Mr. Nguyen Hong Linh - Permanent Vice Chairman of the Provincial People's Committee, Deputy Head of the Standing Committee of the National Target Programs and Civilized Urban Construction of the province shared about the results, causes and solutions in the coming time to complete the Pilot Project to build a rural province of Ha Tinh by 2025.
Ha Tinh is the first province in the country to have the Prime Minister approve the pilot project to build a new rural province in the period of 2021-2025. Although the implementation process encountered many difficulties and challenges, the province always placed high determination and prioritized resources with the aspiration to continuously build new values for agriculture, farmers and rural areas. These contents were discussed by Mr. Nguyen Hong Linh - Standing Vice Chairman of the Provincial People's Committee, Deputy Head of the Standing Committee of the Steering Committee for National Target Programs and Civilized Urban Construction of the province in an interview with Ha Tinh Newspaper.

Reporter: Sir, despite great determination, the mid-term assessment of the implementation of the pilot project to build Ha Tinh to meet the standards of a new rural province in the 2021-2025 period shows that the results achieved are still limited. Could you provide more information about this?
Mr. Nguyen Hong Linh: In the period of 2020-2025, Ha Tinh was selected by the Prime Minister to pilot the construction of a province meeting the new rural standards. This goal has also been included in the Documents and Resolutions of the Provincial Party Congress for the 2020-2025 term. The Provincial Party Committee issued a thematic Resolution on focusing on leadership and direction of the implementation of the Project (Resolution No. 04-NQ/TU dated July 15, 2021); The Provincial People's Council issued a Resolution on a number of mechanisms and policies to support the creation of resources to successfully build Ha Tinh province to meet the new rural standards (Resolution No. 44/NQ-HDND, Resolution No. 51/NQ-HDND dated December 16, 2021); The Provincial People's Committee has issued a detailed 5-year implementation plan, which identifies the content, workload, solutions, and assigns specific responsibilities to each department, branch, and locality (Decision No. 3004/QD-UBND dated August 25, 2021, Decision No. 1754/QD-UBND dated August 25, 2022); issues sets of criteria for building new rural areas for the 2022-2025 period; organizes work with central ministries and branches. Departments and branches, according to their assigned functions and tasks, have proactively developed plans and advised the Provincial People's Committee on implementation solutions; many localities have issued specialized resolutions, developed plans, and issued implementation policies... With active and effective participation, up to now, we have achieved some initial results; however, the implementation of the pilot project has encountered many difficulties and obstacles.
Ha Tinh basically meets the planning criteria in the Project to build a province that meets new rural standards.
According to the mid-term assessment, out of the 10 criteria for the province to meet the NTM standards, up to now, Ha Tinh has only achieved 2/10 basic criteria, including: planning and social security and order; 3/10 criteria are likely to be completed, including: public administrative services; education and health; direction and coordination of the implementation of the NTM construction program; 5 criteria are difficult to complete without efforts and supporting resources, including: infrastructure connection and adaptation to climate change; rural economic development towards modernity, integration and sustainability; culture; rural environment and landscape; employment, income and poor households.
Specifically reviewing by target groups, there are currently 4 communes that have not met the NTM standards in Huong Khe district, of which 2 communes (Dien My and Ha Linh) have a large amount of work to be completed; the number of communes striving to meet advanced and model standards is still low and sustainability is not high; the progress of implementing some district indicators meeting NTM standards in Ky Anh and Huong Khe is still slow; the results of implementing some indicators in districts meeting advanced and model NTM standards are still limited. In many localities, the invested infrastructure has been degraded; the collection and treatment of concentrated domestic waste still have many difficulties; OCOP standard products are still small in scale, and there are no 5-star standard products.
In addition, the problem of rural economic development, raising the average income per capita in rural areas from 46.08 million VND (end of 2022) to a minimum of 60 million VND (2025) according to the target of the pilot project to build a new rural province, has not yet found an effective solution.
PV: So what are the obstacles on the journey to achieving the set goals, sir?
Mr. Nguyen Hong Linh: The results have not been as expected due to many reasons, of which the biggest bottleneck is the lack of resources from the Central Government to invest in the pilot project to build a new rural province. According to the project, the total capital demand for the pilot project to build a province that meets new rural standards and Nghi Xuan district that meets new rural standards, typical of culture associated with tourism is 47,779 billion VND... However, the mobilization and allocation of resources to implement the project has not met the requirements, the Central Government has not allocated funds as proposed in the project; the provincial budget is difficult, so the allocation of resources is still limited.
