Attending the conference were Mr. Vu Xuan Cuong, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Nguyen Trong Hai, Member of the Standing Committee of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; Do Truong Son, Member of the Standing Committee of the Provincial Party Committee, Secretary of the Lao Cai City Party Committee; leaders of a number of provincial departments, branches and sectors, delegates of the Provincial People's Council Delegation, the City People's Council Delegation; functional departments and agencies of the city and representatives of voters of communes and wards in the South of Lao Cai city.
At the conference, the delegations of the Provincial People's Council and the delegations of the City People's Council informed voters about the socio-economic situation in the first 6 months of the year, solutions to implement tasks in the last 6 months of the year; activities of the Standing Committee, committees, delegations of the Provincial People's Council and the City People's Council in the first 6 months of the year; expected content and program of the regular mid-year meeting of the Provincial People's Council and the City People's Council.
At the conference, 29 voters spoke about many fields, notably asking the province and city to pay attention to and invest in building infrastructure and facilities.
Specifically, voters in Hop Thanh, Cam Duong, and Thong Nhat communes reported: Currently, some clean water facilities in residential areas are damaged and unusable. People have to use spring and stream water for daily activities, which is both lacking and does not ensure water quality. Some households have drilled wells but the water source does not meet the demand. People request that the province and city pay attention to, invest in repairing and upgrading water supply facilities to ensure people's lives. In addition, in some residential areas, there is often a shortage of domestic water. Voters request that the authorities promptly repair and completely overcome the above situation.
Voters in Cam Duong, Hop Thanh, Ta Phoi communes and Pom Han ward said: Some cultural houses in residential areas are small or have degraded, not meeting the needs of organizing common activities. Voters hope for early investment in building cultural houses in residential areas and inter-residential areas.
Voters in the southern communes and wards of the city also requested competent authorities to invest in extending power lines to ensure safety for some groups of households living in difficult areas far from the center, while upgrading and renovating the rural traffic system in residential areas and Provincial Road 156B (from Ta Phoi commune to Hop Thanh commune) to facilitate traffic and economic development.
Regarding mechanisms and policies: Voters of Hop Thanh and Ta Phoi communes requested the province to adjust administrative boundaries to suit the actual conditions between Ta Phoi and Hop Thanh communes, creating favorable conditions for people in forest management and protection.
Voters also said that the implementation of ATM card registration for the elderly to pay social benefits and allowances is not suitable for the health, qualifications and wishes of the elderly; they requested to consider and adjust towards direct payment in cash. Voters of Cam Duong commune said that they had sent a request to reissue medals and badges to the city authorities but had not received any response, and requested to clarify and respond to voters soon.
Voters also said that currently, enrollment registration for families with temporary residence is still difficult, and requested the city's education sector to pay attention and provide early guidance to create conditions for children to study.
Regarding the project to build and expand Thong Nhat Commune Cemetery, the people highly agreed on the policy of implementing the project. The people requested the city and province to soon have a specific plan to clear the land for affected households, ensuring their lives. Voters also hoped that the competent authorities would create favorable conditions for people to complete procedures and documents in transferring and separating land for children when getting married and building houses; and soon hand over land to households moving out of dangerous areas (Pom Han ward).
Regarding urban management, voters requested the city and province to inspect and repair the water supply and drainage system, trim trees, and install lighting on central roads in the area...
The delegates also suggested that provinces and cities establish working groups to synthesize, monitor, urge, and respond to the settlement of voters' opinions and recommendations at contact conferences...
At the conference, leaders of Lao Cai Provincial and City People's Committees received, responded to and clarified voters' opinions and recommendations.
Speaking at the conference, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Vu Xuan Cuong assessed: The conference to meet voters took place seriously, delegates participated enthusiastically, responsibly and objectively. Voters' opinions were received and responded to by the leaders of the Provincial and City People's Committees.
