Method 1: Register at the National Public Service Portal
Step 1: Access the link: https://dichvucong.gov.vn/p/home/dvc-dang-ky-xe.html > log in to your public service account.
If you do not have an account, see detailed instructions on how to register an account on the National Public Service Portal.
Step 2: Fill in the required information > Click Look up vehicle information > Enter information
The Factory Quality Control Certificate serial number is the number on the stamp of the Factory Quality Control Certificate.
Registration fee file code (file must complete financial obligations to look up information).
Step 3: Check information
The vehicle owner's personal information is automatically filled in by the system, taken from the taxpayer's information and the National Public Service Portal account information, so the person completing the application needs to carefully review the personal information, especially information about:
Vehicle owner's address (declared according to household registration, Traffic Police will base on this address to notify the location of vehicle registration and license plate issuance).
Vehicle owner's phone number (declared correct phone number, traffic police will send a text message to the phone number to notify the time, location of registration issuance, and license plate number).
Tax payment information and vehicle information are automatically retrieved from the Registration system and tax system so they cannot be edited.
In case of being issued an electronic invoice number when buying and selling a vehicle, you can enter it in the "Electronic invoice number" field but it is not required.
If people or businesses buy vehicles for transportation business, they can enter additional information fields but they are not required:
- Transport business license number.
- Date of issue.
- Place of issue.
Step 4: Check the commitment >> Click Submit declaration
Step 5: Bring the vehicle and documents directly to the vehicle registration office.
Documents to be prepared include:
- Vehicle owner's documents (ID card/Citizen identification card/passport/other vehicle owner's documents).
- Vehicle registration certificate.
- Vehicle ownership transfer documents: Invoice according to regulations of the Ministry of Finance.
- Registration fee documents (state budget payment receipt, receipt, payment order or electronic registration fee file code).
- Documents of vehicle origin: Factory quality inspection certificate (domestically assembled vehicles) or customs documents/electronic customs data information (imported vehicles) or Decision on vehicle confiscation to the state budget (confiscated vehicles to the state budget), vehicle records of the military for liquidation sale.
The officer in charge of vehicle registration will check the documents and actual condition of the vehicle, then guide the vehicle owner to select the license plate number on the vehicle registration system.
Step 6: Come to receive the appointment paper to return the vehicle registration certificate, pay the vehicle registration fee and receive the license plate.
Method 2: Register at the Traffic Police Department's website
Step 1: Access the link: http://csgt.vn:8888/ >> Select Register, issue license plate for the first time
Step 2: Select Declare and fill in the information required by the declaration, fill in all the information included.
- Select vehicle type.
- Select vehicle registration point.
- Fill in vehicle owner information:
+ Individual: Fill in name, year of birth, ID card/CCCD/Passport number, date of issue, place of issue, address, phone number, email.
+ Organization: Fill in the organization name; headquarters; name, year of birth, ID card/CCCD/Passport number, date of issue, place of issue, address, phone number, email of the representative.
Step 3: Check the information and click Register
Step 4: Call the phone number of the vehicle registration office where you are permanently residing and the vehicle registration officer will schedule a specific appointment and location to receive registration via phone number or email.
Step 5: Bring the vehicle and vehicle documents to the vehicle registration office to complete the registration procedure.
Do as step 5 method 1.
Step 6: Come to receive the appointment paper to return the vehicle registration certificate, pay the vehicle registration fee and receive the license plate.
