On February 19, at the 2nd Conference of the Presidium of the Central Committee of the Vietnam Fatherland Front, 10th tenure, many enthusiastic opinions were contributed to the draft regulations on the operation of the Committee, the Presidium, and the Standing Committee of the Central Committee of the Vietnam Fatherland Front, and to give opinions on the establishment of Advisory Councils of the Central Committee of the Vietnam Fatherland Front.
Giving his opinion, Mr. Ngo Sach Thuc - Chairman of the Vietnam Association for the Relief of Disabled Children, stated that the operating regulations of the Committee, the Presidium, and the Standing Committee of the Central Committee of the Vietnam Fatherland Front have added many new points to the revised Charter of the Vietnam Fatherland Front on the meeting regime of the Central Committee of the Vietnam Fatherland Front. In addition to the regular meetings twice a year, based on practical requirements, the Central Committee of the Vietnam Fatherland Front can organize thematic or extraordinary meetings at the request of the Presidium.
Considering that in this term, it is necessary to synchronize the regulations with the innovation of the content, methods of operation, and working program of the Presidium and the Central Committee of the Vietnam Fatherland Front, Mr. Ngo Sach Thuc proposed that before each session of the National Assembly in May and October every year, a meeting of the Presidium should be held to summarize the opinions and recommendations of voters and people. Along with that, the responsibility of the Committee members in gathering the opinions, aspirations, and recommendations of members, union members, and people in their places of residence as well as their fields of work should be added to the Standing Committee to reflect to the Party, State, National Assembly, and the Vietnam Fatherland Front.
Commenting on the report on the establishment of Advisory Councils of the Central Committee of the Vietnam Fatherland Front, Prof. Dr. Tran Ngoc Duong, Chairman of the Advisory Council on Democracy and Law, Central Committee of the Vietnam Fatherland Front, agreed with the list of members of the Advisory Council on Democracy and Law, term X, who are intelligent and enthusiastic people dedicated to the work of social supervision and criticism.
However, for the Advisory Council to operate well, Prof. Dr. Tran Ngoc Duong said that the relationship between the Council and the Standing Committee needs to be more clearly stated in the Operating Regulations of the Central Committee, the Presidium, and the Standing Committee of the Central Committee of the Vietnam Fatherland Front, 10th tenure. Specifically, Article 12 of the Regulations needs to be written more specifically about the responsibilities of the Standing Committee as well as the Standing Member in charge of the Advisory Council, creating conditions to ensure the Council's operations in terms of building a response program, response time and direction of social response work; at the same time, increasing notification of how far the response opinions have been accepted by relevant agencies, and institutionalizing the tasks and powers of the Board of Directors of the Advisory Councils.
Appreciating the content of the Report synthesizing opinions and recommendations of voters and people of the Presidium of the Central Committee of the Vietnam Fatherland Front presented before each session of the National Assembly, Prof. Dr. Tran Ngoc Duong said that the report has great political and legal significance, at the macro level of the country, if profound recommendations are proposed, the role of the Front will be enhanced. Therefore, it is necessary to stipulate the responsibility of the Presidium in developing this report, and at the same time, have more meetings of the Presidium to serve the development of the report, limit written contributions, from which the Presidium will review opinions, discover new issues that are more profound and more in line with the people's wishes.
Agreeing with the opinion of Prof. Dr. Tran Ngoc Duong, Mr. Nguyen Tuc, Chairman of the Advisory Council on Culture - Society, Central Committee of the Vietnam Fatherland Front, said that there should be more regulations for the Presidium to meet and give opinions on the Report synthesizing opinions and recommendations of voters and people before presenting it to the National Assembly.
Considering 2025 as an important and breakthrough year for the country, Mr. Nguyen Tuc suggested that the Vietnam Fatherland Front should have specific activities to support the Party's policies and contribute to the nation's rise. This also marks important changes in the Front's work as the country enters a new era.
Emphasizing that culture is the spiritual foundation of the whole society, Mr. Nguyen Tuc proposed that the Central Committee of the Vietnam Fatherland Front consider additional policies and forms to encourage leading experts and researchers in the field of culture to participate as members of the Advisory Council on Culture and Society.
From another perspective, Associate Professor Dr. Tran Dinh Thien - Chairman of the Economic Advisory Council, Central Committee of the Vietnam Fatherland Front, commented that in the context of fundamental changes in the country, the Front must make worthy contributions to the documents of the 14th Party Congress. "This must be considered an opportunity for the Front to demonstrate its important role in contributing to the development of the country," Mr. Tran Dinh Thien emphasized.
According to Mr. Tran Dinh Thien, in the coming time, the Central Committee and the Presidium of the Central Committee of the Vietnam Fatherland Front must have suggestions and instructions for the Advisory Councils to discuss these issues. The Vietnam Fatherland Front, as an organization uniting forces, should have orientations to have strategies to mobilize strength to carry out the urgent tasks that are being set when our Party is determined to move the country forward in the era of rising up.
To improve the quality of the Advisory Councils' activities, Mr. Tran Dinh Thien suggested that during this term, the Councils should define priority tasks to have a truly serious program of activities. In particular, it is necessary to create motivation and encouragement for Council members to contribute their intelligence and brainpower. Along with that, the Central Committee of the Vietnam Fatherland Front needs to support and act as a bridge for the Advisory Councils to closely connect with the local Fatherland Front Committees, thereby organizing specialized conferences related to each region and each province.
