Adjust to increase 30% of basic salary

On the afternoon of June 25, continuing the 7th session, the National Assembly listened to the Government's report and the verification report on the contents of salary reform; adjusting pensions, social insurance benefits, preferential benefits for people with meritorious services and social benefits from July 1, 2024.

Authorized by the Prime Minister to present the report, Minister of Home Affairs Pham Thi Thanh Tra said that in the process of implementing and developing 6 specific contents on public sector salary reform in accordance with Resolution No. 27, especially the development of new salary tables (position salary table; professional and technical salary table for cadres, civil servants, public employees and 3 salary tables for armed forces) and allowance regimes, the Government found many problems and shortcomings including: New salary table; rearrangement of allowance regimes; development and completion of job positions;

The implementation of the 12th Central Committee's Resolution 6 and the innovation and reform projects in sectors and fields; accordingly, it was reported to the Politburo; on June 21, 2024, the Politburo issued Conclusion No. 83 agreeing on the policy for the Government to report to the National Assembly for implementation.

For the business sector, fully implement Resolution No. 27, including 2 contents: adjusting the regional minimum wage according to the provisions of the Labor Code (increasing by 6% from July 1, 2024); regulating the wage mechanism for state-owned enterprises (applied from January 1, 2025).

For the public sector, implementing 4/6 contents of Resolution No. 27 is clear and meets the conditions for implementation, including: First, perfecting the salary increase regime.

Second, supplement the bonus regime from July 1, 2024 (equal to 10% of the basic salary fund): Linked to the assessment and classification of work completion level, creating work motivation, improving work quality and efficiency.

Third, clearly stipulate and guide 5 sources of funding for implementing the salary regime, including: From increased revenue and surplus funds of localities allocated for salary reform in previous years; from the central budget; from a part of career revenue; from 10% of savings increased from regular expenditure; from sources due to streamlining of payroll.

Fourth, perfect the salary and income management mechanism: Clearly stipulate and guide 4 contents.

For 2/6 contents of public sector salary reform, including: New salary tables (eliminating basic salary and salary coefficient); restructuring and arranging into 9 new allowance regimes: Due to many shortcomings, it is necessary to continue researching and perfecting step by step, carefully; at the same time, it is necessary to consider amending or abolishing many current regulations related to basic salary.

Accordingly, the Government proposes that during the time when the conditions are not yet met, the basic salary and salary coefficient should be abolished to implement the solution of increasing public sector salaries from July 1, 2024 with 3 contents:

Adjust the basic salary from the current VND 1.8 million to VND 2.34 million/month (an increase of 30%); research, amend and supplement the allowance regime and some special regimes of the armed forces and of cadres, civil servants and public employees in some specialized fields that arise unreasonable during the implementation process; retain salaries and incomes for agencies and units that are currently applying special financial and income mechanisms.

Implement an adjustment to increase the pension and social insurance allowance by 15%; at the same time, for those receiving pension before 1995, after adjustment, if the benefit level is lower than 3.2 million VND/month, the adjustment will increase by 0.3 million VND/month, if the benefit level is from 3.2 million VND/month to less than 3.5 million VND/month, the adjustment will be equal to 3.5 million VND/month;

Preferential allowance for meritorious people according to the standard allowance level increased from VND 2,055,000 to VND 2,789,000/month (increased by 35.7%); social allowance according to the standard social assistance level increased from VND 360,000 to VND 500,000/month (increased by 38.9%).

According to the report, ensuring the payment capacity of the State budget for the period 2024 - 2026: According to the calculation in Report No. 487 dated June 3, 2024 of the Ministry of Finance, the total funding demand for adjusting the basic salary to increase by 30%, implementing the bonus of 10% of the basic salary fund, adjusting the pension and cumulative allowance for the 3 years 2024 - 2026 to increase by 913,300 billion VND, the Government ensures sufficient resources for implementation.

Major issues when adjusting basic salary

During the review, Chairwoman of the Social Committee Nguyen Thuy Anh said that the Social Committee agreed with the view that it is necessary to implement salary reform and related policies according to a suitable, step-by-step, cautious, and certain roadmap, ensuring feasibility, efficiency, and conformity with the payment capacity of the State budget and other contents stated in the Government's report.

However, with new and complicated issues, the Government needs to soon issue specific guidance documents to have a basis for implementation, especially with the regulation on supplementing the bonus fund by 10% of the basic salary fund and assigning the head to develop regulations on bonus regimes linked to the performance results of the subjects under management and "avoid duplication with the provisions of the Law on Emulation and Commendation" as stated in Conclusion No. 83.

Regarding 2/6 contents of public sector salary reform that have not been implemented, which are the construction of a new salary table and the rearrangement of the structure into 9 types of allowances according to the requirements of Resolution No. 27, the Social Committee and the Standing Committee of the Finance and Budget Committee basically agreed to immediately implement 3 solutions to increase public sector salaries from July 1, 2024 as shown in the Government's Report.

Regarding the adjustment of the basic salary from 1.8 million VND/month to 2.34 million VND/month, the Social Committee found that this is a remarkable increase in the process of salary adjustment, contributing to improving and enhancing the lives of wage earners, creating motivation to improve labor productivity and work efficiency.

However, along with increasing the basic salary, it is recommended that the Government pay attention to: Solutions to ensure resources for stable, long-term and effective implementation of policies;

Strengthen the implementation of price control and management measures and other solutions to curb inflation, ensuring the average CPI increase target in 2024 and the entire 2021-2026 period assigned by the National Assembly;

Accelerate the transition from fees to public service prices; there needs to be a mechanism to compensate the budget when the prices of essential public services have not yet been adjusted to the new salary level so that units implementing autonomy in regular spending can balance revenue and expenditure and have savings; ensure real autonomy when implementing financial autonomy.

According to the Government's Report, the total funding requirement to adjust the basic salary increases by 30%, implement a bonus of 10% of the basic salary fund, adjust pensions and cumulative allowances for the 3 years 2024 - 2026 increases by 913 trillion VND.

The Social Committee proposed that the Government supplement and clarify the impact of the policy on the 2024 State budget estimate and the 3-year State Finance - Budget Plan 2024 - 2026 reported to the National Assembly at the 6th Session and supplement full information on 5 sources of funding for salary implementation until the end of 2026, "clear regulations and instructions" in implementation as stated in Conclusion No. 83; assess the impact on the State budget, forecast resources and arising issues for the following years after 2026 .
