The Minister of Home Affairs said that in the process of implementing and developing 6 specific contents on public sector salary reform according to Resolution No. 27/2018 of the Party Central Committee, especially the development of new salary tables (position salary table, professional and technical salary table for cadres, civil servants, public employees and 3 salary tables for armed forces) and allowance regimes, the Government realized that many problems and shortcomings arose.

The difficulties and shortcomings include: New salary table; rearrangement of allowance regimes; construction and completion of job positions; implementation of Resolutions of the 6th Central Conference, Session XII and innovation and reform projects in sectors and fields.

The above issues have been reported to the Politburo. On June 21, the Politburo issued Conclusion No. 83 agreeing on the policy for the Government to report to the National Assembly for implementation.

At this session, the Government proposed that the National Assembly fully implement two contents of wage reform in the enterprise sector, including: Adjusting the regional minimum wage according to the provisions of the Labor Code (increasing by 6% from July 1); regulating the wage mechanism for state-owned enterprises (applied from January 1, 2025).

The Government also proposed implementing salary reform according to Resolution No. 27 in the state sector in a gradual, cautious, and certain manner, ensuring feasibility and contributing to improving the lives of wage earners.

The Government has proposed to implement 4/6 contents of Resolution 27 on salary reform that are clear and meet the conditions. Regarding the 2 contents of salary reform that have not been implemented, including new salary tables (eliminating the basic salary and salary coefficient) and restructuring and arranging 9 new allowance regimes, Minister Pham Thi Thanh Tra said that the implementation process has encountered many shortcomings, and it is necessary to continue to study and complete step by step, carefully; at the same time, it is necessary to consider amending or abolishing many current regulations related to the basic salary.

Accordingly, the Government proposes that during the time when the conditions for abolishing the basic salary and salary coefficient are not yet met, the Government will be assigned to increase the salary, adjusting the basic salary from the current VND 1.8 million to VND 2.34 million/month (an increase of 30%) from July 1.

For agencies and units that are applying special financial and income mechanisms at the central level, it is recommended that the National Assembly assign the Government to continue directing the review of the entire legal framework to submit to competent authorities for consideration and decision on amending or abolishing the special financial and income mechanisms of agencies and units that are being implemented appropriately.

Retain the difference between the salary and additional income in June 2024 of cadres, civil servants and public employees with the salary from July 1 after amending or abolishing the special financial and income mechanism.

During the period of not amending or abolishing these mechanisms, the monthly salary and additional income increase will be implemented based on the basic salary of 2.34 million VND/month according to the special mechanism from July 1, ensuring that it does not exceed the salary and additional income received in June 2024 (excluding the salary and additional income increase due to adjustment of salary coefficients of salary scale and grade when upgrading grade and grade).

In case of calculation according to the above principle, if the salary and income increase from July 1, 2024 according to the special mechanism is lower than the salary according to general regulations, the salary regime according to general regulations will be implemented.

According to calculations in report No. 487 dated June 3 of the Ministry of Finance, the total funding requirement to adjust the basic salary by 30%, implement the bonus of 10% of the basic salary fund, adjust the pension and cumulative allowance for the 3 years 2024-2026 to increase by VND 913,300 billion, the Government ensures sufficient resources for implementation.
