On behalf of the leaders of Hoa Binh province, comrade Quach Tat Liem, Vice Chairman of the Provincial People's Committee, reported to the working delegation on the socio-economic situation of Hoa Binh province in general and the results of the work of the natural resources and environment sector of Hoa Binh province in particular. Accordingly, in the first 9 months of 2023, the People's Committee of Hoa Binh province focused on directing the drastic implementation of tasks and solutions to implement the Resolutions of the Government, the Provincial Party Committee, and the Provincial People's Council on the socio-economic development plan, the State budget estimate and improving the investment and business environment, enhancing the provincial competitiveness in 2023 and the Socio-economic Recovery and Development Program. The gross regional domestic product (GRDP) in the first 9 months of the year increased by 0.15% over the same period last year. State budget revenue in the area by September 30, 2023 reached VND 2,618.2 billion, equal to 49% of the estimate assigned by the Government and 36% of the Resolution assigned by the Provincial People's Council, equal to 70% of the same period. Export value is estimated at 1,225 million USD, up 15.9% over the same period last year.
In the field of natural resources and environment, the People's Committee of Hoa Binh province has developed and issued documents to implement Directives and Action Programs related to the field of natural resources and environment. Directing to focus on building a land database, up to now, the whole province has 02/10 districts and cities that have built a land database; issued 33 Decisions on changing land use purposes, land allocation and land lease with a total area of 160.82 hectares. Regarding land use fee collection: It is estimated that by December 2023, the assigned target of 2,968 billion VND will be completed. Organized inspections and examinations of 16 projects that did not put land into use or had slow land use progress; administrative fines for 69 mineral mines were over 12.6 billion VND. In Hoa Binh province, the work of surveying and establishing formal cadastral maps has been carried out in 09 districts and cities; Surveying, mapping and granting of forest land use right certificates (according to project 672) of 10 districts and cities...
Proposing to the Working Group, Hoa Binh province proposed the Ministry of Natural Resources and Environment to report to the Prime Minister to consider and adjust the land use targets until 2025 for the province; requesting the Ministry to provide guidance on the procedures for converting the purpose of using protective forest land to other purposes according to the planning of 3 types of forests and the planning and land use plans at the district level approved by competent authorities... providing guidance on the procedures for land recovery in the case of urban area projects with mixed functions and multi-purpose land use; requesting simplification of administrative procedures for granting licenses for mineral exploitation activities for common construction materials, especially for leveling and filling land. Hoa Binh province requested the Ministry of Natural Resources and Environment to coordinate with the Ministry of Construction to report to the Prime Minister to adjust and remove from the planning 07 licenses that the People's Committee of Hoa Binh province had granted to units exploiting limestone for common construction materials; Propose to issue regulations to remove obstacles for establishments that have invested or carried out investment procedures in industrial parks and clusters... Consider supporting funding for investment in some surface water and ambient air monitoring stations...
Comrade Nguyen Phi Long, Secretary of the Hoa Binh Provincial Party Committee, reported and discussed to clarify the difficulties and obstacles in the process of implementing the tasks of natural resources and environmental management and some proposals and recommendations to the delegation related to: Land Law (amended); compensation for site clearance; land valuation; land price determination methods; decentralization and authorization of land management to all levels; carbon market development; removing difficulties in granting land use right certificates, etc.
At the meeting, delegates focused on discussing and answering recommendations from Hoa Binh province, and at the same time orienting a number of solutions to better implement the management of natural resources and environment in the locality.
Concluding the meeting, Minister of Natural Resources and Environment Dang Quoc Khanh assessed that Hoa Binh is a locality with great potential for developing tourism, community-based services and forest environmental services; developing forestry economy, developing fruit trees, etc. Accordingly, the Minister suggested that Hoa Binh province should focus on forest protection to perform ecological functions, protect the environment, and protect water resources. At the same time, take advantage of the advantages of the capital region's development belt to develop tourist and service areas to harmoniously resolve the ecological functions of the entire region and the province's socio-economic development. It is necessary to well implement planning work, identify strictly protected areas for forest land, water source protection corridors, aquatic resources and areas for socio-economic development to attract investment.
In addition, with the carbon market considered the solution and key to achieving the Net Zero target for Vietnam in the coming time, Hoa Binh is a locality with a large area of forest cover, with great potential in developing the carbon market. Therefore, focusing on forest protection in Hoa Binh will generate budget revenue when applying fees from quota exchange activities, carbon credits or carbon taxes in the future.
For each specific field, in the field of land management, Minister Dang Quoc Khanh suggested that Hoa Binh province focus on doing a good job in land management, building a national database on land; the land registration office should perform its functions and tasks well to avoid inconvenience to the people; effectively implement the Central Government's documents on land related to land valuation methods. In addition, the Ministry of Natural Resources and Environment has been urgently developing legal documents to remove current common obstacles across the country, including Hoa Binh.
In the field of environment, Minister Dang Quoc Khanh suggested that Hoa Binh province should increase the mobilization and effective use of capital sources to invest in environmental protection; pay attention to investing in the collection and treatment system of domestic wastewater in urban areas; attract businesses and economic sectors to invest in infrastructure and equipment to improve the collection, transportation, classification and treatment of domestic solid waste. Strengthen inspection and supervision of the investment in the construction of centralized wastewater treatment systems of industrial parks, clusters, and production and business establishments before they are put into official operation.
In the field of water resources management, emphasizing the importance of Hoa Binh as an upstream province, providing part of the domestic water source for Hanoi, Minister Dang Quoc Khanh suggested that the province evaluate the implementation of the planning for allocation and protection of water resources in Hoa Binh province; develop a plan to protect water sources, especially reservoirs and inter-provincial rivers; strictly control the exploitation and use of underground water to prevent pollution and ground subsidence...
Regarding mineral exploitation management, Minister Dang Quoc Khanh requested Hoa Binh to implement mineral management in licensed areas according to the direction of the Central and Government. At the same time, any problems should be proactively reported to the Ministries and branches for consideration and resolution according to their functions and tasks.
Previously, the delegation of the Ministry of Natural Resources and Environment offered incense and flowers at the Uncle Ho Monument at the Hoa Binh Hydropower Plant, and inspected the implementation of the Hoa Binh Hydropower Plant Expansion Project. The Hoa Binh Hydropower Plant Expansion Project started construction in January 2021, consisting of 2 units with a capacity of 240MW each and an electricity output of 495 million kWh. Due to the collapse of the plant's foundation pit, the project had to be temporarily suspended from November 2021 and was allowed to resume construction in September 2022.
