This is the most noble medal of the Lao People's Democratic Republic awarded to Ca Mau province, recognizing the province's contributions to the socio-economic development of Khammouane province.
The two provinces of Ca Mau and Kham Muon signed a memorandum of understanding in 2014. Since then, the two sides have maintained the organization of delegations to visit, celebrate traditional New Year, study and share experiences in organizing major programs and events; thereby contributing to promoting and developing the relationship of cooperation, solidarity and friendship in all fields.
Since 2019, Ca Mau has annually supported scholarships for Kham Muon students, each year worth 1 billion VND. From 2024 to present, Ca Mau has supported Kham Muon to implement a project of growing rice combined with raising giant freshwater prawns with a total budget of over 4 billion VND.

On this occasion, the Governor of Kham Muon province awarded certificates of merit to three collectives of Ca Mau province for their contributions to promoting cooperation and development in Kham Muon.
In the afternoon of the same day, the two sides held a meeting to evaluate the project of rice cultivation combined with giant freshwater prawn farming. The project was implemented by the Department of Agriculture and Environment of Ca Mau in coordination with the Department of Agriculture and Forestry of Kham Muon in Nong Ping village, Nhom Ma Lat district and Song Muong village, Nong Buk district.
The project has 21 households participating, with a scale of 20 hectares, implemented at 2 locations, each location is 10 hectares; planting 2 rice crops and raising 2 giant freshwater prawn crops, implemented from March 2024 to June 2025; total cost is over 4 billion VND, of which Ca Mau province provides non-refundable support of over 3.4 billion VND, counterpart capital of Kham Muon is 577 million VND. Ca Mau buys materials, shrimp seeds to transport to Kham Muon and sends staff to train and transfer techniques.

As a result, the rice yield in the project area reached an average of 3.74 tons/ha, 0.3 tons/ha higher than outside the project area. The ST24 rice variety reached 3.88 tons/ha. After 5 months of farming, giant freshwater prawns reached an average weight of 24 shrimp/kg, with an average yield of 75kg/ha.
The project results are considered positive, but due to difficulties in breeding, water sources, and care techniques, rice and shrimp productivity has not reached the set target. The functional departments of the two provinces have discussed and found solutions in the coming time.
