At this conference, according to Deputy Foreign Minister Do Hung Viet, Prime Minister Pham Minh Chinh is expected to announce a number of new initiatives and commitments of Vietnam to best respond to climate change with the international community.
Expecting stronger commitments and actions from the international community on combating climate change
Rising temperatures that surpass many records and the severe impacts of extreme weather events such as wildfires, floods, storms and droughts around the world are making the fight against climate change an extremely urgent and hot issue for all countries. That is also the reason why the COP28 Conference, scheduled to take place from November 30 to December 12 at Expo City, Dubai, United Arab Emirates (UAE), is considered one of the largest and most important international conferences in 2023.
More than 70,000 delegates, including heads of state, heads of government and world leaders from 197 countries, the EU and thousands of non-governmental organizations, businesses, youth groups and other stakeholders, are expected to focus on negotiating five main groups of contents: Continuing to promote parties to drastically reduce greenhouse gas emissions and bring net emissions to "zero" by mid-century through the development of standards, emission reduction measures and ensuring feasibility in implementation.
The COP28 conference will also focus on discussing the declaration of phasing out fossil fuels, considering promoting energy transition as a key measure to reduce greenhouse gas emissions to achieve the target of 1.5 degrees Celsius by the end of the century according to the Paris Agreement.
With the theme “Cohesion - Action - Efficiency”, this COP28 conference focuses on four pillars: Closely monitoring the energy transition process; dealing with climate finance issues; adapting to climate change to protect people’s lives and livelihoods; and increasing coverage of all climate change goals.

At the COP26 Conference in 2021 held in Glasgow, Scotland (UK), Prime Minister Pham Minh Chinh announced Vietnam's commitment to achieving net zero emissions by 2050. Over the past 2 years, the Government, ministries, sectors and localities of Vietnam have taken drastic and specific actions to achieve this goal. Notably, the approval of Power Plan 8 significantly increased the position and contribution of renewable energy in Vietnam's overall electricity generation. Vietnam also participated in the Political Declaration on a Just Energy Transition (JETP) with a number of international partners, thereby attracting resources for implementing a just energy transition in Vietnam. |
However, above all, the goal of COP 28 is expected by many parties, which is that countries must make stronger commitments and actions in financial contributions, technology, and greenhouse gas emission reduction towards the implementation of the Paris Agreement goals. Of which, the most important issue is probably still the issue of climate finance. The participating parties will have to continue to review the progress of implementing the goal of mobilizing 100 billion USD per year (a goal that should have been achieved since 2020).
In the series of activities of COP28, the most prominent event is the World Climate Action Summit taking place on December 1 and 2, 2023 with the participation of more than 100 Heads of State, Prime Ministers of countries and leaders of international organizations such as the Secretary-General of the United Nations, President of the European Commission, President of the World Bank, and Director of the International Monetary Fund.
2023 is also the end of the first round of the Global Assessment of Efforts to Implement the Paris Agreement for the 2015-2023 period. Therefore, this COP28 summit is an important occasion for senior leaders of countries to review the progress achieved and identify major priority areas for action to respond to climate change in the coming time with more specific actions.
Vietnam prioritizes implementing climate change adaptation activities, working with the international community to reduce greenhouse gas emissions.
On the afternoon of November 28, at the invitation of the Government of the United Arab Emirates (UAE) and the Government of the Republic of Turkey, Prime Minister Pham Minh Chinh and his wife, along with a high-ranking Vietnamese delegation, left for the UAE to attend the COP28 Conference, conduct a number of bilateral activities, and pay an official visit to Türkiye from November 29 to December 3.
Attending the COP28 Conference this time, in an interview with the press about the contents related to the Prime Minister's working trip, Deputy Minister of Foreign Affairs Do Hung Viet said that Vietnam expects the Conference to achieve substantial progress, especially in the four areas of top concern.
First, countries continue to take strong actions to reduce greenhouse gas emissions and carry out energy transitions in a sustainable and equitable manner.
Second, developed countries fulfill their commitments, especially in providing finance and supporting technology transfer to developing countries in this process (including fulfilling commitments with the goal of mobilizing 100 billion USD per year and increasing the commitment level for the period up to 2025 and 2030).
Third, pay due attention to climate change adaptation activities, and come up with a clear and feasible Global Adaptation Targets Framework.
Fourth, put the Loss and Damage Fund into operation soon to have a new, larger source of finance to support developing countries and those most severely affected by climate change.
On the Vietnamese side, at this Conference, Prime Minister Pham Minh Chinh is expected to announce a number of new initiatives and commitments of Vietnam to best respond to climate change with the international community in the coming time.
Through the COP28 Conference, Vietnam will once again show the world the determination and strong efforts of the entire political system, ministries, sectors and people in implementing Vietnam's commitments at the COP26 Conference and accompanying the world in fighting climate change, contributing to the country's green and sustainable development.
Adapting to climate change is a priority for Vietnam, reducing greenhouse gas emissions is both a responsibility and an opportunity for Vietnam to implement green transformation, improving the competitiveness of the economy. Within its capacity, Vietnam will prioritize implementing climate change adaptation activities, working with the international community to reduce greenhouse gas emissions, convert energy, develop a low-carbon economy towards a circular economy.
Vietnam has made strong commitments and is actively implementing climate actions, calling on countries to fulfill their commitments with specific actions to contribute to the common global efforts.
On the occasion of attending COP28, Prime Minister Pham Minh Chinh also paid an official visit to Türkiye and bilateral activities in the United Arab Emirates (UAE). The visit is of great significance, taking place on the occasion of the 45th anniversary of Vietnam establishing diplomatic relations with Türkiye and the 30th anniversary of establishing diplomatic relations with the UAE. This is also the first official visit by a Vietnamese Prime Minister to Turkey. The visit will also contribute to implementing Vietnam's foreign policy of independence, self-reliance, multilateralization and diversification of foreign relations, demonstrating the image of the country and people of Vietnam as friendly, sincere, and a reliable partner of the international community. In addition, the Prime Minister's visit is the second visit to the Middle East region within just 2 months (previously, the Prime Minister attended the ASEAN - GCC Summit and conducted bilateral activities in Saudi Arabia in October 2023), thereby spreading the message of strong commitment and demonstrating Vietnam's clear interest in promoting multifaceted cooperation with the potential Middle East region. |
