On the afternoon of May 24, comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the regular meeting of May 2024 of the Provincial People's Committee.
Attending the meeting were comrades: Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; Bui Thanh An - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee; Bui Dinh Long - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Committee; Nguyen Van De - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Committee; members of the Provincial People's Committee, leaders of relevant departments, branches, sectors and units.
ECONOMY MAINTAINS POSITIVE RECOVERY MOMENTUM
The Provincial People's Committee unanimously assessed that in May, the province's socio-economic situation achieved many positive results. The industrial production index in May is estimated to increase by 13.15%. By May 20, the province's centralized public investment capital had disbursed more than VND1,252 billion, reaching 27.07%.
In 5 months, the province has granted 31 new projects and adjusted 65 projects with a total capital of more than 15,756 billion VND. Budget revenue in May is estimated at 1,626.5 billion VND, accumulated in 5 months is estimated at 10,113.9 billion VND, reaching 63.6% of the estimate assigned by the Provincial People's Council, equal to 139% of the same period in 2023.
Cultural and sports activities took place enthusiastically, organizing many activities to celebrate the 134th birthday of President Ho Chi Minh. The Provincial People's Committee actively coordinated with ministries and branches to complete the draft Resolution on piloting a number of specific mechanisms and policies for the development of Nghe An province to submit to the National Assembly at the 7th Session.
Concluding the meeting, Chairman of the Provincial People's Committee Nguyen Duc Trung said that the results of the province's socio-economic development tasks in May were quite positive, reflected in the fields of agriculture, industry, service - tourism activities, budget collection, investment attraction, and public investment disbursement.
In the cultural and social fields, all levels and sectors have actively organized many activities to celebrate the 134th birthday of President Ho Chi Minh. The education sector has proactively solved many problems, ensuring the rights of students. Security and order have been maintained, contributing to creating favorable conditions for socio-economic development.
During the month, the province focused on implementing key tasks, especially coordinating with ministries and branches to submit to the National Assembly for consideration and approval of the draft Resolution on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province.
In addition to the achieved results, the Chairman of the Provincial People's Committee also said that the production and business activities of enterprises are still facing difficulties, and the growth rate of some industrial products has not reached the expected level. There are still some capital sources, localities, and investors that are slow in disbursing public investment capital. The provincial competitiveness index in 2023 decreased by 21 places compared to 2022.
FOCUS ON COMPLETING IMPORTANT, KEY TASKS
Emphasizing the key tasks in June, Chairman of the Provincial People's Committee Nguyen Duc Trung requested that sectors and localities continue to implement tasks and solutions more drastically and resolutely; promptly review and remove obstacles and difficulties of enterprises to promote production and business activities, strive to achieve the highest level of set goals and targets, make up for the unachieved growth of the first quarter; focus on implementing the contents according to Directive No. 12 dated April 21, 2024 of the Prime Minister on key tasks and solutions to promote socio-economic development, in accordance with the actual conditions of the province.
The Chairman of the Provincial People's Committee also requested the sectors to focus on completing key tasks, including: Completing the contents of the thematic meeting of the Provincial People's Council scheduled for early June; closely following the National Assembly's listening and giving opinions on the draft Resolution on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province.
In addition, complete the plan to implement the Provincial Planning; develop the socio-economic development plan, state budget estimate for 2025, state budget estimate for 3 years 2025-2027. Complete the procedural documents to submit the Project to expand the administrative boundaries and urban space of Vinh city and the Project to arrange administrative units at district and commune levels for the period 2023-2025.
Chairman of the Provincial People's Committee Nguyen Duc Trung requested relevant sectors to focus on promoting the implementation of two central projects under the Agriculture sector in the area, including: Ban Mong Reservoir Project and Khe Lai - Vuc Mau Irrigation System Project; deploy funding sources to overcome floods and storms in 2022; submit the Planning of the High-tech Forestry Zone; advise on organizing a dialogue conference between the Chairman of the Provincial People's Committee and farmers.
On the other hand, the sectors coordinate with localities to focus on site clearance to implement major projects of the Central and the province; direct and speed up the construction progress of key projects: the Vinh - Cua Lo connecting road project, the National Highway 7C (Do Luong) to Ho Chi Minh Road (Tan Ky) project, the Coastal Road Project from Nghi Son (Thanh Hoa) - Cua Lo (Nghe An).
Relevant sectors consult on plans to pay compensation for site clearance for the project to upgrade and expand National Highway 1A; complete procedures for renovating Vinh International Airport; complete documents to adjust the investment project to build Cua Lo Deepwater Port and the Project to expand the Southeast Economic Zone; focus on completing procedures for the Quynh Lap LNG Thermal Power Project; and remove obstacles for a number of projects of the Electricity sector in the area.
Regarding budget revenue, expenditure and public investment, the Chairman of the Provincial People's Committee requested the Finance sector to coordinate with the Tax Department and the Customs Department to closely monitor and evaluate the progress of revenue collection; advise on budget expenditure management to ensure strictness, economy and efficiency; and increase the use of electronic invoices.
The Department of Planning and Investment urges sectors, units, localities, and investors to accelerate public investment disbursement; by the end of June 2024, resolutely transfer capital for projects that have not been disbursed or are slow to disburse; guide sectors to prepare the 2025 Public Investment Plan.
The head of the provincial People's Committee also requested all levels and sectors to continue improving the investment and business environment; focusing on removing obstacles and difficulties for businesses and investors. The Management Board of the Southeast Economic Zone coordinates with localities in the economic zone to speed up site clearance to promote the establishment of new industrial parks to continue attracting investment.
In the field of culture and society, the Chairman of the Provincial People's Committee requested that all sectors focus on directing and completing well the review and examination work, ensuring compliance with regulations and quality, maintaining Nghe An's educational position in the top of the country, most importantly ensuring the maximum number of 10th grade students studying at public schools.
In addition, the sectors continue to carry out social security work well, prepare to organize activities on War Invalids and Martyrs Day; promote propaganda, promotion, and attract tourists; and organize cultural and sports activities well.
Pay attention to seriously implementing the administrative reform plan, digital transformation, Project 06 of the Government. Strengthen discipline, administrative discipline, public ethics; study and implement Decree 73 of the Government on encouraging the protection of dynamic, creative, daring to think, daring to do, daring to take responsibility for the common good; urgently advise on solutions to overcome the low-scoring component indicators in the province's PCI Index. Ensure national defense, security, social order, strengthen fire prevention and fighting.
At the meeting, the Provincial People's Committee also listened to and unanimously approved the draft Resolutions of the Provincial People's Council, draft Decisions of the Provincial People's Committee and other important contents.
