(TN&MT) - On the morning of February 19, at the 9th Extraordinary Session, under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly officially passed the Resolution supplementing the socio-economic development plan for 2025, with the goal of achieving GDP growth of 8% or more. The electronic voting results showed that 463/464 National Assembly deputies participated in the vote in favor, accounting for 96.86%, showing high consensus among the deputies.
Growth goals and targets
The draft Resolution supplementing the socio-economic development plan for 2025 clearly states the general goal of consolidating and preparing the fundamental factors to successfully implement the 10-year socio-economic development strategy for 2021-2030, marking an important turning point in the country's development process. In 2025, the main goal is to promote economic growth, achieving a GDP growth rate of 8% or more, while maintaining macroeconomic stability, controlling inflation and ensuring major balances of the economy.
Along with that, the National Assembly determined specific targets for 2025, in which GDP reached about 500 billion USD, GDP per capita is expected to reach over 5,000 USD, and the average consumer price index (CPI) growth rate is about 4.5 - 5%. These targets will be an important basis for assessing economic development results in 2025, at the same time creating the premise to achieve a higher growth rate in the period of 2026 - 2030.
Main tasks and solutions
At the meeting, Secretary General of the National Assembly Le Quang Tung presented the main tasks and solutions that the National Assembly requested the Government and relevant agencies to focus on implementing in order to achieve the socio-economic development goals for 2025. The National Assembly basically approved the tasks and solutions proposed by the Government and National Assembly agencies, and at the same time requested the Government to focus on 5 important tasks and solutions.
Regarding the improvement of institutions and the effectiveness of law enforcement , the Resolution emphasizes the improvement of institutions and laws to create a favorable environment for economic development. In particular, it is necessary to innovate the thinking of law-making in the direction of "both strict management and development creation", abandoning the thinking of "if you can't manage, then ban", and instead "managing according to results". This innovation aims to create an open legal system, promoting the development of areas such as science and technology, digital transformation and financial, securities and real estate markets.
In addition, the implementation of laws and resolutions passed by the National Assembly also needs to be accelerated, especially documents related to organizational restructuring and decentralization. The National Assembly requests the Government to urgently implement these tasks to ensure continuous, smooth and effective operations.
Regarding investment in strategic infrastructure, one of the important solutions is to focus resources on completing strategic infrastructure, especially transport infrastructure. The National Assembly requested to accelerate the progress of major projects such as Long Thanh International Airport, Lach Huyen area ports, Tan Son Nhat T3 and Noi Bai T2 terminals, along with the commencement of construction of Lien Chieu port. In particular, it is necessary to add about VND 84.3 trillion in public investment capital from increased revenue and state budget savings in 2024 to promote the progress of strategic transport projects in 2025.
Another important solution is to continue reforming administrative procedures and creating all conditions to quickly resolve investment procedures. The National Assembly requested the Government to continue promoting the development of private and collective enterprises, especially small and medium enterprises, and encourage these enterprises to participate more deeply in the global value chain. To do this, there must be mechanisms to prioritize the development of large-scale ethnic enterprises and remove bottlenecks in the real estate, securities and corporate bond markets.
The resolution also requires continuing to promote traditional growth drivers, including tax and credit mechanisms and policies to support increased purchasing power and stimulate consumption. In particular, it is necessary to strengthen the connection between supply and demand and promote domestic trade, encourage the development of e-commerce, thereby boosting total retail sales of goods and consumer service revenue to grow by about 12% or more in 2025.
To achieve the goal of sustainable and long-term growth, the National Assembly requested the Government to promote the development of new growth drivers, especially in the fields of science and technology, innovation and digital transformation. The National Assembly emphasized the need to develop new industries such as artificial intelligence (AI), big data, cloud computing, biomedical industry, new energy, and entertainment industry. Training high-quality human resources in these industries is also very important to meet market demand in the context of a rapidly changing world.
Besides, it is necessary to promote economic diplomacy and attract resources from international investment funds, especially in the fields of science, technology and innovation.
Important foundation for achieving sustainable development goals
The resolution supplementing the socio-economic development plan for 2025 demonstrates the National Assembly's determination to promote strong growth in the coming years, especially in the context of the economy facing many global challenges. With specific and synchronous solutions, the GDP growth target of 8% or more by 2025 is not only feasible but also creates strong momentum for the next stage of development.
The adoption of this Resolution also affirms the National Assembly’s efforts in creating a solid foundation for long-term socio-economic development, especially in the context of increasingly deep international integration and constant changes in technology and global markets. To achieve the above goals, close coordination between the Government, relevant agencies and the whole society is extremely important.

New growth drivers, along with the strong development of science, technology and innovation, will be an important foundation for achieving sustainable development goals in the coming years.
