Since 2021, the Prime Minister has issued Decision No. 553 approving the Project "Raising public awareness and Community-based Disaster Risk Management, by 2030". In which, the Prime Minister assigned the Ministry of Education and Training (MOET) to preside over and coordinate with the Ministry of Agriculture and Rural Development (MARD) to develop a plan to integrate knowledge of disaster prevention and control into the curriculum of subjects and educational activities in schools.
Urgent need to equip skills in schools
Associate Professor, Dr. Ha Van Nhu - a research expert on disaster response at the University of Public Health, said that in the context of Vietnam being one of the countries most affected by climate change, especially storms, floods, rising sea levels, etc., it is necessary and urgent to equip people with skills to respond to natural disasters, even to live with disasters. In particular, not only adults but also students need to learn and practice these skills to ensure their own safety, save themselves and save others.
Looking back at the current school curriculum, at the primary level, the content on natural disaster prevention and response to climate change has been integrated into Natural Science subjects for grades 1, 2, 3 and Science subjects for grades 4 and 5. With the characteristics of students at this age being young, teachers focus on teaching them simple, familiar disaster prevention content to equip them with necessary knowledge and survival skills. Including understanding of necessary natural phenomena such as sun, rain, wind, storms... Keep a calm and confident mentality in all circumstances. Instruct students on what to do and what not to do to ensure safety for themselves and their families in the event of natural disasters...
At older ages, the education sector has integrated knowledge of natural disaster prevention and control into the curriculum, experiential activities, and educational activities for middle and high school students. Up to now, many schools have flexibly organized the integration of this content into the main curriculum as well as supplementary lessons on life skills and survival skills in times of natural disasters. Ms. Nguyen Kim Phuong - Principal of Tran Quang Khai Primary School (Go Vap District, Ho Chi Minh City) said that all students in the school are taught swimming to prevent drowning in grade 3 with an 8-period course. The school develops a topic each month to educate students, including responding to climate change.
Right at the preschool level, after the recent Typhoon Yagi, many schools in Hanoi have proactively included in their lessons an introduction to storms, floods and disaster response skills. Through familiar and practical methods such as watching weather reports, videos, drawings, etc., teachers from Hoa Hong Kindergarten, Kindergarten No. 5, etc. (Ba Dinh District) have helped children access the most basic concepts about storms, floods, and inundation, along with the serious consequences of natural disasters. From there, they can understand the difficulties that people are facing. In particular, an important skill that students are equipped with is knowing how to wear a life jacket properly to ensure safety in dangerous situations. Comply with safety rules when participating in water activities or when encountering storms and floods, etc.
Flexible for each area
In recent times, the education sector has proactively enhanced education for students so that they can have the skills to protect themselves as well as become active propagandists for their families and society. In particular, the Project on organizing safe swimming lessons and preventing drowning for students in the period 2025 - 2030, with a vision to 2035, which has been implemented in recent times, has achieved encouraging results. Accordingly, the content of teaching safe swimming and preventing drowning for students in schools has helped increase the rate of students who can swim every year.
Mr. Nguyen Nho Huy - Deputy Director of the Department of Physical Education, Ministry of Education and Training informed that the rate of students who know how to swim (by the end of 2022) is: 5,871,916 / 17,396,124 total students, accounting for: 33.75%, of which: primary school level 26.93%; secondary school level 41.50%; high school level 42.00%.
However, the report of the Ministry of Education and Training also pointed out that the communication work on issues related to prevention and control of accidents, injuries and drowning is sometimes passive, not timely and not complete; it has not covered all remote and disadvantaged areas, so the understanding of the purpose and meaning of prevention and control of accidents, injuries and drowning in some places is still limited.
To improve each person's capacity in terms of awareness and disaster prevention skills, Mr. Pham Duc Luan - Deputy Director General of the General Department of Disaster Prevention (Ministry of Agriculture and Rural Development) said that it is necessary to focus on equipping more specialized skills for each area. Specifically, people living in areas where natural disasters often occur must understand and have the skills to prevent those disasters. For example, in areas where floods occur, they must be equipped with boats or practice swimming... The education sector needs to coordinate with functional agencies through training sessions to equip skills and practice escape, rescue, first aid, disaster prevention... so that students not only understand but also practice and apply them in reality.
Ms. Tran Thi Hai Yen (Department of Dyke Management and Natural Disaster Prevention and Control, Ministry of Agriculture and Rural Development) suggested that extracurricular activities could be organized to raise awareness about natural disaster prevention and control, such as speech contests and painting contests for children about natural disaster prevention and control and climate change adaptation. These are opportunities for children to express their opinions and come up with creative ideas about natural disaster prevention and control and climate change adaptation in Vietnam in particular and in the world in general.
