Digital transformation in Party agencies and Party work is a new issue, there are not many models to research and learn from, but it cannot be delayed in the context of the whole country strongly implementing the digital transformation revolution.
Party organizations need to take the lead in propaganda and education work, raising awareness of digital transformation among cadres, party members, and people, and practicing digital transformation in party work, improving efficiency and effectiveness in handling work, and shortening the distance between bringing the Party's policies and guidelines to each cadre and party member.
Inevitable trend in the current context
On December 22, 2024, the Politburo issued Resolution No. 57-NQ/TW on breakthroughs in science, technology, innovation and national digital transformation. The Resolution stated: "Developing science, technology, innovation and national digital transformation is a top priority breakthrough, the main driving force for rapidly developing modern productive forces, perfecting production relations, innovating national governance methods, developing the socio-economy, preventing the risk of falling behind, and bringing the country to breakthrough development and prosperity in the new era."
These strategic orientations are widely agreed upon by cadres, party members, scientists, and the business community at home and abroad, and are considered a "contract 10" in the field of science and technology.
On November 29, 2024, the Party Central Committee issued Decision 204-QD/TW approving the Digital Transformation Project in Party agencies. Accordingly, digital transformation is an inevitable trend in the current context to increase the efficiency of professional work; build a working culture in the digital environment of Party agencies.
The project's objective is to innovate, create comprehensive, strong, and substantial changes, improve the quality of leadership, direction, management, working style, working manners, and improve efficiency, reduce the time to handle work of cadres, civil servants, and public employees at all levels, making an important contribution to administrative reform in party agencies.
The digital transformation project in party agencies also aims to organize digital infrastructure, a comprehensive, synchronous, and modern digital platform; enhance capacity, restructure technical and organizational infrastructure, and develop information and data systems according to a unified architecture.
Strengthening connection, integration, and sharing of information and data, actively and effectively supporting the work of consulting, serving, and leadership, direction, and administration at Party agencies from the central to grassroots levels. Connecting and sharing data between Party agencies with State agencies, the Vietnam Fatherland Front, and socio-political organizations to ensure safety, security, confidentiality, and information authentication in accordance with the law; consistent with and similar to the National Digital Transformation Program.
The roadmap is that by 2025, digitized data will be cleaned and used regularly. 100% of information systems and databases of party agencies will be assessed and information security will be ensured at each level. 100% of users accessing the ecosystem of information systems and databases of the Party will have digital identification and centralized, unified authentication.
100% of information on organizational structure, payroll, party member records, cadres, civil servants, and public employees are digitized and implemented in a digital environment. 100% of cases, complaints, denunciations, and signs of violations by cadres, civil servants, and party members are managed in a digital environment.
100% of propaganda work content is carried out in the digital environment; information, data, and documents on propaganda fields are provided officially and promptly. 100% of complaints and denunciations are carried out in the digital environment. 100% of general information on mass mobilization work is digitized and carried out in the digital environment.
Along with that, 100% of requests for information and socio-economic data for consulting and appraisal work are synthesized, analyzed and exploited through the digital environment. 100% of foreign propaganda information is digitized and implemented in the digital environment. 100% of non-confidential documents are digitally signed, sent, received and processed in the digital environment and can be processed on mobile devices, anytime, anywhere.

100% of synthesis and reporting work is done in the digital environment. 100% of non-confidential files and documents, and towards all confidential documents of the Party, are digitized and managed and used in the digital environment. 100% of health information of officials (from the deputy minister level and below) is digitized and managed and used in the digital environment.
100% of the information systems across the entire system serving the Party's political theory research, training and education work are built, regularly updated with data and can be connected, integrated and shared through the data integration and sharing platform.
Regarding the task of developing shared digital data, building and deploying a centralized shared data warehouse to serve data analysis, processing, provision and distribution. Reviewing, evaluating, cleaning digitized data and effectively using specialized databases of party agencies, gradually connecting and integrating with information systems and databases of the country, the Vietnam Fatherland Front, socio-political organizations to collect information and data on the shared data warehouse and share with agencies and units for analysis, forecasting, serving professional activities and work.
Organize the digitization of party agencies' data; standardize digitized data, improve the efficiency of using digital data. Develop and deploy shared databases and catalogs to serve the integration, sharing and synchronization of data between applications such as: Centralized user data, identification code database of party agencies, the Vietnam Fatherland Front, socio-political organizations; digitized document database; other shared catalogs.
Many urgent things to do
After more than 3 months of implementing the Project, the implementation of digital transformation in Party agencies has initially had positive changes. However, as it is still in the early stages of forming and implementing the Project, at the 2nd meeting of the Steering Committee for Digital Transformation in Party agencies, a number of shortcomings and limitations that need to be promptly overcome are pointed out. In particular, the work of leadership, direction, operation and raising awareness, changing thinking about digital transformation is still limited, the heads of Party committees and agencies have not paid attention to directing, attaching importance to digital transformation, and have not directly used electronic devices and application software in management, operation and work processing.
