TPO - According to the draft, at least twice a year, before the regular meeting of the People's Council of the district, town, or city, the chairman of the ward People's Committee is responsible for organizing a dialogue conference with the people.
The Ministry of Home Affairs is seeking comments on a draft decree detailing the organization and operation of the People's Committees of wards in Hanoi in implementing the provisions of the Law on the Capital, which was recently passed by the National Assembly at its 7th Session. Regarding the organizational structure of the People's Committees at the ward level in Hanoi, the draft proposes: Wards of type 1 and 2 have a chairman, 2 vice chairmen, and 6 civil servant positions; Wards of type 3 have a chairman, 1 vice chairmen, and 6 civil servant positions.
The Hanoi People's Committee bases on the number of administrative units of wards with population size and natural area to calculate the number of additional civil servants working at the ward People's Committee. Accordingly, for every ward that increases by 1/3 of the prescribed level of population size, it will be allowed to increase by 1 civil servant; for every ward that increases by 100% of the prescribed level of natural area, it will be allowed to increase by 1 civil servant. The ward People's Committee operates under the head regime, ensuring the principle of democratic centralism. According to the draft, at least twice a year, before the regular session of the People's Council of the district, town, or city under the city, the chairman of the ward People's Committee is responsible for organizing a dialogue conference with the people in the ward on issues related to the rights and legitimate aspirations of local citizens. The chairman of the ward People's Committee organizes a meeting to collectively discuss issues within the functions and tasks of the ward People's Committee. In case the content of the ward People's Committee meeting has related issues, the chairman of the ward People's Committee invites representatives of relevant higher-level professional agencies. The draft clearly states that the head of the ward People's Committee is responsible for the performance of duties and powers. The vice chairman of the ward People's Committee assists the chairman of the ward People's Committee in handling work, is responsible to the chairman of the ward People's Committee and before the law for the performance of assigned tasks. Other civil servants of the ward People's Committee are responsible for performing professional tasks assigned by the chairman of the ward People's Committee in accordance with the provisions of law. The draft also stipulates that civil servants working at the ward People's Committee are part of the civil servant payroll of the district, town, and city People's Committee. The chairman of the district, town, and city People's Committee is responsible for recruiting civil servants to work at the ward People's Committee. The draft clearly states that the term of office of chairman and vice chairman of the ward People's Committee for each appointment is 5 years, calculated from the effective date of the appointment decision. The chairman of the ward People's Committee shall not hold the position for more than 10 consecutive years in the same ward administrative unit.
