On the afternoon of September 19, the Chairman of the Provincial People's Committee issued Official Dispatch No. 22 to the Commander of the Provincial Military Command, Director of the Provincial Police, Commander of the Provincial Border Guard Command, Directors of provincial departments, branches, sectors, units, Chairmen of the People's Committees of districts, towns, cities and related units on focusing on responding to storm No. 4 and floods.

According to the bulletin from the National Center for Hydro-Meteorological Forecasting, early in the morning of September 19, the tropical depression in the northeastern area of Hoang Sa archipelago strengthened into a storm, storm number 04 in 2024; at 13:00 on September 19, the center of the storm was at about 17.1 degrees North latitude; 107.0 degrees East longitude on the coast of Quang Binh - Thua Thien Hue, the strongest wind near the center of the storm was level 8, gusting to level 10, moving in the West Southwest direction at a speed of about 25km/h. Due to the influence of the storm, from today (September 19) to September 21, in the Thanh Hoa area, there will be moderate rain, heavy rain, very heavy rain and thunderstorms in some places, total rainfall: Northwest area from 50 - 100mm; coastal plain area and South, Southwest from 80 - 150mm, some places over 200mm. Implementing Official Dispatch No. 98/CD-TTg dated September 18, 2024 of the Prime Minister; to proactively respond to storm No. 4 and floods, the Chairman of the Provincial People's Committee requests the Commander of the Provincial Military Command, Director of the Provincial Police, Commander of the Provincial Border Guard Command, Directors of provincial departments, branches, sectors, units, Chairmen of the People's Committees of districts, towns, cities, Director of the Provincial Hydrometeorological Station, Director of Thanh Hoa Maritime Port Authority, Directors of the Companies: Irrigation Works Exploitation, Thanh Hoa Electricity and related units according to their assigned functions and tasks to continue to strictly implement the content of Official Dispatch No. 21/CD-UBND dated September 17, 2024 of the Chairman of the Provincial People's Committee, closely monitor the situation, continuously update information on storms and floods; Direct the timely, drastic and effective implementation of response work in accordance with actual developments in the area, thoroughly grasp the "four on-site" motto, and proactively handle the worst possible situations.
Chairmen of People's Committees of districts, towns and cities shall review, guide and urge ships not to enter or exit dangerous areas or return to safe shelters; immediately deploy measures to ensure safety for ships and vehicles at anchorages and shelters and production activities at sea and coastal areas, especially on rafts, aquaculture watchtowers, coastal tourist and service areas.
Proactively deploy plans to respond to storms, heavy rains, floods, landslides, flash floods, ensure safety of life, minimize damage to people's and State's property. Implement measures to limit damage to houses, warehouses, headquarters, schools, medical facilities, production and business facilities, dykes, dams, construction works, especially unfinished dykes, irrigation, and traffic works; urgently complete dredging and clearing sewers and drainage systems. Proactively arrange forces, materials, and means, especially in areas directly affected by floods and storms, key areas to be ready to respond to storms, floods, and rescue when required.
Proactively implement measures to overcome the consequences of natural disasters to quickly stabilize people's lives, urgently restore production and business; promptly support food, drinking water, and necessities for households affected by natural disasters, especially households in isolated areas that have to be evacuated; absolutely do not let anyone go hungry, cold, have no place to live, or lack drinking water.
The Department of Agriculture and Rural Development closely monitors the situation of storms and floods; proactively directs the effective implementation of work to ensure the safety of dykes, dams, irrigation works, operate irrigation reservoirs, protect agricultural production and aquaculture, exploit aquatic and seafood products; promptly reports and proposes to the Chairman of the Provincial People's Committee on matters beyond its authority.
The Department of Transport shall preside over and coordinate with the Thanh Hoa Maritime Port Authority and relevant units to direct the implementation of measures to ensure safety for transport vessels operating at sea and on rivers; ensure traffic safety; implement measures to prevent and combat storms and floods to ensure safety for people, vehicles and important projects, key transport infrastructure works under construction in the province.
The Department of Industry and Trade proactively directs the work of ensuring safety for industrial production, power systems, and hydroelectric reservoirs.
The Provincial Military Command, the Provincial Border Guard Command, and the Provincial Police direct rescue forces to be on duty regularly, ready to rescue people, property, and other urgent requests.
The provincial Hydrometeorological Station closely monitors the developments of storms and floods; forecasts and provides full and timely information on the developments of natural disasters, especially storms and floods, to authorities and people so that they can proactively and effectively implement response work according to regulations.
Thanh Hoa Radio and Television Station, Thanh Hoa Newspaper, Thanh Hoa Coastal Information Station and media agencies increase broadcasting time and reporting so that the government and people can grasp full and accurate information about the developments of the 3 storms, floods, and instructions from competent authorities to proactively respond and minimize damage.
The Standing Office of the Provincial Command for Natural Disaster Prevention and Control promptly and accurately advises competent authorities on the operation of reservoirs under the Inter-reservoir Operation Procedure on the Ma River Basin in accordance with regulations, ensuring safety for works and downstream areas.
Organize the on-duty team seriously, regularly report the situation to the Standing Office of the Provincial Command for Natural Disaster Prevention and Control and the Standing Office of the Provincial Command for Civil Defense, Incident Response, Natural Disasters and Search and Rescue according to regulations.
