Preventing corruption and negativity (TNTC) is one of the important tasks that Quang Ninh has strengthened measures to implement in recent years. With diverse solutions, this work has achieved certain results.
As the capital city of the province, the work of social supervision and criticism associated with the prevention of corruption and waste in Ha Long has always been respected and seriously implemented by Party committees, authorities, and the political system at all levels; including the role of the City Fatherland Front Committee and its member organizations.

The Vietnam Fatherland Front Committee from the city to the grassroots level has presided over and coordinated with member organizations to unify the selection, development, and registration with the Party Committee of the contents of social supervision and criticism; in which the contents focus on sensitive areas, areas prone to negativity related to the legitimate and legal rights and interests of the people.
Since 2000, the City Fatherland Front has chaired and participated in nearly 50 monitoring sessions; organized 3 social criticism conferences. The People's Inspection Committee and the Community Investment Supervision Committee have monitored 966 cases, of which the authorities were requested to resolve 116 cases. The grassroots mediation team has participated in mediating 1,113 cases, successfully mediating 931 cases. Through monitoring, it has detected and promptly recommended and advised Party committees and authorities to promptly resolve problems and difficulties at the grassroots level.
Ms. Nguyen Thi Hoa, Zone 3, Hong Hai Ward, said: Currently, the city is renovating and upgrading sidewalks, roads, and sewers on a number of roads in the ward. The People's Inspectorate in the area coordinates with local authorities to supervise to ensure the quality of works in residential areas.

Not only in Ha Long, the province always focuses on the work of preventing and combating TNTC. The province, departments, branches, localities, unions, and socio-political organizations promote information and propaganda of legal regulations, disseminate policies and laws on preventing and combating TNTC; new regulations of the Central Committee and the Politburo; and the contents of the conclusions of the Central Steering Committee and the Provincial Steering Committee on this work.
In the first 9 months of 2024, agencies, units and localities organized propaganda and dissemination with 298 classes for 52,699 cadres, civil servants, public employees (CBCCVC), and people, published over 200,000 documents, issued over 1,300 implementation documents related to the work of preventing and combating TNTC. Through that, it created a stronger and more obvious spread and change in the awareness and actions of CBCCVC, especially leaders at all levels from the provincial to the grassroots level in accordance with the spirit of "4 no's" in the work of PCTNTC (cannot, dare not, do not want, do not need).
Along with that, based on the central government's instructions, the province also issued documents guiding the prevention and control of TNTC in line with the actual situation of the locality, directing the work of inspection, review, systematization, and monitoring the implementation of legal documents; perfecting the province's mechanisms, policies, and laws, ensuring consistency and feasibility, and preventing the exploitation of loopholes and inadequacies for TNTC.
In addition, to prevent and combat corruption, the province has implemented transparency in its organization and operations; regularly rectified the work of handling administrative procedures, improved the PAR INDEX and SIPAS indicators to ensure substance; improved the spirit, attitude and quality of service to prevent and repel negative manifestations of harassment and annoyance by civil servants in the performance of public duties. Continue to improve the development and implementation of regimes, norms and standards, tighten financial and budgetary discipline, implement regimes and standards in public financial and asset management, financial spending regulations, and transparency in budget revenue and expenditure...

Departments, branches, localities and organizations also strictly implement the code of conduct for people with positions and powers; improve the spirit and working attitude of civil servants and public employees; strengthen the grasp of information reflected in the press and public opinion, promptly handle it to prevent biased public opinion, especially reflections on TNTC...
The province, sectors and localities also pay attention to the implementation of job transfer and regulations on asset and income control of people with positions and powers. In the first 9 months of 2024, agencies and units in the province transferred 522 cases of civil servants and public employees. The provincial Inspectorate issued conclusions on asset and income verification for 57/57 cases subject to asset and income verification.
In addition to measures to prevent corruption, the province has also strengthened the detection and handling of corruption in agencies, organizations and units. The provincial Inspectorate, the Inspectorates of districts, towns and cities have carried out 139 economic and social inspections and examinations. Through 101 inspection conclusions, they have recommended the recovery of VND 4,096.99 million to the State budget; recommended other economic handling of VND 4,636.496 million; recommended the review and review of the responsibilities of 64 groups and 54 individuals. The Inspectorates of departments and branches have conducted 322 specialized inspections and examinations in the fields of transportation, education, health, agriculture, forestry, fisheries, food safety and hygiene, culture, tourism, etc.
The promotion and diversification of measures to prevent and combat terrorism in the province have contributed to building a strong Party and government; maintaining political stability, promoting local socio-economic development, and strengthening people's trust in the fight against terrorism in the province.
