From August 15, vehicle registration declaration is done online.
According to Clause 10, Article 3 of Circular 24/2023/TT-BCA, vehicle registration declaration is made on the National Public Service Portal or the Ministry of Public Security Public Service Portal. Vehicle owners use the declared profile code on the public service portal to carry out vehicle registration procedures.
In case it cannot be done on the public service portal due to lack of electronic data or technical errors, the vehicle owner must declare and complete the procedure directly at the vehicle registration agency.
Thus, from August 15, 2023, vehicle registration declaration will be done online on the National Public Service Portal or the Ministry of Public Security Public Service Portal. In case it is not possible to do so, the vehicle owner must declare and complete the procedure directly at the vehicle registration agency.
Instructions for declaring vehicle registration from August 15
Article 9 of Circular 24/2023/TT-BCA stipulates vehicle registration declaration as follows:
- Vehicle owners log in to the public service portal and are responsible for fully declaring the contents specified in the vehicle registration declaration, signing or signing, clearly stating their full name, and stamping (if they are agencies or organizations).
- After successfully declaring, the vehicle owner receives the online vehicle registration file code, the appointment schedule for processing the file notified by the public service portal via text message or email address to carry out vehicle registration procedures; provide the vehicle registration file code to the vehicle registration agency to carry out vehicle registration procedures according to regulations; in case it cannot be done on the public service portal, the vehicle owner shall declare the vehicle registration form directly at the vehicle registration agency.
Vehicle registration deadline from August 15
The time limit for vehicle registration is specified in Article 7 of Circular 24/2023/TT-BCA as follows:
- Issuance of vehicle registration certificate: No more than 02 working days from the date of receipt of complete and valid documents, except for cases of re-issuance of vehicle registration certificate, which must be verified according to regulations in Clause 2, Article 7 of Circular 24/2023/TT-BCA.
- The time limit for verifying the loss of the vehicle registration certificate when handling the procedure for reissuing the vehicle registration certificate is 30 days; the verification period is not included in the time limit for handling the reissuance of the vehicle registration certificate as prescribed in Clause 1, Article 7 of Circular 24/2023/TT-BCA.
- First time license plate issuance: Issued immediately after receiving valid vehicle registration documents.
- Issuing and changing license plates, reissuing license plates, issuing license plates for auctioned vehicles, reissuing identification license plates: No more than 07 working days from the date of receiving complete and valid documents.
- Issuing temporary vehicle registration, issuing certificates of registration revocation, license plates:
+ In case of performing the entire online public service on the public service portal: After the person carrying out the procedure declares the temporary vehicle registration or declares the vehicle registration and license plate revocation declaration; pays the prescribed fee (for temporary vehicle registration), the vehicle registration agency checks the dossier to ensure its validity and returns the administrative procedure settlement result within 08 working hours from the time of receiving the dossier from the public service portal;
+ In case of performing partial online public services: 01 working day (in case of temporary vehicle registration); no more than 02 working days from the date of receiving complete and valid documents (in case of issuing a certificate of registration and license plate revocation).
- The time to return vehicle registration results as prescribed in Clause 1, Clause 3, Clause 4, Clause 5, Article 7 of Circular 24/2023/TT-BCA, is calculated from the date of receiving complete and valid documents and the vehicle registration and management system has received the verification result on the completion of vehicle registration fee payment from the public service portal.
Circular 24/2023/TT-BCA takes effect from August 15, 2023.
