Ho Chi Minh City: 3 more one-stop models to support children suffering from violence and abuse

The People's Committee of Ho Chi Minh City has just issued 3 decisions on establishing a one-stop model to receive and provide social work services for children who have suffered violence, abuse, and unwanted pregnancies and come for examination and treatment at the City Children's Hospital, Children's Hospital 1, and Ho Chi Minh City Orthopedic and Trauma Hospital.

Hospitals with a one-stop model will receive, screen, treat, consult, and provide on-site emergency protection services for children suspected of violence, abuse, or unwanted pregnancy.

The output of the one-stop model is located at the City Youth Social Work - Vocational Education Center (No. 14 Nguyen Van Bao, Ward 4, Go Vap District) which performs the function of receiving, caring for, nurturing and providing social work services for victims of violence and abuse transferred from hospitals in need of emergency shelter.

Ho Chi Minh City Department of Health is assigned to be the presiding agency, coordinating with relevant parties to implement the one-stop model; advising the City People's Committee to promulgate the operating regulations of the One-stop Model.

The Department of Labor, War Invalids and Social Affairs of Ho Chi Minh City is the agency coordinating professional activities of the one-stop model; coordinating with hospitals and related units to connect support services, interventions, recovery and development support for victims of violence and abuse.

The operating costs of the one-stop model are guaranteed by the Ho Chi Minh City budget and are included in the annual estimates of the Department of Health and the Department of Labor, War Invalids and Social Affairs.

Previously, on December 12, 2022, Ho Chi Minh City piloted a one-stop model to support women and children who are victims of violence and abuse, with the model's input at Hung Vuong Hospital (District 5) and the output at the City Youth Social Work - Vocational Education Center (Go Vap District). This is the first one-stop model to be piloted nationwide, operating according to the standards of countries around the world. The implementation period is from 2022 to 2026. By the end of March 2023, the one-stop model to support women and children who are victims of violence in Ho Chi Minh City was officially launched at Hung Vuong Hospital. Before this model was launched, there were several types of responses to gender-based violence nationwide, such as support centers, social protection facilities, and shelters.

According to the Department of Labor, War Invalids and Social Affairs of Ho Chi Minh City, the utility of the one-stop model to support women and children who are victims of violence and abuse is the ability to quickly intervene and provide comprehensive support to victims of violence and abuse right from the moment they arrive at the hospital. When detecting signs of or having experienced violence and abuse, doctors will advise and refer the patient to the model for assistance. Here, the patient will receive emergency intervention, psychological and legal support and connection to necessary services.
