The fact that Vietnam and the US focus on cooperation in science and technology investment, digital transformation, semiconductor industry, chip manufacturing , etc. is opening up opportunities for domestic technology enterprises to participate more deeply in the global supply chain, thereby promoting the development of the domestic semiconductor industry.

* What are the key areas of cooperation on innovation between the two countries in the coming time? What do you expect from this cooperation, sir?
- The focus of cooperation in the field of innovation between the two countries is investment in science and technology, innovation, especially digital transformation, semiconductor industry, electronic chip manufacturing, green growth , renewable energy, climate change response and circular economy.
When Vietnam identifies science, technology and innovation as one of the main driving forces for national development, cooperation with the US will help us promote the transformation of the growth model and restructure the economy towards green, fast, sustainable and inclusive development.
With the programs and implementation plans that have been discussed and agreed upon by both sides, we have reason to believe that the fields of science, technology and innovation, semiconductor industry, and high technology in the country will have many exciting and in-depth activities in the coming time with the US.
* In your opinion, what is the potential for cooperation in the field of innovation between the two countries? What does this cooperation mean to domestic technology enterprises?
- The potential for cooperation in the field of innovation between Vietnam and the US is huge and can bring many benefits to both countries, including the participation of domestic enterprises in the global value chain of US technology corporations, helping Vietnamese enterprises access and take advantage of US market opportunities, expand business scale and increase exports of products and services.
Cooperation with the US also brings opportunities for Vietnamese enterprises to access advanced technology and knowledge, innovation from US technology corporations. This is an important advantage to improve competitiveness and innovation in the fields of engineering, technology and products.
Bilateral cooperation can promote investment and research and development (R&D) cooperation between businesses of the two countries in the style of the US investing or cooperating to develop infrastructure, expand production activities and create jobs, creating high-value innovative products and solutions.
In addition, the cooperation also creates a favorable environment for building in-depth partnerships between businesses of the two countries, bringing great benefits to both sides and promoting sustainable development in the technology field.
* We have talked about the potential of this relationship, but what changes do Vietnamese businesses need to make?
- To take advantage of these opportunities, Vietnamese businesses need to meet the requirements and standards in the global value chain of US technology corporations. This includes enhancing competitiveness, investing in R&D, improving product and service quality, complying with intellectual property regulations, data management and enhancing innovation.
In addition, support and favorable conditions from the Government are needed to encourage cooperation between businesses of the two countries.
This includes negotiating and signing trade agreements, creating a stable and transparent business environment, and promoting the training and development of high-quality human resources in technology.

Vietnamese businesses have many advantages
* What do you think about the advantages of Vietnamese businesses in cooperating with American technology giants such as Apple, Google, Meta, Microsoft, Intel?
- Vietnamese technology companies have many advantages when cooperating, first of all, in a favorable location - located in the center of Southeast Asia, helping Vietnam become an important bridge between US technology companies and regional markets. Vietnam's wages are also low, which is still a competitive advantage.
And with a rapidly developing innovation ecosystem, Vietnam has the advantage of having a large and highly qualified IT human resource with many universities participating in training.
On the other hand, Vietnam's digital infrastructure has developed rapidly in recent years, with impressive growth rates and increasingly complete and expanded online payment infrastructure, attracting the attention of US corporations.
At the same time, the innovation and startup sector is growing strongly, especially the emergence of large companies in the fields of e-commerce and fintech. Vietnam's digital economy is forecast to have the fastest growth rate in Southeast Asia, at 31% in the period 2022 - 2025, which is also an advantage for domestic technology enterprises.
* How do you evaluate the potential of Vietnamese businesses to become tier 1 vendors of American technology corporations?
- I think Vietnamese businesses have the potential to become tier 1 vendors for US technology corporations such as Foxconn and Luxshare. In fact, domestic technology businesses already have experience in the field of manufacturing and processing.
Significant improvements in production capacity and product quality in recent years have also enabled domestic enterprises to become high-quality suppliers of products and services to US technology corporations. As mentioned above, we still have a competitive advantage in terms of wages.
R&D capacity and strong investment in R&D are also advantages for Vietnamese enterprises to meet the requirements of US technology corporations on innovation and product development.
R&D capabilities will be an important factor in helping domestic enterprises become tier-1 suppliers. Of course, enterprises need to comply with high quality standards and adjust production processes to meet customer requirements.
US technology corporations often require suppliers to have project management and flexible supply capabilities. Therefore, businesses need to ensure effective project management and timely delivery, while also increasing their adaptability to changing customer requirements.
Although Vietnamese enterprises have the potential to become Tier 1 suppliers for US technology corporations, it should be noted that competition in the technology industry is fierce. Enterprises need to continue to improve their capacity and invest in R&D to improve the quality of products and services.
