the non-public service sector has the highest growth, up 34.5%; followed by the local sector, up 17.2%; and the public service sector has the least growth, up 13.9%.

The DTI 2023 report also shows that 100% of ministries and provinces have increased DTI 2023 values ​​compared to the 2022 assessment period. Of which, 84 ministries and provinces participating in the assessment have DTI 2023 values ​​of 0.5 or higher, accounting for 95.5%; and there are still 4 ministries and provinces with values ​​below 0.5.

Regarding the key indicators of 2023, digital awareness and digital institutions are the indicators with the highest values, respectively, demonstrating that ministries, branches and localities continue to promote awareness transformation and institutional creation as important premises for the digital transformation process, especially in the provincial sector.

Also according to the DTI 2023 report, the value of the network information security index has grown significantly compared to 2022. Specifically, this index at the provincial level reached 0.6657, an increase of 39.8% compared to 2022; ministries providing public services reached 0.5653, an increase of 52.7% compared to 2022; ministries not providing public services reached 0.3861, an increase of 61.4%. However, ensuring network information security still needs to continue to be promoted to facilitate digital transformation at all levels in the coming time.

The Ministry of Information and Communications stated: The DTI 2023 assessment results reflect that the digital transformation process of ministries, branches, and localities has been taking place strongly, but most of it is at a fairly good level.

"Therefore, ministries, branches and localities need to continue promoting digital transformation towards bringing about substantial and sustainable results, prioritizing resources to achieve important targets in national programs and strategies on developing digital government, digital economy and digital society," the Ministry of Information and Communications recommended.

Notably, in the newly released report, the ranking of digital transformation levels in 2023 of ministries, branches and localities has been officially announced by the Ministry of Information and Communications.

In the group of 17 ministries and sectors with public services, with a composite index score of 0.8372, the Ministry of Planning and Investment ranked No. 1 in the rankings. This is the second consecutive year that the Ministry of Planning and Investment has led the digital transformation rankings of ministries and sectors providing public services.

The next four positions in the 2023 DTI rankings of ministries and sectors with public services belong to the Ministry of Finance, State Bank, Ministry of Natural Resources and Environment, and Ministry of Information and Communications, respectively.

In the group of 8 ministries and sectors without public services, the top 5 positions belong to the Vietnam Academy of Science and Technology, the State Capital Management Committee, Vietnam Television, Vietnam News Agency and the Ethnic Committee.

For the local sector, the DTI 2023 score is the sum of 98 component indicators. Among the 8 main indicators, digital awareness has the highest value and 15 provinces and cities achieved the maximum score. Digital institutions have the second highest value and 6 provinces and cities achieved the maximum score. The index with the lowest value is Digital Social Activities at 0.4181.

The top 10 provinces and cities with the highest DTI in 2023 include: Da Nang City, Ho Chi Minh City, Thua Thien - Hue, Lang Son, Can Tho City, Hanoi City, Binh Duong, Hai Phong City, Bac Giang and Ba Ria - Vung Tau.

Of which, 7 provinces and cities maintained their Top 10 rankings from last year; 3 new provinces and cities ranked in the Top 10 in 2023, namely Hanoi, Binh Duong and Hai Phong. Da Nang City ranked first for the fourth consecutive time in terms of provincial DTI with the achieved value this time being 0.8340.

Regarding the ranking of key indicators, Da Nang City ranked first in 5/8 key indicators including digital awareness, digital institutions, digital human resources, network information security and digital government activities.

The report also shows that the province with the highest increase in DTI 2023 is Ca Mau, followed by Ha Giang; the province with the highest decrease in DTI 2023 is Vinh Phuc. Regarding the ranking of the 3 pillars, Da Nang City continues to be at the top in digital government, digital economy and digital society.
