On the morning of April 1, speaking at the opening of the National Assembly Standing Committee's special session on law-making, National Assembly Chairman Vuong Dinh Hue said that delegates are expected to give their opinions on two groups of issues.

Specifically, for the first group of issues, the National Assembly Standing Committee gave opinions on 10 bills that will be submitted for first consideration at the upcoming 7th session.

Up to now, based on the results and preparation progress, the National Assembly Standing Committee has only had enough documents to consider 5 draft laws in this specialized legal session.

The amended and supplemented laws include: Notary Law; Trade Union Law; Law on Prevention and Combat of Human Trafficking; Law on Management and Use of Weapons, Explosives and Supporting Tools.

The National Assembly Chairman also said that at this session, for the first time, the National Assembly Standing Committee will consider and comment on the draft Law on People's Air Defense. This is a completely new draft law to institutionalize the Party's viewpoints and policies on the strategy to protect the Fatherland in the new situation, which was approved by Resolution 44/2023 of the 8th Central Conference of the 13th tenure.

Among these 5 draft laws, there are 2 draft laws related to the armed forces, including the Law on People's Air Defense and the Law on Management and Use of Weapons, Explosives and Supporting Tools.

These draft laws must all go through the process of review, comment, and approval at two sessions.

As for the draft Law on Management and Use of Weapons, Explosives and Supporting Tools, if it is well prepared and discussed and receives high consensus, the National Assembly Standing Committee will coordinate with the Government to submit it for approval at the 7th session according to the 1-session process.

Regarding the second group of issues, the National Assembly Chairman said that the National Assembly Standing Committee will give opinions on the draft resolution of the National Assembly Standing Committee on job positions for full-time National Assembly deputies working at the Central level, and officials and civil servants under the management authority of the National Assembly Standing Committee.

This is the content to prepare for the implementation of salary policy reform, salary payment according to job position, position, and title of leaders from July 1. Therefore, to build a salary scale and table system, the first thing to do is to build job positions.

From July 1, 2024, the whole country will implement salary reform.

In addition, the National Assembly Chairman also informed that in the assignment of the Steering Committee for salary reform, the National Assembly Standing Committee must consider issuing this resolution as a basis for building salary scales and tables.

The scope of application of the resolution is for full-time National Assembly deputies working at the Central level, officials under the management authority of the National Assembly Standing Committee and the National Assembly Office, the Institute for Legislative Studies, the Supreme People's Court, the Supreme People's Procuracy, and the State Audit.

Emphasizing that the scope of the resolution is quite broad, the process of building job positions has been going on for quite a long time and since 2021, the National Assembly Chairman said that the agencies have basically completed and are qualified to submit to the National Assembly Standing Committee for consideration.
