Steering Committee for Administrative Reform, Digital Transformation and Project 06 provinces summarizes work in 2024 and deploys tasks in 2025

According to the report on the situation and implementation results of Project 06 of the Steering Committee for Administrative Reform (PAR), Digital Transformation and Project 06 of the province, in 2024, the Steering Committee issued 8 plans, 2 decisions, 65 documents directing departments, branches, organizations, and localities to organize the implementation of the tasks of Project 06.

In particular, the key tasks are to implement Directive 04/CT-TTg dated April 11, 2024 of the Prime Minister; Continue to implement Directive 24/CT/TU dated February 2, 2023 of the Provincial Party Committee on promoting the implementation of Project 06 in 2023 and the following years in the province; advise on resolving "bottlenecks" in funding, on slow and late tasks in 2023. At the same time, overcome shortcomings and limitations in the digitization of civil status, land and labor data; study and implement solutions, experiences, and implement 19 key tasks of Project 06 implemented in Hanoi. Strengthen security, safety and information confidentiality; promote the implementation of utilities of Project 06 and propagate and mobilize people to use it in their lives.

Agencies, units and localities have proactively researched, developed plans and organized implementation in accordance with their functions, tasks and authorities; ensuring the successful completion of assigned tasks. Notably, the Department of Home Affairs has advised the Provincial People's Committee to merge the 3 Steering Committees of Administrative Reform, Digital Transformation and Project 06 into 1 Steering Committee for unified management, thereby advising the Provincial People's Committee to resolve "bottlenecks" and shortcomings in the implementation of Project 06 in the province. On the side of the Department of Finance, it has completed the work of advising and approving the allocation of funds from regular expenditure sources to serve the implementation of Project 06 in the period of 2023 - 2025 for the Provincial Police; the Department of Planning and Investment advised the Provincial People's Committee to submit to the Provincial People's Council to issue a Resolution approving the public investment policy for the Project of purchasing equipment to serve Project 06 in the Lam Dong Provincial Police force.

For the Public Administration Service Center, the connection of the Electronic Data Management Warehouse of organizations and individuals on the National Public Service Portal has been completed and the provincial administrative procedure settlement information system (TTHC) has been upgraded, officially operating the electronic connection process of 2 groups of TTHC from September 6, 2024. The Department of Health has coordinated with research units to register and deploy a free program of Smart Medical Kiosk solutions for medical facilities, deploying electronic health books on VNeID. Along with that, 10/10 districts and cities have completed the target of receiving ID card applications for 100% of eligible citizens aged 14 and over in the area; some districts and cities have implemented good models, such as Da Lat with the model "60 minutes of guidance, serving the people every day"; Cat Tien has a model of "Reception point for handling administrative procedures, online public services, citizen identification cards (CCCD) and registering level 2 electronic identification accounts in the civilized and modern Cat Tien town"; Lam Ha district, Bao Loc city digitized records, the results of handling administrative procedures reached 100%...

The Standing Office of the Steering Committee has performed well its advisory, monitoring and urging role in advising the Provincial Steering Committee to organize the Inspection Team for Project 06. Organized over 125 working sessions with departments, branches and localities to urge the implementation of key and urgent tasks of Project 06. At the same time, issued 15 plans, 21 secret telegrams, 193 directive documents to issue 4 peak periods to deploy the tasks of Project 06 according to the functions of the Public Security sector. Continue to maintain the operation of the Cyber ​​Security and Information Security Team implementing Project 06 of the Provincial Public Security and the Project 06 Support Team in Lam Dong Public Security to advise on the implementation of key tasks in 2024.

Propaganda work, institutional improvement, technological infrastructure... have all been paid attention to, focused on implementation and achieved very positive results. The results of digitalizing specialized data, with civil status data digitized by electronic registration and management software, 1,609,720 data, reaching 96.1%; digitizing land at 10/10 district-level units, on spatial data 743,923 land plots, attribute data 1,003,857 land plots, scanned profile data 385,343 profiles. Labor data, collected 574,632 workers...

Regarding the work of standardizing and cleaning data of the sectors, the Department of Health has completed updating and verifying information on subjects receiving COVID-19 vaccine; the Provincial Social Security has updated and verified the National Database (NDB) on insurance and the National Database on Population of 1,162,255 people, reaching 99.41%. The Department of Labor, War Invalids and Social Affairs has cleaned data on the system of 77,498 social security beneficiaries, updated information of 168,151 children into the software, reaching 43.73%; reviewed and cleaned data of 5,701 meritorious people. The Department of Education and Training has updated personal records of 321,408 students on the Education sector database system, and verified the National Database on Population of 312,688 students, reaching 97.29%. The Department of Information and Communications has requested telecommunications enterprises in the area to standardize mobile subscriber information, accordingly, it has standardized according to CCCD 600,040 subscribers/642,668 subscribers that need to be standardized, reaching a rate of 98.82%, and at the same time stopped providing 2G subscriber services for 35,493 subscribers.

During the year, many utilities of Project 06, population data, identification cards, CCCD, electronic identification were increasingly applied in practice to serve the legitimate interests of citizens, contributing to local socio-economic development, such as making cashless payments for 100% of social security beneficiaries who have accounts and need to pay via accounts. When performing online public services, people receive a 20% reduction in fees and charges and can use personal data through connecting and sharing data between the National Population Database and the information system for handling administrative procedures; through ID cards, CCCD, electronic identification accounts, VNeID applications...

According to the assessment of the Steering Committee for Administrative Reform, Digital Transformation and Project 06 of the province, in 2024, the Steering Committee has directed decisively, proactively and consistently from the beginning of the year, closely following the goals and roadmap of the Project and the guidance of the Working Group implementing Project 06 of the Government, ministries and central branches. The role of leaders at all levels has been enhanced, departments and branches have proactively developed plans and implementation roadmaps; awareness and actions of all levels, branches and people in the province on digital transformation in general and Project 06 in particular have been significantly improved. The implementation of Project 06 has had innovative and creative approaches, suitable to the practical situation and effective in the locality.
