From 2021 to present, Bac Giang has been implementing 14 social housing projects for workers and low-income people, with a total land use scale of 60.56 hectares, and the total number of apartments expected to be formed in 14 projects is about 29,000 apartments.
In the 2025-2030 period, Bac Giang was assigned the target of completing 69,822 apartments, of which more than 5,000 apartments will be completed in 2025. The Provincial People's Committee assigned the Department of Construction to regularly monitor and urge project investors who have been granted construction permits and are currently implementing construction to focus resources on speeding up project progress and striving to complete the set plan.

To resolve difficulties and obstacles and speed up the progress of investment in the construction of social housing projects in the area, Bac Giang province proposed that the Ministry of Construction recommend that the Government soon submit to the National Assembly a Resolution on piloting a number of specific mechanisms and policies to promote the development of social housing; recommend that the Government direct early research with guidance for localities to form investment funds for social housing development to ensure long-term and sustainable social housing development.

Proposing to amend the Housing Law 2023 in the direction of allowing enterprises, cooperatives, and cooperative unions in industrial parks to rent social housing outside the industrial park to arrange for individuals who are workers of the units in that industrial park to rent; conditions for subjects who do not own a house in the district where there is a social housing project to register to buy; amending the provisions in Clause 2, Article 83 of the Housing Law in the direction that if the investor of an urban area project has fulfilled the social housing obligation, the investor of a secondary commercial housing project does not have to fulfill the social housing obligation anymore to avoid overlap; providing specific guidance on determining incentives for the fund of 20% of the residential land area for the construction of commercial housing in social housing projects for transitional projects.

Speaking at the conference, comrade Pham Van Thinh stated that in order to facilitate the management of social housing buyers, the Ministry of Construction was requested to build a data system for social housing buyers, integrate information, ensure public and transparent management, and save verification time. In addition, localities are currently rearranging administrative units, so the upcoming guiding regulations need to be calculated and amended accordingly.

At the conference, delegates also answered and received recommendations and proposals on price appraisal, land use fee calculation; conditions for purchasing social housing; and preferential loans for home purchase.
Through inspecting the project and understanding the actual situation, comrade Nguyen Van Sinh highly appreciated the province's drastic participation in implementing the Project of 1 million social housing units. The province has closely followed the plans and directives, thereby helping many low-income people and workers have housing and peace of mind at work.
He suggested that the province should continue to pay attention to directing the review, land allocation, and approval of investment policies for new projects. For projects that have been granted construction permits, it is necessary to speed up the progress to have more social housing units in the coming time. In 2025, projects on the list of projects that must be completed must be closely monitored, speeded up, and administrative procedure reform must be promoted. Regarding recommendations and proposals, the Ministry will have a specific written response as soon as possible.
