Although they are eligible for extra classes at school, the organization of final exam review for grade 9 and grade 12 students at many schools is currently suspended pending guidance from management agencies. The issue of funding for the organization is also being considered by many localities, with solutions proposed.
Encourage teachers to teach voluntary exam preparation
The Director of the Department of Education and Training of Nam Dinh province has just issued a document requesting units and schools to adjust the extra teaching and learning plans that have been developed since the beginning of the 2024-2025 school year; organize the review for the high school graduation exam and the 10th grade entrance exam in 2025 to ensure effectiveness. In particular, it is necessary to differentiate students well; prioritize the arrangement of teachers to guide and help students with academic results at the Unsatisfactory or Satisfactory level; for students with academic results at the Fair and Good levels, students can be guided to self-study. Assign teachers to ensure the maximum level of teaching hours. Prioritize the arrangement of teachers with good capacity to teach, limit the assignment of these teachers to take on other concurrent tasks. At the same time, encourage teachers to teach voluntary exam review. Timely detect, commend, reward and replicate collective and individual examples of dedication, enthusiasm, and devotion to students.
However, some opinions say that if the responsibility for extra teaching is only "contracted" without a clear remuneration system, teachers will be under a lot of pressure, easily leading to a depressed mentality, making it difficult to ensure effectiveness. Recently, the Department of Education and Training of Thanh Hoa requested educational institutions to proactively and promptly adjust teaching plans in schools; extra teaching and learning plans; review for excellent students, review for high school graduation exams and review for grade 10 high school entrance exams have been developed since the beginning of the 2024-2025 school year. Allocate funds for extra teaching and learning in schools from the budget allocated to units in 2025; develop internal spending regulations, including regulations on the level of spending for organizing extra teaching and learning. At the same time, improve the quality of regular teaching hours, guide and supervise students' self-study to achieve efficiency, encourage students to study and research on their own through software, video lectures, review websites, etc.
Similarly, the Hanoi Department of Education and Training has requested local authorities to issue a resolution to support training and revision costs for groups of students under the responsibility of the school.
Previously, Mr. Ho Tan Minh - Chief of Office of the Department of Education and Training of Ho Chi Minh City said that there will be a document soon directing localities in the area on the implementation of the document of the Ministry of Education and Training. In particular, depending on the conditions, localities may support funding for teachers to conduct review sessions for final year students and tutor students with unsatisfactory results.
In the context of Circular 29 taking effect when the transfer exams are approaching, parents and students are worried, supporting funding for teachers to provide review training for students is considered a reasonable solution, which needs to be implemented soon so that schools can proactively assign teachers to teach with peace of mind.

To effectively manage extra teaching and learning, the education sector has been implementing many solutions such as issuing specific regulations to manage this, improving teachers' capacity and teaching methods, and teachers' responsibilities; promoting students' self-study ability; innovating testing and assessment work (testing, assessment, and entrance exams must be consistent with the content and requirements of the 2018 General Education Program; not giving questions outside the program content to ensure that students study according to the program, without needing extra study, they will still pass the tests and admissions); enhancing the connection between general education and university education.
Regarding the solution of improving facilities and schools, the Ministry of Education and Training directed that there should be enough schools to ensure equal access to education for students; increase the number of schools and classes teaching 2 sessions/day. At the same time, strengthen the inspection and examination of state management agencies at both central and local levels to comply with regulations on management of extra teaching and learning; strengthen the supervision of parents and the whole society on this activity.
Regarding communication, the education sector should strengthen information and propaganda to raise teachers' self-esteem to say "no" to extra teaching that is not in accordance with regulations; mobilize parents to agree and support solutions to manage extra teaching and learning activities to ensure the rights and comprehensive development of students.
In addition, to ensure the lives of teachers, in recent times, the Ministry of Education and Training has had many consultations and is continuing to consult on policies for teachers, including the draft Law on Teachers, if passed by the National Assembly in the near future, will also bring positive remuneration policies for teachers.
