On the afternoon of June 23, in Da Lat City (Lam Dong), Deputy Prime Minister Tran Luu Quang chaired the 3rd meeting of the Central Highlands Coordination Council and announced Decision 377/QD-TTg of the Prime Minister approving the Central Highlands planning for the 2021-2023 period with a vision to 2050.

According to Deputy Minister of Planning and Investment Tran Duy Dong, the Central Highlands regional planning was just approved by the Prime Minister on May 4, 2024, with the goal of turning the Central Highlands into a region of rapid and sustainable development based on a green and circular economy; developing a highly efficient agricultural economy, based on science - technology, innovation, digital transformation to form a number of large-scale agricultural products with international brands associated with processing centers; becoming an attractive destination for domestic and international tourists.
The announcement of the Central Highlands regional planning not only determines the boundaries, development orientation and strategic vision for regional development, but also sets specific tasks for the Central Highlands Regional Coordination Council such as: Implementing the planning publicly and transparently in accordance with legal regulations; combining with organizing investment promotion activities to propagate, advertise and widely attract domestic and foreign economic sectors to participate in the implementation of the planning.

The Central Highlands Coordination Council determined that it is necessary to focus resources on completing the regional infrastructure system in a synchronous and modern direction. In particular, speeding up the progress of the important national project of Khanh Hoa - Buon Ma Thuot expressway and other key, regional linkage projects.
At the same time, complete investment procedures to accelerate the implementation of the Tan Phu (Dong Nai) - Bao Loc (Lam Dong) expressway projects under the public-private partnership model; Bao Loc - Lien Khuong expressway, Gia Nghia - Chon Thanh expressway. Study and adjust the planning and investment plan to expand and upgrade Lien Khuong, Pleiku, Buon Ma Thuot airports; restore and renovate the Thap Cham - Da Lat railway.
Central Highlands Coordination Council Conference
At the conference, Mr. Le Van Chien, Vice Chairman of Dak Nong Provincial People's Committee, raised the issue of the Prime Minister's Decision No. 866/QD-TTg approving the planning for exploration, exploitation, processing and use of minerals in the period 2021 - 2030, with a vision to 2050 (abbreviated as planning 866) with land use planning and urban, infrastructure and rural planning in the province.
According to Mr. Chien, Dak Nong province has reported to the Government and ministries, departments and branches but has not been resolved. This not only affects the implementation of key projects of the province such as wind power projects, aluminum electrolysis projects... but also affects works and projects under 3 national target programs.

"Dak Nong province respectfully requests the Government, ministries and central branches to consider and find comprehensive solutions to overcome difficulties in overlapping national sector development plans in Dak Nong province as well as localities. At the same time, it is necessary to promptly issue specific regulations and instructions on procedures and costs for mineral recovery and protection so that localities have a basis for implementation," said Mr. Le Van Chien.

Similarly, Mr. Vo Ngoc Hiep, Vice Chairman of Lam Dong Provincial People's Committee, said that the 866 planning scheme overlapped with the planning scheme, was not unified, and needed to be adjusted to remove overlaps. Currently, 50% of the planning area is stuck in residential areas of Bao Lam District, part of Bao Loc City... He requested the Government to pay attention to supporting Lam Dong province to remove the above difficulties to effectively carry out socio-economic tasks.
Promoting regional connectivity
In his concluding remarks at the conference, the Deputy Prime Minister said that the planning of the Central Highlands region is to determine the legal framework to help the Central Highlands provinces develop together and cooperate for development. The economies of the Central Highlands provinces have had positive changes. The provinces have tried to preserve their national identity, to maintain the "green lung" for the region and the whole country. The Central Highlands has received great attention from the Central Government, the entire political system as well as the whole society.
Deputy Prime Minister Tran Luu Quang concluded the conference.
"There are three things that the Central Highlands provinces can do right away: the provinces can exchange and work together to build a connecting traffic system. Besides, developing tourism in chains and tours but not 'overlapping'. Finally, the provinces can share with each other in attracting domestic and foreign investment in the spirit of developing the whole region," the Deputy Prime Minister emphasized.
According to the Deputy Prime Minister, the most difficult thing now is the problem with planning 866. Therefore, the Deputy Prime Minister requested the Ministry of Industry and Trade to preside over and coordinate with the Ministry of Natural Resources and Environment and 5 Central Highlands provinces to proactively review and report to the Prime Minister before July 20 to handle problems related to this planning.