The consultation on institutional improvement and the promulgation of regulations and statutes are not timely; administrative reform and restructuring of business processes, digitization of information and data have not received attention; working habits are still in the traditional way, with paper documents...
The Steering Committee for Digital Transformation in Party Agencies requires that all levels and sectors focus on implementing 7 groups of tasks and 43 tasks; in March and April 2025, a number of shared information systems must be completed and business processes must be completed; by May 2025, documents from the Central Government must be sent and received to the commune level.
The Steering Committee emphasized that digital transformation aims to improve the leadership, organization, management and operational capacity of the Party in the new period. The heads of Party agencies must have high political determination in directing the implementation, and must be exemplary in using electronic devices and application software in directing, operating and solving work. This must be considered an important reform, and those who cannot do it or direct it must stand aside so as not to become a barrier as General Secretary To Lam directed.
The Steering Committee agreed on the scope of the Project to be deployed to the Party Committees directly under the Central Committee (including the subordinate Party Committees) and adjusted in sync with the plan to merge a number of provincial-level administrative units, not organize at the district level, and continue to merge commune-level administrative units according to Conclusion No. 127-KL/TW of the Politburo.
The Steering Committee also requested to urgently complete institutions, regulations and update the unified digital transformation architecture in Party agencies; reduce and simplify administrative procedures and restructure professional work processes in the Party.
Building and completing infrastructure and digital platforms, especially the data centers of Party agencies and Party databases; digitizing and cleaning data, connecting and sharing while ensuring data safety and security; applying strategic technologies such as artificial intelligence, big data and digital technology...

Deploying shared application software in party agencies to serve leadership, direction and operations in a digital environment, ensuring the principle of user-centeredness; putting into use digital applications to serve party congresses at all levels and immediately deploying paperless meeting rooms.
Ensure adequate resources for implementation; mobilize experts and competent staff to support the implementation of the Project. Strengthen training and coaching for staff and party members to effectively exploit and use digital technology application products.
The Steering Committee focuses on orienting, directing, inspecting and supervising the digital transformation process in the Party, ensuring consistent implementation from the Central to the grassroots levels; promptly removing difficulties and obstacles in the implementation process...
The Steering Committee requests that in April 2025, Party agencies at the Central, provincial and municipal levels focus on digitizing records, papers and documents to serve the implementation in the digital environment. Provincial and municipal Party Committees prioritize completing the digitization of records and documents at the district level for handover before the new organization and apparatus come into operation. After digitization, data needs to be cleaned and put into exploitation and use immediately.
The Steering Committee also requested the Party Central Office - the Standing Agency of the Project to urgently complete and put into use a number of software serving the Party Central Committee's conferences and Party congresses at all levels, such as: System for monitoring the progress and results of congresses; application of Party member handbooks; system for collecting and synthesizing information on the Internet; virtual assistant for Q&A to support the organization of Party congresses at all levels. Build and put into use a system for receiving, reflecting, recommending, difficulties, obstacles and initiatives, proposals from people, businesses, experts on science, technology, innovation, digital transformation, integrated on the Communist Party of Vietnam Electronic Information Portal.
Coordinate with the Government Cipher Committee to pilot the Safe Information Exchange and Interaction System on the Internet (TRIOS) at the Central Party Office for evaluation and widespread deployment in Party agencies nationwide.
Develop and deploy the "Paperless Meeting Room" at the Party Central Office from April 1, 2025; complete the deployment in the system of Party agencies by September 30 at the latest, aiming to serve the 14th National Congress of the Party. In April 2025, develop and put into use the Document Management, Administration and Operation software; upgrade the Electronic Information Portal of the Communist Party of Vietnam. Develop and put into use the System to monitor and supervise the implementation of Resolution No. 57-NQ/TW; monitor the progress of digital transformation in the Party. Preside over and coordinate with the Ministry of Public Security to develop and deploy a centralized electronic identification and authentication platform in Party agencies. Preside over and coordinate with relevant agencies to develop digital applications and specialized databases according to the functions and tasks of the Central Policy and Strategy Committee...
The Digital Transformation Project in Party agencies is being implemented in the first phase, but there is still a large amount of work that needs to be urgently and drastically resolved, requiring exemplary leadership from Party leaders, the participation of the entire political system, and the solidarity and consensus of each cadre and Party member.
Strictly implement the direction of General Secretary To Lam: Central Party agencies must be pioneers, exemplary, and take the lead in digital transformation; heads of Party agencies must be exemplary in using electronic devices and application software in leading, directing, operating, and solving Party work. Party agencies launch learning movements on digital platforms, the "Digital Literacy for the People" movement as directed by the General Secretary; regularly disseminate and update knowledge, digital skills, and basic digital technology for cadres and civil servants.
Successfully implementing digital transformation in Party agencies will be a breakthrough step, demonstrating the pioneering and exemplary spirit in implementing Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science, technology development, innovation, creativity and national digital transformation...
