Help prisoners with special parole reintegrate into the community

As one of the units that effectively implements the policies of the Party and the State, with the aim of educating, reforming, and bringing criminals back to the community, giving them the opportunity to strive to become useful people for society and not re-offending, Bac Ninh Provincial Police has deployed many models to help prisoners who were granted amnesty in 2024 reintegrate into the community.

Take the initiative in implementing amnesty policies

Immediately after receiving Instruction No. 88/HD-HĐTVĐX dated August 2, 2024 of the Central Amnesty Advisory Council and the Plan of the Ministry of Public Security on implementing Decision No. 758/2024/QD-CTN dated July 30, 2024 of the President on amnesty in 2024, Bac Ninh Provincial Police advised the Provincial People's Committee to issue Official Dispatch No. 3009/UBND-NC dated August 15, 2024 directing departments, branches, sectors, and People's Committees at all levels to implement amnesty work in 2024.

On August 12, 2024, the Director of Bac Ninh Provincial Police issued a decision to establish a Steering Committee on amnesty in 2024 of the Provincial Police. Organize a conference to disseminate and thoroughly understand the provisions of the law and the President on amnesty in 2024 for officers and soldiers to carry out amnesty work. Coordinate with Bac Ninh Newspaper, Bac Ninh Television Station to effectively carry out propaganda work on amnesty on the Provincial Radio and Television Station, Bac Ninh Newspaper, website, information page, Bac Ninh Electronic Information Portal, on social networking platforms.

Police units and localities organize the posting of news, images, videos, infographics ( information in graphic form) about the urgent and positive atmosphere in implementing Decision No. 758, Instruction No. 88 of the Central Amnesty Advisory Council, Plan of the Steering Committee on Amnesty in 2024 of the Ministry of Public Security and of the Provincial Police Amnesty Steering Committee associated with the performance of tasks and professional work on social networking platforms (Facebook, Zalo, Youtube).

Directing Detention Centers and Temporary Detention Centers to disseminate to 100% of prisoners the criteria for special amnesty in 2024, organizing the posting of the President's decision and Instruction No. 88/HD-HDTVĐX dated August 2, 2024 of the Special Amnesty Advisory Council on special amnesty in 2024 in prisoner cells for prisoners to proactively study; organizing groups and teams of prisoners to meet to introduce prisoners who meet the conditions for special amnesty, to review and vote by secret ballot to introduce prisoners proposed for special amnesty.

Instruct prisoners to write applications for amnesty and commitments, guide and answer prisoners' questions related to amnesty in 2024, and create conditions for prisoners to contact relatives to provide documents for consideration and amnesty proposals.

The organization and implementation of the 2024 amnesty were carried out by the Bac Ninh Provincial Police in strict compliance with the provisions of Article 7, Decree No. 52/2019/ND-CP dated June 14, 2019 of the Government detailing a number of articles of the Amnesty Law and related guiding documents. After reviewing a total of 173 prisoners serving their sentences at Detention Centers and Temporary Detention Centers, 15 prisoners who met the conditions for consideration for amnesty in 2024 were profiled, assessed and proposed to the President for a decision on amnesty.

Outstanding models implemented

On August 27, 2024, Bac Ninh Provincial Police coordinated with Bac Ninh Provincial Youth Union and a number of related departments and branches to organize the program " Lighting up the dream of rehabilitation" for prisoners serving their sentences at Bac Ninh Provincial Police Detention Center, presenting 20 gifts to 20 juvenile prisoners and 16 scholarships to children of prisoners in difficult circumstances who have achieved high academic achievements.

The program provided policy and legal advice, job introductions, shared experiences in community reintegration, cultural and artistic exchanges, etc.; and promoted to prisoners the lenient policies of the Party and State on amnesty.

Along with that, the Provincial Police also organized consultation sessions, job introduction, vocational training; medical examination, health consultation, building legal bookcases; on holidays and Tet, organized visiting activities, gave gifts...; signed a program to coordinate credit implementation for people who have completed their prison sentences according to Decision 22 of the Prime Minister, currently completing procedures for 125 people to borrow capital, the amount of 11 billion 380 million VND.

