The forum is organized with the desire to be a place for leaders, scientists, businesses and the community to discuss, exchange information and promote propaganda, education, raise awareness of the people and the community about the role, significance as well as challenges, difficulties and obstacles, at the same time, propose new opportunities and policies in sustainable green economic development associated with climate change in Vietnam.

Speaking at the forum, VOV Deputy General Director Pham Manh Hung said that recently the entire political system has been discussing a lot about the work needed to prepare for the new era of development of the Vietnamese nation - the era of rising up, calculated from after the 14th National Party Congress.

“ We understand that, to achieve development achievements worthy of the nation's rising era, each individual and organization needs to make outstanding efforts in all fields, as well as need very intelligent and dedicated opinions for the country's development to help managers have the right policies to contribute to new development.
The concept of green economy is no longer too new, it has been talked about a lot, but in society and public opinion, how to understand green economy is also a good question or the relationship between green economy and sustainable development, circular economy is also a matter worth discussing ", said Mr. Pham Manh Hung.
According to Mr. Pham Manh Hung, to develop a modern economy, it is necessary to rely on many factors, including modern governance, modern and smart infrastructure, a sustainable economy that saves resources and does not affect the environment. In recent times, the Party and the State have issued many documents on economic development and policies on green economic development, but to effectively implement them, specific and drastic actions are needed, as well as completely new and breakthrough policies.
According to UNEP (United Nations Environment Programme), a green economy is defined as one that results in improved human well-being and social equity, while significantly reducing environmental risks and ecological degradation. A green economy can be considered as one that is low-carbon, resource efficient and socially inclusive.

In Vietnam, green growth and sustainable development have received special attention from the Party and State in recent times, and are a positive direction to minimize the risks of climate change.
In 2012, the Prime Minister issued Decision No. 1393/QD-TTg approving the National Strategy on Green Growth for the 2011-2020 period and vision to 2050, which affirmed: "Green growth is an important content of sustainable development, ensuring rapid, effective, sustainable economic development and making an important contribution to the implementation of the National Strategy on Climate Change".
On October 1, 2021, the Prime Minister issued Decision No. 1658/QD-TTg approving the National Strategy on Green Growth for the 2021-2030 period, with a vision to 2050, setting out the general goal of green growth contributing to promoting economic restructuring associated with growth model innovation, aiming to achieve economic prosperity, environmental sustainability and social equity; towards a green, carbon-neutral economy and contributing to the goal of limiting global temperature rise.
The 13th National Congress of the Party also set out requirements and tasks for green economic development towards the stability, sustainability and prosperity of the country, stating: “ Proactively and effectively adapt to climate change, prevent, combat and mitigate natural disasters and epidemics, manage, exploit, use resources rationally, economically, effectively and sustainably; take protecting the living environment and people's health as the top goal; resolutely eliminate projects that cause environmental pollution, ensure the quality of the living environment, protect biodiversity and ecosystems; build a green economy, a circular economy, and be environmentally friendly ”.
