On the afternoon of February 6, the National Assembly Standing Committee discussed a number of major issues, with different opinions in the process of drafting the Law amending and supplementing a number of articles of the Law on the Organization of the National Assembly and draft resolutions on the organizational structure, tasks, and specific powers of the National Assembly agencies.

No rigid regulations on the number and names of National Assembly agencies

Chairman of the Law Committee Hoang Thanh Tung said that the majority of opinions agreed with the drafting of a resolution of the National Assembly on the organizational structure of the National Assembly agencies. After the reorganization, the number of National Assembly agencies includes the Ethnic Council and 7 committees.

According to the Central Committee's conclusion, the Foreign Affairs Committee ceased its activities and transferred its tasks to the National Defense and Security Committee, the National Assembly Office, and the Ministry of Foreign Affairs. At the same time, the National Defense and Security Committee was renamed the National Defense, Security and Foreign Affairs Committee.

Merge the Law Committee and the Judiciary Committee into the Law - Judiciary Committee; the Economic Committee and the Finance and Budget Committee into the Economic - Finance Committee; the Social Committee and the Culture and Education Committee into the Culture and Social Committee.

Rename and upgrade 2 agencies under the National Assembly Standing Committee: The People's Aspirations Committee becomes the People's Aspirations and Supervision Committee of the National Assembly; The Delegation Affairs Committee becomes the Delegation Affairs Committee of the National Assembly.

In addition, the Council of Nationalities and the Committee of Science, Technology and Environment remain the same as they are now.

Thus, after streamlining and rearranging, the National Assembly is expected to include: Ethnic Council; Committee on Law and Justice; Committee on Economy and Finance; Committee on Culture and Society; Committee on National Defense, Security and Foreign Affairs; Committee on Science, Technology and Environment; Committee on People's Aspirations and Supervision; Committee on Delegation Work. This number of focal points is reduced by 2 agencies compared to the current number.

Mr. Hoang Thanh Tung also said that there are opinions suggesting continuing to clearly stipulate in the Law on Organization of the National Assembly the number and names of the National Assembly Committees to ensure the legal status of the agencies.

According to the drafting committee, in the context of reorganizing the State apparatus and the requirement to innovate legislative thinking, not rigidly stipulating the number and names of the National Assembly agencies in the law is appropriate and convenient for continuing to reorganize, adjust, and ensure harmony in the organizational structure with the functions, tasks, and powers of the agencies.

The Chairman of the Law Committee added that this issue was also approved by the Politburo when giving opinions on draft laws on organizational structure.

Transfer the status quo after merger to continue implementation, avoid disruption

The Draft Law amending and supplementing a number of articles of the Law on Organization of the National Assembly stipulates that the Council of Nationalities consists of: Chairman, Vice Chairmen and Members. The Committees of the National Assembly consist of: Chairman, Vice Chairmen and Members.

The Chairman of the Nationalities Council and the Chairman of the National Assembly Committees are elected by the National Assembly. The Vice Chairmen and members of the Nationalities Council; the Vice Chairmen and members of the Committees are approved by the National Assembly Standing Committee.

The draft law also stipulates that the National Assembly Office is an administrative and general advisory body serving the National Assembly, the National Assembly Standing Committee, and National Assembly deputies; and coordinates the activities of the Nationalities Council and the National Assembly Committees.

The Secretary General of the National Assembly - Head of the Office of the National Assembly is the head of the Office of the National Assembly, responsible to the National Assembly and the Standing Committee of the National Assembly for the activities of the Office of the National Assembly.

The Secretary General of the National Assembly - Head of the Office of the National Assembly is also the spokesperson of the National Assembly and the Standing Committee of the National Assembly.

Noting the connection between the three Laws on Organization of the National Assembly, the Law on Organization of the Government and the Law on Organization of Local Government, National Assembly Chairman Tran Thanh Man said that it is necessary to clearly define the scope, tasks and powers. The law only regulates basic issues of principle, the remaining specialized laws regulate to ensure effective state management in each field.

In his concluding remarks, Vice Chairman of the National Assembly Nguyen Khac Dinh said that the National Assembly Standing Committee agreed with the principles and content of the division of authority of the Ethnic Council and committees as in the draft resolution.

For some areas and tasks such as religion and international treaty examination, which agencies should be transferred to, the National Assembly Standing Committee proposed to maintain stability for now, that is, whichever agency was previously in charge should be transferred to the original status after the merger to continue implementation, avoiding disruption.

The National Assembly Standing Committee assessed the draft law dossier, 3 draft resolutions and accompanying documents as eligible to be submitted to the National Assembly, and the National Assembly Standing Committee considered and decided.