Prisoners serving sentences at the Detention Center and Temporary Detention Center of Bac Ninh Provincial Police were granted amnesty.

The police of units and localities in the province have also built and maintained 127 community reintegration models in 126 communes, wards and towns. These models are operating very effectively. Currently, the Bac Ninh Provincial Police are coordinating with departments, branches, and People's Committees of districts, towns and cities to summarize 5 years of implementing Directive 33, review Decree 49 and Decision 22 in conjunction with the work of building and maintaining community reintegration models. Many models and individuals have been awarded certificates of merit by all levels and recognized by the government. Typically, some effective models have been built and widely replicated, such as:

The model "Women's Union with the work of managing, educating, and helping people who have completed their prison sentences to reintegrate into the community" was established on October 31, 2023 in Trung Chinh commune, Luong Tai district, with 36 members.

After its establishment, the Model has actively participated in many activities on community reintegration, coordinated with local departments, branches and organizations to do a good job of propagating and disseminating the Party's guidelines, policies and laws of the State; helped 12 people who had completed their prison sentences to borrow capital according to Decision No. 22/2023/QD-TTg with an amount of 1.15 billion VND to develop their family economy and stabilize their life and reintegrate into the community, typically Mr. Doan Van Thanh, born in 1968 in Trung Chinh, Luong Tai district, was able to borrow 100 million VND to develop poultry farming and fish ponds, contributing to stabilizing their lives. Currently, this model has been replicated in many localities and is operating very effectively.

The model "Veterans' Association joins hands to help people who have completed their prison sentences in Huong Mac ward, Tu Son city" was established on November 1, 2023, with 28 members.

Over the past year, the Model has promoted the exemplary role of its members, coordinated with organizations to participate in managing, helping, educating prisoners to reintegrate into the community, develop the economy and participate in social activities, fight and denounce all types of crimes to prevent crimes, contributing to ensuring security and order in the area; helped 5 people who had completed their prison sentences to borrow capital according to Decision No. 22/2023/QD-TTg with an amount of 300 million VND to develop the family economy, stabilize their lives and reintegrate into the community.

The model "Support team for community reintegration for people who have completed their prison sentences in Tam Giang commune" was established on October 12, 2023, with 22 members. Members of the model have actively provided psychological support to support and help people who have completed their prison sentences build confidence, determination, and will to strive to reintegrate into the community and prevent negative behaviors and violations of the law.

With many forms such as organizing private counseling, group counseling, assigning members to coordinate in encouraging, visiting, and helping people reintegrate into the community in the area. Currently, Bac Ninh Provincial Police are directing the expansion of this model to other localities throughout the province.

The model "Gia Binh Town Farmers' Association, Gia Binh District with the work of managing, educating and helping people who have completed their THNCĐ prison sentences", was established on November 12, 2023, with 9 members.

Over the past year, the model has participated in receiving and managing, regularly meeting, educating, and reforming people who have completed their prison sentences, proactively grasping the situation, conditions, circumstances, and their thoughts and aspirations to coordinate in managing and educating them appropriately and promptly; at the same time, mobilizing families and relatives of people who have completed their prison sentences to encourage and motivate them to overcome difficulties and comply with the law; consulting and supporting procedures for them to enjoy policies on vocational training, loans, job referrals, support for residence registration, making ID cards, issuing judicial records, etc. It has helped 5 people who have completed their prison sentences to borrow capital according to Decision No. 22/2023/QD-TTg with an amount of 450 million VND to develop their household economy, stabilize their lives and reintegrate into the community.

With the policy of "no one is left behind", including those who have made mistakes, these models of Bac Ninh Provincial Police have helped former prisoners integrate into the community faster, creating motivation for them to develop their economy, stabilize their family life, reduce the rate of recidivism and law violations, eliminate the unsympathetic views of a part of the population, and at the same time mobilize the entire political system and social organizations to join hands to help those who are facing many barriers in life.