Standing Vice Chairman of the Provincial People's Committee Nguyen Hong Linh: The political system, each cadre, party member and all people must always clearly define goals and tasks, thereby joining forces, making efforts, high determination, changing thinking and working methods in building new rural areas in the new period.
Specifically, for the central budget, the total proposed support demand for the project implementation is 4,820 billion VND, however, in the 2021-2025 period, Ha Tinh was only allocated 1,178 billion VND of the general capital of the new rural construction program like other provinces, which means that the central government did not allocate resources for the pilot project to build a province that meets new rural standards. For the provincial budget, the total demand according to the project is 3,752 billion VND, in the 2021-2025 period, the province only has the resources to allocate nearly 1,220 billion VND, reaching only 32.5%. In addition, due to the great impact of the COVID-19 pandemic and the Russia-Ukraine conflict, in recent years, economic growth in general and production and business activities have encountered many difficulties, mobilizing capital sources from enterprises, people and other socialized resources to invest in the new rural program is extremely difficult.

Along with the limited budget allocation from all levels for the national target program on new rural construction in the 2021-2025 period, the participation and support of central ministries and branches in the implementation of the project is insignificant. Meanwhile, the newly issued new rural criteria for the 2022-2025 period have higher requirements than the previous period, causing communes that have met the new rural, advanced new rural, and model new rural standards; districts that have met the new rural standards/completed the previous new rural construction task to continue to invest more effort and resources to upgrade and update to ensure that they meet the standards required by the new period.
Ha Tinh basically meets the security and order criteria and constantly improves and enhances the cultural criteria, creating a sustainable and harmonious development environment for rural areas.
In addition to objective causes, there are still many subjective causes such as: leadership and direction in some departments, branches and localities are sometimes indecisive and slow to innovate; some places show signs of slackening. The role and responsibility of leaders in some localities and units are not high; propaganda and mobilization work for people to implement the project is not really effective, so a part of the people do not have high determination in their will and actions.
PV: Will the current difficulties and challenges hinder the journey to the goal of achieving the new rural province standard in 2025, sir?
Mr. Nguyen Hong Linh: The Resolution of the 19th Provincial Party Congress, term 2020-2025 sets the goal: By 2025, the province will meet the new rural standards, with per capita income higher than the average of the North Central provinces, striving to become a well-off province in the country by 2030. Although the implementation of the pilot project to build a new rural province still faces many difficulties, the province always adheres to the consistent viewpoint: building new rural areas and civilized urban areas is a regular and continuous task of the entire political system, requiring the proactive and active participation of the people and mobilizing social resources. According to the determined roadmap:
- In 2023, strive for the remaining 4 communes of Huong Khe district to meet the NTM standards, increasing the rate of communes meeting the NTM standards to 100%; all communes focus on consolidating and updating according to the requirements of the Criteria Set for the period 2022-2025; focus on building advanced NTM and model NTM to ensure continuity, sustainability and depth; Ky Anh and Loc Ha districts strive to meet the NTM district standards, Ky Anh town strives to complete the task of building NTM.
- In 2024, strive for the remaining 4 communes of Huong Khe district to meet the NTM standards, increasing the rate of communes meeting the NTM standards to 100%; all communes focus on consolidating and updating according to the requirements of the Criteria Set for the period 2022-2025; focus on building advanced NTM and model NTM to ensure continuity, sustainability and depth; Ky Anh and Loc Ha districts strive to meet the NTM district standards, Ky Anh town strives to complete the task of building NTM.
- In 2025, continue to focus on directing and completing the criteria for the province to meet NTM standards according to the pilot project approved by the Prime Minister.
Leaders of the Provincial New Rural Area Coordination Office regularly urge to speed up the progress of new rural area construction in localities.
Ha Tinh strives to have 100% of wards and towns meeting civilized urban standards by 2024.
