This morning, December 21, in Hanoi, the Ministry of Home Affairs held a national online conference to review tasks for 2024 and deploy tasks for 2025. According to the report of the Ministry of Home Affairs, from the beginning of 2024, the Ministry and localities have identified the work of building and perfecting institutions and policies as a key task, so they have prioritized and focused resources on implementation. Up to now, the central government has completed the arrangement of administrative units at the district and commune levels for the period 2023-2025, including the establishment of a new Hue city directly under the central government, the arrangement of 38 district-level administrative units and 1,178 commune-level administrative units, after the arrangement, 9 district-level units and 563 commune-level units were reduced; at the same time, 137 new urban administrative units were established and upgraded to promote the urbanization rate, striving to have 45% of urban administrative units by 2025 in accordance with the central government's policy.
Along with that, the Ministry of Home Affairs has completed the task of advising on the implementation of salary policy reform for cadres, civil servants, public employees and armed forces according to Resolution No. 27 of the 12th Central Committee with a suitable and effective roadmap.
Highly focused on advising on the completion of projects and plans to reorganize and streamline the Government's apparatus according to the direction of the Central and the Government, as well as advising the Central Emulation and Reward Council and the Prime Minister to launch many special movements and emulation campaigns that have a wide-reaching impact to develop the economy and society, ensuring national defense and security.
The Ministry has vigorously implemented state administrative reform, focusing on promoting reform of administrative procedures and essential public services to serve people and businesses. In 2025, the Ministry of Home Affairs proposed 10 key groups of tasks, including advising the Government to direct and guide ministries, branches and localities to deploy plans to reorganize the apparatus of state administrative agencies to ensure urgency so as not to interrupt or miss work, especially work directly related to people, businesses and international organizations.
Implementing staff streamlining in conjunction with restructuring the team of cadres, civil servants and public employees according to job positions, while focusing on training, retraining and fostering the team of cadres, civil servants and public employees to ensure adequate qualities, qualifications and capacity on par with the tasks after rearranging and streamlining the organizational apparatus of ministries, branches and localities.
Continue to arrange and promote autonomy for public service units of ministries, branches and localities to ensure the goals set by the central government.
Discussing at the conference, leaders of ministries, branches and localities analyzed and evaluated the outstanding results achieved by the Home Affairs sector in 2024 and pointed out a number of difficulties and problems that need to be focused on resolving, thereby proposing solutions for implementation in 2025.
Speaking at the conference, Deputy Prime Minister Nguyen Hoa Binh commended the results achieved by the Ministry of Home Affairs in particular and the national Home Affairs sector in general in 2024, and requested the Home Affairs sector to closely follow the tasks set out at the conference to carry out in 2025.
The streamlining of the apparatus of the political system must take into account internal factors in the direction of streamlining, selecting virtuous and talented people for the apparatus, especially to hold positions in agencies and units. The Ministry of Home Affairs should soon build a legal basis on functions and tasks so that after the reorganization, the apparatus can operate effectively and efficiently, without interruptions causing inconvenience to the people. During the implementation process, localities should accelerate the reorganization of the apparatus of the political system but must ensure scientificity, avoid inadequacies and shortcomings, and absolutely not allow negative situations to occur during the implementation process.
Along with that, the Home Affairs sector needs to continue promoting administrative reform, focusing on building an open, friendly administration that serves the people well. Focus on developing digital transformation to build an open, transparent administration, towards building an honest and creative government.
Continue to innovate the work of training, fostering and evaluating cadres to attract talented people and experienced people to work in the political system in accordance with the spirit of "each cadre has his own movement". Innovation in the work of evaluating cadres must be substantial and objective to build a streamlined, effective and efficient state apparatus. Emulation and reward work must focus on those who directly work in factories, enterprises and soldiers in the armed forces to promptly recognize, motivate and encourage.
