How to attract 23 million international visitors?

2025 is identified as the year when Vietnamese tourism accelerates, breaks through, overcomes difficulties, overcomes challenges, creates a premise and a solid foundation to contribute to the country entering a new era. The tourism industry aims to welcome 22 - 23 million international visitors, 120 - 130 million domestic visitors, achieve revenue from 980,000 billion VND to 1.05 million billion VND and create 5.5 million jobs.


This is considered an ambition and shows great expectations from the tourism industry. However, to achieve this goal, there must be specific steps and long-term strategies…

Current challenges

In 2024, Vietnam tourism will welcome more than 17.5 million international visitors, an increase of 39.5% compared to the previous year and achieving the target set at the beginning of the year (welcoming 17 - 18 million visitors). According to the Vietnam National Administration of Tourism, the above results were achieved thanks to focusing on innovating the content and methods of promotion and advertising, promoting the public-private partnership mechanism to successfully implement Vietnam tourism promotion programs abroad, along with a series of programs to introduce Vietnam tourism at festivals, cultural events, tourism, international tourism fairs abroad, etc.

In 2025, the tourism industry will focus on further exploiting potential markets such as India, strengthening links with airlines to open more direct flights, and promoting international cooperation in tourism promotion. At the recent Conference to review the work of 2024 and deploy tasks for 2025 of the Vietnam National Tourism Administration, Deputy Minister of Culture, Sports and Tourism Ho An Phong directed the Vietnam National Tourism Administration to continue focusing on two strategic tasks: tourism management and promotion, while advising superiors to amend the Tourism Law and legal documents to suit the new situation.

Tourism experts say that despite many encouraging results after the Covid-19 pandemic, Vietnamese tourism is still facing many challenges. Specifically, although tourism infrastructure in Vietnam has improved significantly, it still has many shortcomings compared to countries with strongly developed tourism industries. In particular, provinces and cities outside of large urban areas such as Hanoi, Ho Chi Minh City, Da Nang or Phu Quoc still do not have a synchronous and modern infrastructure system capable of attracting and serving international tourists.

Another limitation of Vietnam’s tourism industry is the lack of high-end and unique tourism products. While major tourism markets such as Thailand, Singapore or Malaysia have developed diverse tourism products, Vietnam still mainly relies on traditional destinations such as beaches, cultural heritage or eco-tours. This makes Vietnam’s tourism industry uncompetitive in attracting international visitors, especially those who are looking for new, unique and personal experiences.

In addition, in the context of globalization and rapid technological development, the Vietnamese tourism industry has yet to fully exploit the potential of digital technology. The application of technology platforms in promoting destinations, managing services, as well as in creating smart and convenient tourism products for tourists is still very limited. This is an important factor that needs to be improved to enhance convenience and utility for tourists, while helping tourism businesses optimize their operating processes.

Develop unique tourism products

One of the important factors to attract international visitors is the quality of tourism infrastructure. Experts all emphasize that Vietnam needs to take drastic steps to improve tourism infrastructure. From transportation, hotels, to tourist attractions need to be upgraded to meet the increasing demands of international visitors.

Not only in big cities, the development of eco-tourism and community tourism in rural areas is also becoming an important trend. Mr. Tran Duc - Sustainable Tourism expert (Hanoi National University) commented: "Green tourism is a great advantage of Vietnam, especially when international visitors are increasingly looking for experiences associated with nature and indigenous cultural values. Vietnam, with rich natural resources from Ha Long Bay, Cat Tien National Park to Son Tra Nature Reserve, is focusing on developing tourism products associated with conservation. Localities such as Quang Ninh and Lam Dong have pioneered in implementing eco-tourism, combined with environmental protection programs such as limiting plastic waste and promoting the use of renewable energy in accommodation establishments".

In addition, an indispensable factor in attracting international visitors is marketing and promoting destinations. The construction of Vietnam's tourism brand is not really strong and there are still many opportunities for development. International marketing campaigns need to be invested more strongly, not only through traditional channels but also through digital platforms such as social networks and online advertising channels. This will help Vietnam tourism easily reach a large number of international tourists, especially the younger generation, who are very sensitive to technology and online information.

To realize the goal of welcoming visitors by 2025, experts say that Vietnam's tourism needs to continue to clear many bottlenecks and have more drastic and breakthrough policies. In particular, Vietnam's visa policy has made a lot of progress, but has not yet made a breakthrough. Meanwhile, Vietnam's "rival" Thailand has exempted visas 2-3 times, completely exempted visas for key markets such as China, India, expanded visa-free markets and continuously launched preferential policies... so visitors have grown remarkably.

Along with the visa policy, Mr. Nguyen Tien Dat - Director of AZA Travel, Vice President of Hanoi Tourism Association said that Vietnam's tourism infrastructure still has many limitations when airports such as Tan Son Nhat, Noi Bai... are all overloaded. It is necessary to open direct flights to Da Nang, Quang Nam, Khanh Hoa... to help the number of visitors spread evenly across regions. In particular, it is urgent to have high-quality tourism products to attract luxury customers. Because Vietnam has many tourism products for the Asian market, but there are very few products for Western customers...

In addition, to develop Vietnam tourism quickly and sustainably, Mr. Dat said that it is necessary to build a national tourism development strategy, including assessing the tourist market, planning tourism product development for each target market, and then building strategies to promote destinations and tourism products.