The advantage is that we have achieved quite solid results in the journey of breaking through from a poor province to become a bright spot of the whole country in the new rural construction program. Promoting the achieved results, in the first 2 years of the 2020-2025 term, implementing the pilot project to build a new rural province, despite many difficulties, new rural construction continues to be a vibrant movement throughout the province, becoming a need and desire of the community. The criteria at the provincial, district and communal levels are focused on consolidating and improving; the rural economy has changed positively; environmental protection work is strengthened; educational facilities, health care, centralized clean water works... are invested in and upgraded; political security, social order and safety are maintained; the material and spiritual life of the people is improved.
The workload is still very large, however, if the Central Government pays attention, prioritizes, and allocates additional funding for the project, Ha Tinh will promote the achieved results, propose appropriate solutions to gradually move towards the goal of being recognized as a new-style rural province by 2025. The important thing is that the entire political system, each cadre, party member and all the people must always identify the goals and tasks, thereby joining hands, making efforts, high determination, changing the mindset and way of working on new-style rural construction in the new period; taking the goal of building new-style rural areas increasingly in-depth, substantial, effective and sustainable as the core factor throughout the implementation process.
Despite many difficulties, building new rural areas continues to be a vibrant movement, becoming a need and desire of the community.
PV: Can you share some key solutions for Ha Tinh to overcome difficulties and complete the criteria of a new rural province as set out in the Resolution of the 19th Provincial Party Congress?
Mr. Nguyen Hong Linh: To gradually solve the difficult problem of resources, it is necessary to first develop solutions to balance, mobilize and use resources from the Central and local levels in a reasonable and effective manner; at the same time, continue to propose that the Central Government support resources to implement the project and seek support from ministries and branches; effectively integrate investment capital sources, and promote forms of socialization.
Sticking to the roadmap and goals, we identify key tasks and propose solutions for effective implementation. Accordingly, along with focusing on creating changes in commune and district groups, it is necessary to have high determination and effective ways to complete provincial-level criteria. In particular, high priority is given to implementing criteria that are practical for people's lives; promoting the development of economic models, increasing income. Pay attention to criteria on culture, environment, clean water in rural areas, security and political system. Departments and branches, according to the criteria in charge, proactively review and advise on solutions for the Provincial Steering Committee and the Provincial People's Committee; continue to connect with central ministries and branches to support resources, deploy pilot models; strengthen direction, guidance and inspection of localities and establishments.
Besides investing in infrastructure development and increasing people's income, Ha Tinh always aims to build a healthy, green - clean - beautiful living environment in the new rural areas.
Districts, cities, towns and communes focus on directing and organizing the implementation of the program, striving to have 13/13 districts, cities and towns meet the standards/complete the task of building new rural areas by 2024; by 2025, Thach Ha, Duc Tho and Can Loc districts meet advanced new rural standards; Nghi Xuan effectively implements the Project of districts meeting model new rural standards, typical in culture associated with tourism development; complete the target of 100% of communes meeting the standards; at least 50% of communes meeting advanced standards, 10% of communes meeting model new rural standards according to the project approved by the Prime Minister.
Along with that, continue to review, adjust and supplement mechanisms and policies to support the construction of new rural areas, encourage rural development. Improve efficiency, diversify investment promotion activities of enterprises, have special preferential policies for large economic groups, investors with high scientific and technological level. Be proactive and call for support and contributions from Ha Tinh children working at home and abroad; promote sponsorship and sponsorship work well; pay attention to developing dynamic economic zones to create revenue for the budget for investment in agriculture and rural areas, prioritize revenue from supporting industries, stimulate agricultural and rural development, make agriculture prosperous, farmers rich, and rural areas civilized.

During the project implementation process, it is necessary to strengthen inspection, supervision, urging, guidance and removing difficulties for the grassroots; periodically evaluate and promptly correct weaknesses and shortcomings; conduct summaries, draw lessons and replicate effective models, especially self-management models in campaigns and patriotic emulation movements at the grassroots level.
In addition to the advantages, the tasks ahead are facing many difficulties and challenges, so the entire political system needs to have high unity in perception and action; continue to actively and synchronously participate; lead and direct resolutely with high political determination; organize comprehensive implementation, with focus, key points, ensuring substance and effectiveness; take the interests of the people as the goal and driving force. Mobilize economic sectors, promote the role of the subject and creativity of the people; continue to closely, synchronously and consistently link the task of building a new rural province with the task of socio-economic development, ensuring national defense and security according to the orientation of key tasks, key programs, and strategic breakthroughs set forth by the Party Congresses at all levels for the 2020-2025 term.
