On December 30, 2024, the Ministry of Education and Training issued Circular No. 29/2024/TT-BGDDT regulating extra teaching and learning (Circular 29). On February 14, the Circular on extra teaching and learning of the Ministry of Education and Training will take effect.

Recently, new regulations on tutoring and extra learning have attracted attention in the education community as well as confusion for teachers and parents. However, in fact, these regulations do not prohibit teachers from tutoring, but only put this activity within a legal framework, creating transparent and legal processes. This not only helps teachers to continue tutoring legally, but also promotes their professional responsibility towards students and society.

Private tutoring has long been an integral part of the education system. This is a practical need that arises from the need for students to review and consolidate their knowledge to better prepare for exams. Although formal classroom learning is regulated, due to differences in learning abilities among students and increasing learning demands, many students need additional time and support to keep up with the program.

With these needs, tutoring becomes an essential part to help students improve their knowledge and skills. Teachers can also use tutoring as a way to consolidate students' knowledge and improve their personal income. However, the development of tutoring and tutoring also comes with many negative consequences if not properly managed.

Therefore, the new regulation was issued to limit negative and distorted aspects, protect the rights of students and maintain the professional quality of teachers. Many experts believe that it is necessary to develop clear regulations and strict inspection procedures for extra classes to ensure quality and transparency. Teachers need to comply with regulations on reasonable fees, teaching quality and ensure that extra teaching does not become a burden for students and parents.

Deputy Minister of Education and Training Pham Ngoc Thuong shared his thoughts on the new regulations on extra teaching and learning. He emphasized that extra teaching and learning activities are managed, not "banned". Clearly define which extra teaching and learning activities are in accordance with regulations and which are not in accordance with regulations so that authorities at all levels, organizations, individuals and the whole society can participate in monitoring.

Thus, within the framework of these regulations, teachers are not prohibited from giving extra lessons, but they must do so properly, in compliance with the provisions of the law and professional ethics. This requires teachers to raise their awareness of professional responsibility, as well as their role in shaping and developing students' personalities.

It is entirely possible for teachers to work properly and earn a legal income from tutoring if everyone complies with the regulations. On the contrary, fraudulent acts and taking advantage of tutoring for personal gain will be eliminated, gradually creating a cleaner educational environment. This helps prevent the image of teachers from being tarnished by unethical behavior.

However, not everyone can easily accept these changes. Changing habits and abandoning old ways of doing things that have brought benefits is not easy. Especially for teachers who are used to working as freelance tutors, without being bound by regulations, switching to working within a legal framework requires determination and effort.

But in a civilized society, obeying the law is the responsibility and right of every individual. Learning to live and work according to the law not only helps us protect ourselves, but also contributes to building a healthy and sustainable educational environment.

The most important thing in all these regulations is that students must always be at the center. Education must be seen as a comprehensive development process, not only in terms of knowledge but also in terms of personality and character of students. To create educational products that are brave, confident and kind in the future, teachers need to be good examples, follow the regulations and always put the interests of students first.

In short, the new regulations on extra teaching and learning not only provide opportunities for teachers to continue their careers and earn additional legal income, but also an opportunity to improve the quality of education, ensure transparency and responsibility in work. The most important thing is that every action and every decision must be directed towards the common goal of building a civilized, fair and developed education system.

Deputy Minister of Education and Training Pham Ngoc Thuong said that the issuance of the Circular regulating extra teaching and learning is to comply with many current policies and regulations and to meet practical requirements. Up to this point, through monitoring public opinion, the provisions of the Circular have received consensus from society.

Thus, the overall management of a “big, difficult” issue such as extra teaching and learning has been demonstrated through the provisions of Circular 29. Now is the implementation process, in which “understanding and fulfilling the responsibilities of all parties” is the decisive factor for Circular 29 to truly come into life.

To do so, measures are needed to encourage teachers to engage in private tutoring responsibly, focusing on improving the quality of teaching rather than just caring about profits.

In addition, students and parents are also equipped with knowledge to choose appropriate extra classes, avoiding the situation where students participate in low-quality classes with too high fees. Parents must have an understanding of the legal regulations related to extra teaching and learning, so that they can supervise the teaching and learning of their children.

In addition, educational institutions must also increase support and create conditions for teachers to improve their professional qualifications, while building a healthy learning environment in schools, avoiding teachers having to "run" after profits from extra teaching.

It can be said that extra teaching and learning are practical needs, strict management is necessary to prevent negative aspects, but at the same time, reasonable adjustments are needed to ensure the rights of students, parents and teachers. In a modern society, the harmony between management and the reality of extra teaching and learning is the key to building a quality and sustainable educational environment.

The Prime Minister has sent a telegram to the People's Committees of provinces and cities and the Ministry of Education and Training to direct the work of recruiting students for secondary and high schools and the management of extra teaching and learning at the general education level. Regarding the management of extra teaching and learning, the Prime Minister requested the People's Committees of provinces and cities to direct general education institutions in the area to strictly implement regulations on extra teaching and learning and strictly handle violations of regulations. At the same time, direct the replication of collective and individual examples of dedication and devotion to students.

The Prime Minister requested the Ministry of Education and Training to strengthen information, propaganda, inspection and supervision of strict implementation of regulations on secondary and high school enrollment, regulations on extra teaching and learning, and strictly and publicly handle violations according to regulations.
