Talking with religious dignitaries, monks, nuns, and Buddhists, National Assembly Chairman Vuong Dinh Hue, on behalf of the National Assembly Standing Committee and the working delegation, sent warm greetings and best wishes to the monks, nuns, dignitaries, officials, soldiers, and all Khmer people, and to celebrate the Sene Dolta Festival together in a warm, joyful, and happy manner.
National Assembly Chairman Vuong Dinh Hue stated that Soc Trang is a province with a large number of ethnic minorities and the province with the largest number of Khmer people in the country (accounting for more than 30% of the province's population). In recent years, with the close leadership and direction and active support of the Central Ministries and branches, the Party Committees and authorities at all levels in Soc Trang province have paid attention to leading and directing the effective implementation of the Party's guidelines and policies, the State's policies and laws related to ethnic minorities and proposed many specific support policies for the province.
In recent times, Soc Trang province has actively mobilized and effectively used resources to build and repair houses for poor households in difficult circumstances. From 2021 to now, it has supported the construction of about 5,000 solidarity houses. Support 30% of health insurance premiums for people in near-poor households in the province, ensuring that 100% of poor and near-poor households are issued health insurance cards. Create favorable conditions for people of all ethnic groups and religions to preserve and promote their cultural identities and fine traditions; organize cultural and religious activities according to customs and practices, comply with legal regulations; develop and implement the Project to Improve the quality of Khmer language broadcasting program content for the period 2021-2025. Pay attention to implementing regimes and policies for ethnic minority cadres (on training, fostering, appointment, etc.); policies on supporting teaching and reading ethnic scripts.

National Assembly Chairman Vuong Dinh Hue said that at the recently concluded 8th Conference, the 13th Party Central Committee gave its opinion on summarizing the implementation of Resolution No. 23-NQ/TW, dated March 12, 2003 of the 9th Party Central Committee on promoting the strength of great national unity for a rich people, strong country, and a fair, democratic, and civilized society.
The Central Committee has unanimously issued a new resolution to replace Resolution No. 23 in the spirit of affirming that national solidarity is a strategic issue of the Party and State, affirming that ethnic minorities and religions are an inseparable part of the Vietnamese ethnic community. Thereby, continuing to affirm the consistent policy of the Party and State in caring for compatriots in general, including ethnic minorities and religions in particular.
The 14th National Assembly has issued the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas. At the 6th Session, which is set to open on October 23, the National Assembly will conduct supreme supervision on the topic "Implementation of National Assembly Resolutions on National Target Programs", including the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2030 period. It is expected that the National Assembly will issue a Resolution on supervision, including a number of new policies, such as the pilot policy of integrating and contracting all 3 national target programs at the district level, assigning the provincial level to coordinate to enhance local autonomy.
In the coming time, National Assembly Chairman Vuong Dinh Hue suggested that the Provincial Party Committee thoroughly grasp the Central Resolutions, including the Resolution replacing Resolution No. 23, to further imbue the spirit of "Solidarity, solidarity, great solidarity. Success, success, great success".
