Hanoi remains an attractive destination for foreign investors
Speaking at the opening of the Conference, Mr. Nguyen Tran Quang, Deputy Director of the Hanoi Center for Investment, Trade and Tourism Promotion (HPA), said: As the "bloodline" of the digital economy, semiconductor technology is the foundation technology of many current technological solutions. Vietnam has been attracting many large corporations in the semiconductor industry from the US, Korea, Japan, European countries... to come and learn and invest.

Hanoi - The capital of the country, with its strategic location and many unique advantages, Hanoi has great potential and opportunities to develop and attract investment in the technology sector, including the semiconductor industry.
In the first 6 months of 2024, despite facing many difficulties and challenges, the socio-economic development situation of Hanoi city has achieved remarkable results: Gross Regional Domestic Product (GRDP) increased by 6% over the same period in 2023, industrial production index increased by 5%, of which processing and manufacturing industry increased by 4.1%; product consumption index increased by 13.1%. Exports continued to regain momentum and increased impressively, with a turnover value of 8.9 billion USD, an increase of 11% over the same period in 2023.
In particular, the City has attracted 1.165 billion USD in foreign investment capital; of which 120 new projects were registered with a capital of 1.036 billion USD; 78 projects were supplemented with increased investment capital, with 55 million USD; 104 foreign investors contributed capital and purchased shares, with a value of 74 million USD. With the above positive results, Hanoi remains an attractive destination for capital flows and international investors.

According to Mr. Nguyen Tran Quang, based on those specific and practical goals, over the past time, Hanoi has always affirmed its leading position in attracting foreign investment. Hanoi has constantly improved its investment and business environment, actively reviewed administrative procedures, simplified and accelerated the time to receive and process procedures, created convenience and reduced costs for people, organizations, and businesses...
At the same time, promulgate and implement policies on supporting enterprises, organize many investment promotion activities, business dialogues, remove many difficulties and obstacles for enterprises in the production and business process in Hanoi, contributing to improving the investment environment, enhancing the provincial competitiveness of the City.
The Deputy Director of HPA added that the Capital Law No. 39/2024/QH15 dated June 28, 2024 identifies semiconductors as a priority sector to attract strategic investors of the Capital. Strategic investors selected according to regulations in the semiconductor sector will enjoy many preferential investment policies of Hanoi. "Hanoi Semiconductor Technology Investment Connection Day 2024" is organized to provide information on the development situation, orientation and solutions to promote the development and cooperation of enterprises in the semiconductor technology sector in Hanoi; connect, promote investment and trade in the semiconductor industry in Hanoi, Vietnam, domestically and internationally, with products belonging to the semiconductor, high-tech and future technology industry ecosystem.

Thereby, state management agencies can recommend appropriate policies to develop high-quality human resources, creating important conditions to attract investors in the semiconductor sector, aiming to establish semiconductor research and manufacturing centers and provide manufacturing services for the domestic and foreign semiconductor industry.
" We hope and believe that during and after today's Conference, we will continue to receive support and cooperation from provinces, cities, domestic and international investors who have been and will be investing and doing business in Hanoi, especially in the semiconductor industry. Hanoi City is constantly improving the investment and business environment and always accompanying the business community, so that investors can succeed and develop sustainably, contributing to the development of the capital in particular and the whole country in general, " said Mr. Nguyen Tran Quang.
Issue mechanisms and policies to promote Semiconductor industry development
Sharing at the Conference on the potential, advantages and some policies to attract investment and develop the semiconductor industry in Hanoi, Mr. Nguyen Viet Hung, Director of the Hanoi Department of Information and Communications said: Nature has endowed Vietnam with many rich resources and raw materials, including the semiconductor industry, so we need to create institutions, legal and human resources to be able to develop the semiconductor industry well.

To develop the semiconductor industry, Mr. Nguyen Viet Hung said that Hanoi will focus on implementing a number of common tasks and solutions to develop digital businesses according to the motto "Government accompanies - Enterprises give advice - Economic development".
“ The city will promote information and propaganda, issue appropriate mechanisms and policies; develop digital infrastructure, promote scientific and technological research, and create markets . Timely remove difficulties, create favorable conditions for businesses to accelerate the process of shifting operations to the digital technology sector, invest in core technology research; proactively research the market, choose appropriate research directions, develop and provide Make in Vietnam digital technology products and services (artificial intelligence, big data, blockchain, cloud computing, Internet of Things, semiconductor chips...) ”, Mr. Nguyen Viet Hung emphasized.
At the same time, promote the development of concentrated information technology zones; support enterprises with key industrial products; prioritize the selection of testing, investment, leasing, and purchasing of digital technology products and services of enterprises.
In particular, organizing activities and networking events; cooperating in research and training on digital technology with universities, colleges, primary and secondary schools in the City; promoting business activities on digital platforms; continuing to research, innovate, and develop the model of the Hanoi City Innovative Information Technology Business Incubator...
