The North Hanoi Smart City project has a land use scale of nearly 272 hectares, located in Vinh Ngoc, Hai Boi, Kim No communes of Dong Anh district, with a total investment capital of about VND94,348 billion (USD4.138 billion). The investor is a consortium of BRG Group and Sumitomo Group (Japan).

Speaking at the ceremony, Vice Chairman of Hanoi People's Committee Duong Duc Tuan stated that the Smart City project in Vinh Ngoc, Hai Boi, Kim No communes of Dong Anh district was formed from the results and consistent efforts of the governments of Vietnam and Japan, and is a concrete symbol of the friendship between the two countries.
According to the Vice Chairman of the Hanoi People's Committee, the Smart City project has an important location on the central axis of Vo Nguyen Giap Street connecting the city center, West Lake area to Noi Bai International Airport; has a 108-storey Financial Tower in the list of key projects approved by the City People's Council, a large-scale design project demonstrating new, creative ideas and technologies of international stature.
With a modern, harmonious and sustainable design based on smart technology, a green, energy-saving, environmentally friendly city based on Japan's urban development and urban management experience, the Project is expected to contribute to solving major infrastructure problems of the Capital such as transportation, energy, education, health, environment, etc., contributing to the realization of the Hanoi Capital Master Plan approved by the Prime Minister, creating momentum for the socio-economic development of the City in general and Dong Anh district in particular; contributing to the basic indicators for developing Dong Anh district into a district and the future of the Northern City according to the direction and policies of the Politburo.

In the coming time, Vice Chairman of the City People's Committee Duong Duc Tuan requested the North Hanoi Smart City Development Investment Joint Stock Company to continue to closely coordinate with central ministries, branches, city departments, branches, and Dong Anh District People's Committee to complete the site clearance work (more than 99% completed), procedures for land allocation, land lease, construction permit issuance and related procedures to promptly implement the project according to the investment phases, ensuring progress according to the approved plan and schedule.
The Vice Chairman of the Hanoi People's Committee also requested the Government, the Prime Minister, leaders of central ministries, departments and branches, the Government of Japan, and the Embassy of Japan in Vietnam to continue to pay attention, direct, guide, foster and support the cooperation between enterprises of the two countries to achieve good results, speed up the implementation progress, and soon put the project into operation; the City's departments, branches, Dong Anh District People's Committee and grassroots levels continue to make efforts to coordinate with investors in the next implementation process.
