On the afternoon of September 11, at the Office of the President, President Vo Van Thuong received US President Joe Biden and hosted a State reception. President Biden is on a two-day State visit to Vietnam. Speaking at the reception, President Vo Van Thuong expressed his confidence in continuing the long history of Vietnam-US relations with trust, understanding and mutual respect, with a new momentum established by the two countries during this visit to Vietnam. Accordingly, the upgrading to a Comprehensive Strategic Partnership for peace, cooperation and sustainable development between Vietnam and the US will develop strongly and substantially, bringing practical benefits to the people of the two countries, making a positive contribution to peace, friendship, cooperation and sustainable development in the region and the world. The President also recalled the event that five months after the country's independence (February 16, 1946), President Ho Chi Minh sent a letter to President Truman expressing his wish to establish a "full cooperative" relationship with the United States. However, due to historical conditions and circumstances, that wish had to go through many rapids and challenges. "And we have overcome them to happily affirm that never before has the relationship between Vietnam and the United States developed as well as it does today; from former enemies to Comprehensive Strategic Partners," said President Vo Van Thuong. He emphasized that this is a model in the history of international relations in mending and building relations after the war. This result is due to the joint efforts to overcome historical challenges and ups and downs of many generations of leaders and people of the two countries. According to the President, over the past 50 years, the two sides have witnessed many important and meaningful events, unprecedented strong progress, with remarkable achievements in many areas of cooperation between Vietnam and the US, from economics - trade - investment, education - training, to dialogue and coordination mechanisms on many issues and fields... Among them, the two sides have achieved outstanding results in cooperation to overcome the consequences of war such as: Dioxin and Agent Orange detoxification project; forms of US support for people with disabilities, second and third generation Agent Orange victims; clearance of bombs, mines and explosives left over from the war in Vietnam. Most recently, Vietnam and the US have cooperated to appraise samples of remains of unidentified Vietnamese martyrs. The President highly appreciated and thanked generations of the US government and people, especially President Joe Biden and his wife, for actively supporting Vietnam in this humanitarian field. On this occasion, the President respectfully thanked agencies, organizations and individuals of the two countries, over many generations, who have made continuous efforts to foster and develop the Vietnam - US relationship; including the late Senator John McCain, Special Envoy John Kerry, former Senator Patrick Leahy, long-time friends of Vietnam. Thanking President Vo Van Thuong for his warm welcome, US President Joe Biden mentioned two famous lines in the Tale of Kieu: "The glory makes up for the hardships of life / The love of the day adds spring to the day" and said he could feel the glory and warmth of the limitless opportunities opening up ahead. Praising the efforts of the two countries to "seize the potential of the future", President Joe Biden emphasized that these are great opportunities for prosperity for the people of the two countries; demonstrating the long journey the two sides have traveled, but more importantly, how far they will continue to go in the future. Accordingly, President Joe Biden affirmed that the two sides have established a Comprehensive Strategic Partnership for peace, cooperation and sustainable development to move forward together, deal with challenges together, and embrace the future together. Previously, at the talks between General Secretary Nguyen Phu Trong and President Biden on the afternoon of September 10, right after the official welcoming ceremony, Vietnam and the US decided to establish a Comprehensive Strategic Partnership, after 10 years of maintaining the Comprehensive Partnership. General Secretary Nguyen Phu Trong and US President Joe Biden agreed that the most important factors for the development of Vietnam-US relations are full respect for the basic principles guiding the bilateral relationship, including respect for the United Nations Charter, international law and each other's political institutions, independence, sovereignty and territorial integrity. The General Secretary emphasized that mutual understanding, each other's circumstances, respect for each other's legitimate interests and non-interference in each other's internal affairs are always important. The specific motto for the development of Vietnam-US relations is "putting aside the past, overcoming differences, promoting similarities, and looking toward the future". Accordingly, Vietnam highly appreciates and values the US's affirmation of supporting a "strong, independent, self-reliant and prosperous" Vietnam.
