On the afternoon of June 7, continuing the questioning session with the Minister of Science and Technology, Minister of Finance Ho Duc Phoc explained to the National Assembly regarding the financial sector of budget spending for science and technology.
Regarding the budget allocation for science and technology, Minister of Finance Ho Duc Phoc said that in 2023, total budget expenditure will account for 0.82%, investment expenditure will be 0.23%, and regular expenditure will be 0.58%. In 2022, the budget expenditure ratio will be 1.01%.

Regarding budget expenditure settlement, the Ministry of Finance and the Ministry of Science and Technology have issued a joint circular on the mechanism of contracting and tasks of science and technology expenditure using the budget, in the direction of designing based on efficiency and output results for budget expenditure.
Accordingly, this circular gives the initiative to the host unit and project manager to adjust the expenditure items, expenditure contents, and allocated budget norms. For non-allocated budget, it is implemented according to the proposal of the host organization and the competent authority for approval.
The Minister of Finance said that the control of expenditures has shifted from expenditures based on invoices and documents to expenditures based on work lists. This shows an open mechanism in implementing expenditure allocations in science and technology.

However, there are still problems in the process of selecting and assigning research topics and tasks, so the funding is delivered late. In addition, the implementation of the contract is done in the direction of documents, causing difficulties in the process of conducting scientific research.
In the coming time, the Ministry of Science and Technology will preside, the Ministry of Finance will coordinate with other ministries and branches to amend a number of decrees and circulars related to the field of science and technology to be more suitable.
Regarding the science and technology management mechanism, the Minister of Finance said that it is necessary to redesign it to be more suitable, specifically for the State, it should order and pay according to the ordered products.

Also explaining to the National Assembly, Minister of Planning and Investment Nguyen Chi Dung added that in building a program to support digital transformation for Vietnamese enterprises, there are currently about 5,000 enterprises accessing this program.
The Ministry is coordinating with Ho Chi Minh City, Da Nang and Thua Thien Hue province to replicate this model, with the spirit of connecting with the National Innovation Center, but with local investment and management.

Minister Nguyen Chi Dung also said that the Vietnam Innovation Network has been established, with 8 offices in developed countries, gathering nearly 2,000 Vietnamese experts and scientists around the world in this network.
This is an extremely valuable and invaluable resource to connect with domestic research forces, provide support and supplement domestic resources, and take advantage of this resource to develop the country.
Minister of Planning and Investment: Local spending on science and technology is still low
Explaining the spending on investment in science, technology and innovation, Minister Nguyen Chi Dung said that the Central Government's responsibility was to spend in accordance with regulations, and the arrangement was focused and key.
However, from 2017 to 2023, the expenditure ratio will gradually decrease, reaching only 1.1% - 1.18%, and 0.83% in 2023. Meanwhile, the resolutions of the Central Committee and the Politburo stipulate that 2% or more of the total budget expenditure for science and technology, innovation and creativity will be ensured and will increase gradually over the years.
The Minister of Planning and Investment commented that this shows that local ministries and branches have not really paid attention and have not had plans to ensure the correct principles and criteria for capital allocation. Some localities have not allocated capital or have allocated a very low percentage for this activity.
