On November 4, Deputy Prime Minister Tran Hong Ha signed the Prime Minister's telegram on focusing on implementing urgent tasks and solutions, focusing on combating illegal, unreported and unregulated (IUU) fishing, and preparing to welcome and work with the 5th inspection delegation of the European Commission (EC).
In the telegram sent to ministries, branches, associations, unions and 28 coastal provinces and cities, it emphasized that up to now, through 4 inspections by the EC, the results of implementing the task of combating IUU fishing have changed, achieving specific results, which have been recognized by the EC.
However, there are still many goals and tasks that have not been achieved or are slow to be completed according to the direction of the Secretariat, the Government, the Prime Minister and the EC's requirements related to the contents of registration, granting of fishing licenses, and handling of "3 no" fishing vessels.
Violations of regulations on installation, management and operation of fishing vessel monitoring equipment (VMS) and especially, the situation of Vietnamese fishing vessels and fishermen illegally exploiting seafood in foreign waters continues to be complicated.
The above-mentioned shortcomings and limitations are mainly due to the lack of determination in leadership and direction by leaders in some places, lack of proper attention, lack of inspection, supervision and some functional forces have profited, covered up and assisted in IUU fishing...
In order to remove the “yellow card” warning from the 5th inspection by the EC, the Prime Minister requested ministries, sectors and localities to proactively and promptly coordinate with ministries, sectors, localities and forces in sharing information, fighting, preventing and handling IUU fishing activities.
Directing subordinate law enforcement forces to launch a peak period in November to simultaneously deploy forces to patrol, inspect, and control and handle "3 no" fishing vessels, fishing vessels that do not meet the conditions for participating in illegal fishing activities, fishing vessels that have been deregistered but are still operating...

At the same time, prepare the best content and conditions to welcome and work with the EC inspection delegation for the 5th time, so as not to be passive or surprised, affecting the country's efforts to remove the "yellow card" warning.
The Prime Minister assigned the Ministry of Agriculture and Rural Development to direct and urge localities to complete registration, inspection, licensing of fishing vessels, and handling of "3 no" fishing vessels.
The Ministry of National Defense directed the navy, border guards, and coast guard forces to preside over and coordinate with fisheries surveillance and maritime law enforcement forces to continue to increase patrols, inspections, and controls in sea areas bordering countries where Vietnamese fishing vessels frequently violate illegal fishing regulations.
The Ministry of Public Security focuses on directing the police of all forces and the police of 28 coastal provinces and centrally run cities to control the situation of fishing vessels being bought, sold, and transferred without changing ownership, "3 no" fishing vessels, and other local fishing vessels and fishermen operating in the management area not in accordance with the law.
Continue to investigate and strictly handle according to the law organizations and individuals involved in violating IUU fishing, individuals who broker and connect fishing vessels and fishermen to illegally exploit in foreign waters, and acts of legalizing documents for export shipments to the European market.
